Helpful Hints for Head Coach / Team Administrator – Fall 2014
The information included in this handout should give you guidelines that will help you through the upcoming
Fall 2013 season.
The Head Coach is responsible to make sure that all aspects of running the team are completed as
required.
7.7.1 If a coach of a team requests that a game be rescheduled, the requesting party must contact the
opposing team and the two teams must agree upon a date, time, and place that the rescheduled game is to be
played. Upon making such a determination, the coach that is requesting the change must notify the MOSSL
office by using the “Request for a League Game Change” form to have the original game cancelled and the
new game scheduled. The scheduled opponent must also submit the “Request for a League Game Change”
form with the same information as to the date, time and place of the rescheduled game. A team that fails to
follow these procedures may be held liable for payment for the referees who show up for the game as
originally scheduled and the game may be declared as a forfeit for that team.
Bylaw 2.11 allows for “club guest players” from within the team’s club to participate in MOSSL
league games. Coaches are encouraged to take advantage of this rule to minimize the number of
rescheduled games. Please check all the bylaws under 2.11 as to the eligibility of the player(s) you will
be using as a “club guest player”.
Any game that is cancelled and / or scheduled must be played within 14 days of the originally scheduled date
or risk having the game declared a forfeit for one or both teams, as outlined in bylaw 7.2.1.e.
Game Cards: The winning team shall be responsible for mailing the game card to the M.O.S.S.L. Office.
In case of a tie, the home team shall be responsible for mailing the game card to the M.O.S.S.L. Office. The
game card shall be mailed within 24 hours of the completion of the game. Be sure the game card is
completed with all information requested including additional information concerning bylaw
2.11.5 & 7.9.3
Red Cards: The referee will complete a game report and will send the player’s and/or coach’s pass of the
person(s) who received a red card to the M.O.S.S.L. Office. Call the M.O.S.S.L. office 614-436-6775 to
make sure they have arrived in the office and to arrange for their pickup.
Game Forfeits: Teams with two forfeits during the seasonal year may be prohibited from participating in
the current year’s OSYSA State Cup Championship.
Home Team:
1. Confirm the presence of all three referees, all of whom must be currently registered as referees with
U.S.S.F. and M.O.S.S.L. This must be done at least 72 hours prior to the game. (bylaw 7.5
a). The requirement that referees must be registered with MOSSL because a there are few referees
who have been approved by the state referee committee who are not permitted to officiate youth
soccer games because they do not meet the standards of the Ohio South Risk Management program
or has been determined that they have been dishonest /unethical in their previously dealings as a
referee in MOSSL games.

2. If you haven’t heard from your opponent at least 72 hours before the game, call them and
confirm the game date, time and field.

Insure the field is properly equipped with goals that are adequately secured to the ground, nets, corner
flags, at least 2 game balls, and that the field is properly and adequately lined. (bylaw 7.5 b)
Internet Standings: The home team and the away team shall be responsible for
posting the score to the website within 48 hours of the completion of the game.

5. Payment of referees (Effective 7-10-14)

If you use certified AR’s for U8 & U9 games, they are to be paid minimum $20 each. Although ARs are not required for U8/U9 Games.

MOSSL uses an internet based referee assigning system. Coaches and Team Contacts will be
provided a system username / password by which they can verify that referees have been assigned to
their games.

If 4 days prior to a scheduled game, it is determined that you do not have one or more referees
scheduled for a game, coaches and team contacts of the home team may continue to use the
M.O.S.S.L. referee assignor e-mail service to assist coaches and team administrators in filling vacant
and cancelled referee assignments is as follows:
(a) Send an E-mail to Tom Conger at [email protected] include the following information:
 Center or Line
 Age of the team, gender, and division
 Game #, Date, time, and location of the game
(b) The M.O.S.S.L. assignors will send the above information daily to all Referees who have provided us
with their e-mail addresses.
There are two important things to remember. First, THIS SERVICE DOES NOT ELIMINATE
THE COACH’S or TEAM ADMINISTRATOR’S RESPONSIBILITY TO FIND OFFICIALS
FOR THEIR GAMES. Second, referees and coach/team administrator may not use this service to
cancel games; referees, coach/team administrators are to make contact by phone.
8. If the game cannot be played due to weather conditions, the referees must be notified as soon as
possible.

9. There must ALWAYS be a three person system used to referee every game. (Bylaw 7.5.4).
Note: The only exception is during U-8 and U-9 games which MAY be officiated with a single referee.
10. The home team must provide a filled out game card. The game card should be given to the center referee
before the beginning of the game.
11. Referees should be paid at the field by the home coach before the beginning of the game, except for U-8
and U9 academy games where the referee fees are divided equally and paid by both teams.
12. The team must have their player passes, coach passes and team roster at every game, including any
players under the 2.11 rule.
13. 2.11.5 Prior to the start of a game , any of the carded or substitute coaches of all teams making use of
this rule during M.O.S.S.L. league games must write the name of all club guest players on the back of the
designated game card. The head coach or in his absence, an assistant coach, shall verify that the name of all
players that participated in the game pursuant to this section when the game card is signed at the conclusion
of the game. All players participating in a game under this section must have their player pass at the game.
14. 7.9.2 In the event that one or more coaches for a team cannot be at a game, a substitute coach may be
selected. The referee and the opposing head coach or in his absence, an assistant coach or a substitute coach
must be notified of the change before the game begins and the substitute coach(es) must be properly
identified. Only one substitute coach is permitted per coach’s card. In the event that a substitute coach is
ejected from a game, (red carded), the registered coach is to serve any suspension issued by the league for
the actions of the substitute coach. No substitute coach is permitted for a coach that has been ejected and his
serving his/her suspension or is otherwise prohibited from participating as a coach for the team to whom
he/she is registered.
A person who has been suspended or otherwise prohibited from participating as a coach with a team may
NOT serve as a substitute coach for that team under another coach’s card.
7.9.3 An adult may be a substitute coach for a maximum of three MOSSL league or tournament games for
any one team during any one season. The name of the substitute coach and the name of the coach for whom
they are substituting for is to be written on the back of the game card before the start of the game.
