Citywide amendment package – Biodiversity
Brisbane City Council has prepared an amendment package for Brisbane City Plan 2014 (City Plan) to ensure it stays
up-to-date and effective in protecting Brisbane’s important biodiversity.
Council is committed to facilitating economic growth
and prosperity in Brisbane through sustainable
development.
Benefits
The proposed amendments will:
 establish a diverse, consolidated and connected
biodiversity network
 protect the city’s most important habitat and
remnant bushland
 identify Brisbane’s main ecological corridors
and incorporate significant koala habitat areas
 help achieve Council’s 40% natural habitat cover
target.
To ensure that City Plan remains effective and up-todate, Council is proposing amendments to its
Biodiversity provisions. This will reflect improved
Biodiversity mapping, changes in legislation, as well as
community and industry feedback from recent
development assessment outcomes.
The amendment package is following the ‘major
amendment’ process as outlined in the Queensland
Government’s guideline for Making and amending local
planning instruments.
How does the biodiversity overlay affect
me?
If you own a property covered by the biodiversity
overlay and in future you wish to develop or subdivide
your property, the overlay may affect you.
Why are biodiversity provisions being
amended?
Development applications on properties covered by the
overlay may require a different level of assessment and
Council may introduce design requirements to make
sure our city’s biodiversity is protected.
Because vegetation areas are regularly changing,
Council is reviewing overlay mapping so it remains
accurate and Brisbane’s key habitat areas are
protected.
You can find out if your property is already currently
covered by the biodiversity overlay by using Council's
PD Online and City Plan interactive mapping.
What will change?
The proposed amendments will:
 refine mapping of the biodiversity areas overlay
 align koala mapping with Queensland Government
mapping
 change the categories in the mapping
 refine and amend biodiversity-related provisions of
City Plan.
Where did the new mapping come from?
The Queensland Government’s Queensland Herbarium
is the centre for science, research and information on
Queensland’s environmental networks, plants, fungi,
algae and animals. It has recently updated its mapping
of vegetation in Brisbane, following extensive surveys of
the city’s ecosystems. Council has reviewed this
updated mapping alongside current circumstances on
the ground such as new built developments or
revegetated areas and used it as a major input into the
new biodiversity overlay.

Have your say
City Plan update sessions
If you would like to talk to a Council planner or technical
specialist about the proposed amendments, come along
to one of the upcoming City Plan update sessions.
Please note sessions are informal and there will not be
a presentation by Council at the session. Bookings are
not required.
Community and industry input is vital for major
amendments to City Plan and Council is now seeking
your feedback on the proposed amendments. Written
submissions must be received by 5pm, Friday 2 June
2017.
Making a properly made submission will ensure your
say is considered as a formal part of the process for
progressing this amendment to City Plan.
How to make a written submission
1. Submit your comments in writing online or by letter.
2. Include the name of the amendment (‘Amendment
package - Biodiversity’) in your submission.
3. State what you support or do not support in the
proposed amendments and why.
4. Include the name, address and signature of each
person who supports the submission (signatures
are not required for email or online submissions).
5. Include your phone number and email address if
you are happy for Council to contact you for any
further information.
6. Send your submission to Council before the end of
the consultation period. Submissions must be
properly made and in writing and can be sent to
Council by the following methods.

Who can make a submission?
Council encourages submissions from people who live,
work, have a business or own property in Brisbane, but
anyone is welcome to make a submission.
Other City Plan amendments

overlay now open for consultation until 2 June 2017.
