• What population should we focus upon
for the pilot and how should we define
it to ensure consistent interpretation?
• Given the typically small populations
involved in each LA would it be more
appropriate to gather raw data only
during the national benchmarking from
which the averages or percentages can
be calculated?

• Should point score average increases be
collected rather than level increases
