SESSION 10.2 Observer Database Systems Debriefing System Seventh Tuna Data Workshop (TDW-7) 15-19 April 2013 SPC, Noumea, New Caledonia Presentation Outline • • • • • • Brief Background Current Debriefers Debriefing System Components System Integration Future developments Brief Background • First line of defence to ensure that we have a high quality observer data. • Only PIRFO certified debriefers trained to minimum regional certification standards can carry out debriefing. • Debriefing should be carried out straight after the observer disembark the vessel – “Get it while it’s hot” • Data issues should be rectified during the debriefing process • Immediately report any MSC incidents identified during the trip to MCS personnel with the department. • Prepare the data with the Evaluation and submit it to SPC-OFP Current Debriefers What Debriefing System? • A system to facilitate the work of debriefer coordinators with regard to observer debriefing • Developed base on TUFMAN framework • Used for processing the data collected on EVALUATION form (ALL in-country debriefing data sent back to SPC) To SPC-OFP To Observer Debriefing System Cont.... • Help to improve and measure the quality of data stored in TUBS • Help to identify areas of weakness in the debriefing process and its output (i.e. provide target training) • It has common requirements from regional & national observer debriefing coordination Debriefing System Components 1. Debriefing Management - Pre-debriefing planning & scheduling - Processing of debriefing EVALUATION forms 2. Staff Information - Personal details, qualifications and work experiences 3. Training and Assessment - Details of trainings and assessments completed by observer and debriefer 4. Vessel Information - Vessel details, history, observer trips, licenses issued & photo 5. Reporting - Standard reports and Ad hoc reports * Debriefing summary report * Debriefing result (scores) for the observer trip data (EVALUATION form) * Number of debriefs completed by debriefer * List of trip debriefed by fleet/program * Frequency of problems encountered by fleet/program * List of observers with many problems in a given period * Indication of debriefing coverage level for fleet/program * Annual debriefing performance reporting System Integration • Since the debriefing process is part of the overall Observer Program Management (OPM), FFA has re-developed the system using web-based technology and incorporate it as a module of OPM system which can be access online through their IMS portal or offline via national IMS portal / Intranet • SPC-OFP will continue to processing the debriefing Evaluation data received with the actual observer data especially for national programmes who do not have access to OPM. • Consolidate OPM data in a centrailised location so that SPCOFP, FFA and member countries can access. OPM - Debriefing Module OPM - Debriefing Evaluation Form OPM - Debriefing Score • Debriefing score was based on the standard score-sheet for each gear type i.e. PS, LL & PL Future development • FFA will continue to deploy this system as part of OPM - Access through FFA IMS portal or National portal / Intranet • Deployment to non-FFA member countries - SPC-OFP would deploy this system to other non- FFA member countries.
