About the National Counter Terrorism Policing Headquarters (NCTPHQ)
NCTPHQ is the joint national headquarters for all aspects of counter terrorism policing. The NCTP HQ brings together the Met’s corporate CT
capabilities with the national corporate activity carried out by the NCTP HQ (formerly known as ACPO TAM). Combining these functions
provides greater efficiency and also enhances the capability and resilience of national CT policing at a time of changing and emerging threats
from terrorism

NCTPHQ Change Pillar
The NCTPHQ Change pillar is concerned with the way in which investments are managed and meet the strategic objectives of CT Policing. The
Portfolio Management Office provides a range of services to support Projects and Programmers’ to deliver the benefits associated with these
investments. This includes, but is not limited to ensuring that the appropriate controls are in place to manage risk and dependencies against
performance.
CT Change Portfolio
The CT Change Portfolio is responsible for delivering CT change across the CT network in support of the strategic vision for NCTPHQ. The CT
Change Portfolio Delivery Operational Advisor/Deputy Change Director will work in conjunction with programme, project managers and teams
to ensure benefits and business value is optimised and achieved but also with other key NCPT HQ pillars such as Strategy, Performance and
Planning; ICT; Strategic Finance and Strategic HR.

The role will be the operational advisor to the entire change portfolio and deputise for the change director (ACC) as required. This will involve
liaising with colleagues across the network, understanding the implication to operational activity of change and reviewing change proposals to
ensure operational effectiveness is maintained.
The role holder will provide an operational perspective across all elements of change, including in support of the various projects &
programmes, and also in support of the delivery of the Strategic Design Authoirty and associated developments, and will also interface with the
wider CT network.

Role Description

Purpose:
This role will be hosted by the MPS as a secondment for a period of two years. The post will
report into the ACC CT Change Portfolio Director. The post will be based at Empress State
Building; additionally, it is anticipated that the post holder will spend about 20% of their
time working within the wider CT(I)U network.
Key Elements:
1. On behalf of the ACC CT Change Portfolio Director, represent ACC CT Change
Portfolio Director at strategic meetings with Government and Partners.
2. Advise on Operational Delivery during the CT change Programme:
3. Support the delivery of the Business Operating Model and Target Operating Model,
and ensure its ongoing alignment to the CT Policing Strategy.
4. Provide operational perspective in the construction of the CT Policing network
blueprint, to support the Target Operating Model and its alignment to the agreed
benefits;
5. Liaise with stakeholders and the CT network in order to ensure interoperability,
quality control, and integration of components and designs and the integrity of the
TOM is maintained;
6. Providing operational perspective and support to the ‘authority function’ within the
SDA on behalf of the Change Director;
7. Provide operational impacts and perspective to the Change Director and to
governance (Design Board and Change Portfolio Board) on products from managing
the ‘authority function’ within the SDA.
8. Support the Head of Projects and Programmes, ensure that all decisions and change
initiatives (new or in-flight) remain operationally and strategically aligned.
9. Provide operational oversight/perspective of the high-level design concepts,
architecture and principles to maintain focus on meeting business/service needs;
10. Provide assurance that the strategic aims and operational needs of the CT policing
network are met by the products delivered;

11. Working with the Head of Projects and Programmes, advise on changes to
projects/programmes in line with agreed tolerances;
12. Support the successful implementation of the Target Operating Model;
13. Continually advise on the balance between strategic solutions and the tactical
solutions to meet business needs.
Knowledge, Skills and Experience
This role requires strong experience in serious crime or counter terrorism, with the ability to
demonstrate understanding of complex, fast time and high risk operations.
This national role requires an understanding of the national police landscape including an
understanding of how police engage and interact with other agencies, partners and
stakeholders. The role holder therefore requires a good knowledge of the National CT/DE
Network Structures and a thorough understanding of key CT/DE policing stakeholders and
partners e.g. Home Office (OSCT), NPCC, NCA, ROCUs, MI5, Special Branches and police
forces in England, Scotland, Wales and Northern Ireland.
Effective verbal and written communication is essential as is the ability to negotiate and
influence within a challenging, executive and highly political environment. Being skilled in
these competencies is necessary to enable the role holder to engage with and influence the
various individuals, units, department and agencies that are represented within the CT/DE
policing arena.
The role holder will need experience of strategic decision making and the factors that affect
such decisions. They must have an awareness of political issues and their relevance to
policing.
Person Specification
Applications are invited from Superintendents whose Chief Constable supports them for
substantive or temporary promotion.
Specialist Requirements





Significant practical and technical experience within successful complex change
programmes across the whole change lifecycle
Knowledge and understanding of the UK Counter Terrorism Strategy (CONTEST) and
the wider Government response to terrorism and extremism both nationally and
internationally
Significant relationship and partnership skills (preferably with bodies such as NPCC,
Home Office and the Security Services)
Background in Policing Counter Terrorism or Serious Organised Crime (including
covert policing).
Developed Vetting level (you will be required to undergo DV vetting for this role)

Experience of working nationally or at a national level
Experience in change or project management and delivery
Degree level and recognised Managing Successful Programmes/Management of
Portfolios qualification

The post holder will be required to demonstrate evidence against the Superintendent
Policing Professional Framework: ‘Decision Making’, ‘Leadership’, ‘Professionalism’, ‘Public
Service and ‘Working with Others’ making specific reference to the specialist and desirable
requirements listed above.
Additional Details
This is a position on secondment for a period of 2 years. You must seek advice from your
Police Force or Agency on their policy on secondments before submitting any application.
This role is managed as a secondment hosted by the Metropolitan Police Service.
Terms and Conditions
Salary and Allowances
London Police Officer Rates £64,830 - £76,575
London Weighting £2,349
Central Service Allowance £1,260 (not payable to MPS or City of London)
Hours of Work
The provisions of the Police Regulations will apply. Full time weekly hours are usually 40
(inclusive of lunch breaks). Duty sheets must be completed accordingly.
Vetting
Your role for which you have applied with NCTPHQ will require you to hold national security
vetting (NSV) at Developed Vetted (DV). Some posts will also require STRAP, which is a
Cabinet Office policy that looks at an individual's nationality, international connections and
overseas obligations on a case by case basis.
Applicants should also be aware of the need to sign a confidentiality agreement on taking up
the post.
Business Interests
There is a requirement to declare any business interest or secondary employment and/or
the business interest of their spouse, civil partner or relative who lives with them. This is to
ensure the business interest or secondary employment is compatible with the nature of the
national counter terrorism role that they will be performing.
Travel to Work
For police officers who commute from their Home Force place of work, daily travel costs in
excess of their normal travel costs will be reimbursed (subject to approval). It is the
seconded officer’s responsibility together with that of the line manager to ensure that any
claim is calculated between the officer’s home address or normal place of duty, whichever is
shorter, and the business address.

Additional Travelling Expenses
You may claim for expenses necessarily incurred in travelling on official business but may
not claim for distances of less than one mile.
Accommodation
The successful applicant if appointed from outside the Greater London area may be provided
with accommodation. The location and provision of accommodation will be approved with
prior consultation by NCTPHQ.
Sickness Absence
Annex P and Regulation 33 (1) of the Regulations and the provisions of the MPS Attendance
Management Policy will apply. Sick pay will be in accordance with Regulation 28.
Annual Leave
You are entitled to paid leave in accordance with Annex O of the Determinations made
under Regulation 33 of the Regulations.
