2009 Basketball League Rules Itasca Park District follows IHSA rules supplemented by special Itasca Park District rules. Qualifying teams will play in a single elimination playoff at the end of the regular season. All games will be played at the Itasca Recreation Center of the Itasca Park District at 350 E. Irving Park Road. GENERAL RULES 1. Uniforms--All players are required to wear a team uniform of the same color with a FIXED number on the back. Reversible jerseys with numbers on the front and back are highly recommended. Proper game attire is required for EVERY game. Tape on shirts WILL NOT be allowed under any circumstances. If any players entering the game are not in a team uniform with a number, a technical foul will result. 2. Uniforms with numbers are required by the second week. Jerseys may be ordered through the Park District. 3. Team captains are responsible for weekly line-ups, all contacts with team members and conduct of his team’s players and spectators. 4. Line Ups--Each captain will be required to submit a sheet of paper, legibly written, listing each player’s last name, first initial and uniform number five minutes prior to the scheduled game time. If it is excessively tardy or consists of any discrepancies or problems, it will result in a technical foul. 5. The team captain is the only person who may confer with the referee. 6. Teams are not allowed to have a coach. 7. Qualifying teams will be eligible for a single elimination playoff at the conclusion of the season. 8. Ties--If two teams are tied for any position in the regular season, the following procedures will be utilized to determine the final league standings, in order, until all ties are broken: a) any team with a forfeit during the regular season will automatically lose all ties. b) the team with the best record in head to head competition against all other teams involved in the tie. c) the team with the largest total margin of victory in head to head competition against all other teams involved in the tie. d) the team with the most total points scored in head to head competition against all other teams involved in the tie. e) the team with the least amount of total points allowed against all other teams involved in the tie. In the case of more than two teams being tied, the procedures will be followed until one or more teams are eliminated. If there is still a tie with remaining teams, the process will start over. This will continue until all ties are broken. 1 PLAYING RULES Illinois High School Association Official Basketball Rules will apply to the Itasca Park District Basketball League with the following exceptions: 1. Scheduled game time is forfeit time. A team must have four players that are listed on the roster to start a game. If a team is eventually reduced to 3 players for any reason, that team will have to forfeit the game. Game time is forfeit time for all games. 2. Time--Two twenty-minute halves will be played with a running clock. The clock will be stopped only during time outs or after a technical foul has occurred. During the last minute (1) of each half, the clock will stop during dead balls. The clock will only stop for time-outs during the last minute of the game when there is a lead of 20 points or more. 3. Time outs--Each team will be allowed two time outs per half. Time outs are not to exceed one minute. There will be NO accumulation of unused time outs during regulation. 4. Teams will be given one (1) time out per overtime period in addition to any remaining from the second half. 5. The warm up period before a game and half-time will last 5 minutes at the supervisor’s discretion. Teams will warm up and shoot the first half on the basket farthest from their bench. 6. Overtime--In the case of a tied score following regulation play, a three (3) minute overtime period will be played with a stop clock during the last (1) minute. Overtime periods will be played until a winner is determined. 7. Free throws--Bonus shall begin on the 7th team foul by the opponents in each half. Personal fouls and technical fouls count towards bonus. Three free throws will be awarded if a player is fouled in the act of shooting an unsuccessful 3-point try. 8. On a free throw attempt, a player occupying a marked lane space may enter on the release of the ball. 9. The clock will only stop for time-outs during the last minute of the game when there is a lead of 20 points or more. During the last minute (1) of each half, the clock will stop during dead balls except as noted above. 10. Dunking—No dunking allowed. Any player in the B League or Summer League who attempts or completes a dunk, which includes touching the rim will receive a technical foul and the basket will not count. Any player in any league who damages the rim, backboard, or negatively affects the integrity of said items would be subject to incur the replacement and installation costs of said items. 11. Spitting--Any person spitting on the floor of the gym before, during or after a Park District basketball game will receive a technical foul. 12. Excessive swinging of arms or elbows is a technical foul rather than a violation. 13. Profanity deemed excessive will not be tolerated. Players found guilty of such behavior will receive one technical foul. 14. Intentional Fouls--In the case of an intentional foul, a player will be awarded two free throws and the team awarded the ball. A team will receive three free throws and the ball for an intentional foul against a player in the act of shooting an unsuccessful 3-point shot. 15. Technical Fouls--Two technical fouls by any player during the course of the game, will result in a player being ejected from the game and being subject to suspension rules and fines. 16. Please note a technical foul can be assigned to any individual at any time by any referee. This includes before and after a game. 17. Unsportsmanlike conduct--Flagrant fouls or fighting will result in a technical foul per offending player and an automatic suspension/ejection of the offending players. If a game is called due to fighting or unsportsmanlike conduct, both teams will be given a loss and will be suspended for a minimum of one game. Unsportsmanlike conduct WILL NOT be tolerated. 2 18. Suspension--A player ejected from the game must leave the building immediately and is suspended a minimum of the next scheduled game, including post season play. Before a suspended/ejected player is reinstated, a $25.00 suspension fine must be paid to the Park District office 24 hours before the next scheduled game. 19. During a player’s suspension, he must not attend any scheduled games of the Itasca Park District basketball league. Any player which plays during a suspension will be considered an illegal player. 20. The Athletic Supervisor has the right to disqualify any player or team from league play due to unsportsmanlike conduct. ROSTERS 1. Rosters must be turned in by game time of the team’s first game. Captains should list all individuals expected to play during the season, regular or back up. All players must be on the roster to be eligible to play in the league. 2. The captain must provide complete information for each player listed on the roster. Each player must read the waiver and sign the roster prior to playing his first game. 3. Rosters will be frozen following the fourth week. After the fourth week, no changes may be made unless authorized by the Itasca Park District through a player add form. Authorization will only be granted in the case of an injury, illness or other emergency situation causing the player to be unable to play for an extended amount of time. The Player Add form may need to be accompanied by proof of a player’s inability, for example, a certified M.D.’s verification or verification on letterhead of a dismissal or relocation. 4. Players on the roster must be at least 18 years of age and out of high school. 5. Any team may carry a minimum of 8 men on the roster and a maximum of 15 men. 6. Any team member(s) on more than one roster will be considered an illegal player for the second team they take the court with. FORFEITS 1. A $25.00 cash forfeit fee will be assessed to any team, which forfeits a game for any reason. Captains who contact the Park District 35 hours prior to the game will not be assessed the fine. Two forfeits by a single team will result in that team being dropped from the league. Once a team is dropped from the league due to forfeits, entrance to the league the following season must be pursued through the waiting list. No refunds are given to any team for any reason. 2. Forfeit fines will be deleted from your forfeit deposit that was collected with your registration fee. If you do not forfeit a game, your forfeit deposit will be returned to you. PROTESTS Protests are permitted on roster disputes only. Protests on the rules of the game will not be accepted. When protesting a player’s eligibility, the captain must inform the supervisor of the team’s intention to protest before the game starts. The individual in question must play in the game to be illegal. If the player in question arrives after the game has begun, the protest must be made as soon as the person enters the game. An explanation letter along with $25.00 protest fee must then be submitted to the Itasca Park District office by Noon the day following the protested game. An illegible protest will not be accepted. The protest fee will be refunded only if the dispute is found to be legitimate. ROSTER DISPUTES 1. Any team found to be playing a game with a player not on the roster will be issued a forfeit for every game in which the player participated. Further, a team found to have used an illegal player twice in one season would be disqualified from the playoffs. 3 2. The Athletic Supervisor will make decisions regarding roster disputes on the next business day following the disputed match. LEAGUE ELIGIBILITY 1. At the conclusion of regular season play, the team with the worst winning percentage in the A league may be dropped a level respectively and the team with the best winning percentage in B league may be moved up to A at the Athletic Supervisor’s discretion. 2. Teams that have been dropped to a different division or from the program entirely may re-enter according to availability and at the discretion of the Athletic Supervisor. However, teams being raised to the A League may not petition back into the league they are advancing from for one season. 3. Priority will be given to teams from previous seasons during registration. These teams will have a two week closed registration period before it is opened to new teams. INJURIES/INSURANCE 1. The Itasca Park District is not responsible for any injuries incurred while on the premises of the Itasca Park District Recreation Center before, during or after a game or practice. 2. All teams and individuals should be commercially insured. 3. The Itasca Park District provides no insurance. 4. A player who is bleeding, or has an open wound, or has an excessive amount of blood on his uniform must leave the game and may not return until the specific problem has been addressed. RECREATION CENTER GUIDELINES 1. The Athletic Supervisor will determine postponements in case of winter storm, etc. after 4:00pm. Please call the Sports Hotline at (630) 616-7558. 2. Equipment-Non-marking soled shoes only will be allowed. No casts or jewelry will be allowed including earrings. 3. No food, drink or gum will be allowed in the Itasca Recreation Center gym. 4. No smoking or tobacco will be allowed in the Itasca Recreation Center. 5. No alcoholic beverages are allowed on the premises of the Itasca Recreation Center. 6. Any player showing signs of intoxication will be asked to leave the premises. 7. It is the responsibility of the captain and his team members to make their respective spectators aware of all rules of conduct in the Itasca Recreation Center gym and abide by them. 8. The basketball supervisor on site has full authority to issue warnings to anyone who violates the above rules, followed by a request that they leave the premises, if the violation continues. The basketball supervisor and/or the officials will deem any player or team ineligible for the game if the above equipment regulations, time limitations or any other rule is not followed. 9. The Athletic Supervisor has a right to enforce these and other rules deemed necessary to provide a safe and quality league.
