TERMS OF REFERENCE: INDIVIDUAL CONSULTANTS - PROCUREMENT SUPPORT
ToR for Selection of Procurement Support Specialist for DDU-GKY
1. Context:
.The Ministry of Rural Development (MoRD), Government of India, is implementing a
placement linked skill development program called the DDU-GKY - Deen Dayal
Upadhyaya Grameen Kaushalya Yojana (erstwhile known as the Aajeevika Skills
Program). The vision of DDU-GKY is “Transforming Rural Poor Youth into Economically
Independent and Globally Relevant Workforce”.
DDU-GKY aims to achieve this vision with an inclusive agenda, standards-led delivery
focused on industry requirements and its outreach that makes skills acquisition
aspirational amongst the rural poor, thereby helping to create an empowered and
productive workforce.

DDU-GKY is unique in its focus and approach to skilling. It is the only national level
program that is fully focused on youth from poor rural families to ensure that the
majority of the potential demographic dividend which resides in the villages of the
country are equipped with skills to participate in economic growth of the country. In its
design and mandate DDU-GKY gives priority to disadvantaged groups such as the SC/ ST/
women/ minorities and people with disability (PWD), victims of human trafficking and
particularly vulnerable tribal groups (PVTGs) and other such vulnerable groups.
DDU-GKY has many “firsts” to its credit. It is the first program to launch “Roshni” which
is a placement linked skill training program aimed at rural youth in left-wing extremist
(LWE) districts of the country. Similarly, DDU-GKY is a pioneer in launching “Himayat”
aimed at providing skills and employment to the youth of Jammu and Kashmir. Both of
these programs have been highly appreciated by all stakeholders and have now become
the norm for providing productive alternatives in conflict areas. DDU-GKY also has been
pioneer in setting the very first standards for infrastructure and processes for skill
delivery in the country, supported by a quality framework that puts self-regulation at
the heart of its quality policy. In its objective to benchmark skills to global standards,
DDU-GKY has also been the first mover to introduce information technology supported
by tablets for every trainee, soft-skills and English language delivery.
DDU-GKY is implemented through a 3 tier structure with MORD at the apex as the policy
making, facilitation and coordination agency; the State Skill Missions (SSMs) / State
Rural Livelihood Missions (SRLMs) as the state level nodal implementation support
agencies and external organizations (Corporates, Societies, NGOs, Private Skill Training
providers) as Project Implementation Agencies (PIAs) who serve as the skill and
placement providers under the program. The DDU-GKY envisages a central role for
SSMs/SRLMs in driving program delivery, its quality and outcomes. The DDU-GKY
guidelines provide additional information on the program. The guidelines can be

2.
OBJECTIVES OF THE ASSIGNMENT
DDU-GKY now intends to hire a procurement specialist to support it in its mission. The
main role for the procurement specialist would be:
1) Provide procurement support for procurement of various goods and services for
DDU-GKY for services, goods and works

2) Manage, oversee, analyse current and future procurement requirements,
perform procurement planning, cost estimation, budget allocation, create
specifications and compliance requirements as necessary
3) Write Terms of References, RFP, REoI and other procurement related documents
4) Manage contracts, vendors and procurement related budgets
5) Handholding of States and providing support for diverse catalogue of goods and
services
6) Perform procurement in compliance with polices of GoI/ Ministry of Finance/
MoRD/ World Bank and other funding agencies etc.
7) Ability to train, guide and support personnel in procurement and in particular to
perform Training-of-Trainers (ToT) for procurement.

SCOPE OF WORK
Task 1: Procurement assessment and planning
The Procurement Specialist (PS) are required to perform assessment of current and
future procurement requirements, cost estimation, planning and budgeting and advise
DDU-GKY on correct procurement procedures. It shall be the responsibility of PS to
ensure correct and standardized procurement procedures are followed.
Task 2: Create Procurement Documents
The PS is expected to create the entire procurement documentation including getting
the necessary approvals on files, should be able to create procurement documents and
perform bid-management and other procurement activities for a diverse set of
procurement requirements; shall be creating estimations, creating and maintaining
specifications, creating of pre-qual.-tech-financial evaluation criteria etc. The PS is
expected to be well-versed in creation of tender documents, notifications, Request for
Proposals (RFP)s, RFQs, RFEI, understand quotations, costing and tax / surcharge
implications and ensure procurements are aligned with the budgetary and DDU-GKY
requirements.
Task 3: Support Procurement Vendor / Contract Management
The PS is expected to provide end-to-end procurement support for initiation to creation,
release, bid management, modifications, contract closure/ signing and further contract

management on behalf of DDU-GKY. The PS should thus have experience in contracts,
contract management, service level design and management.
Task 4: Ensure Compliance to Procurement Norms
The PS are expected to be well-versed in Government of India / State Government
procurement processes, norms, timelines, rules e.g. GFR rules, various directives of
Ministry of Finance / GoI / State / MoRD/ International Funding Agencies and ensure
compliance to them during the procurement process. The PS may also need to
familiarize themselves with procurement rules and methods of various funding agencies
such as the World Bank or other stakeholders in DDU-GKY programme.
5. DELIVERABLES
The PS consultant will deliver the following:




Creation of procurement plans, process, estimations, costs, quality criteria and take
end-to-end responsibility of procurement
Various procurements documents for e.g. – RFPs, RFQs, Agreements, Contracts, EoIs,
Amendments, Clarifications, specifications, quality control, negotiations, costing,
revenue estimation, depreciation
Create standardized templates for various documents, agreements, contracts,
summary of rules / norms and notifications
Perform the procurement process including notice for bids, expression of interests,
releasing notifications to newspapers and other channels, response to queries, bid
submission, pre-qualification, technical, financial evaluation, bid management, prebid processes etc.
6. SCHEDULE & LOCATION
The Procurement Specialists shall be appointed Full-Time (on contract) for a period 1
year. The Procurement Specialists shall be based out DDU-GKY office in Delhi and may
be required to travel to other offices in States as required.

8. MINIMUM ELIGIBILITY CRITERIA
The successful candidate will have the following qualifications:





The selected candidates will be senior level Procurement professional having a
minimum of 8 years overall experience in procurement for Government/ semiGovernment/ PSU/ Int’l organizations in India and should be familiar with norms,
timelines, rules e.g. GFR rules, various directives of Ministry of Finance / GoI / State /
MoRD
The candidates should have at least a graduate (B.Sc./ BA/ B.Com etc.) degree
Experience in procuring diverse forms of goods and services, in creation of tenders,
RFPs and related documents, procurement of goods/ services, empanelment, bid
process and bid process management, vendor management, contract negotiations,
costing, procurement planning
Strong written and oral communication skills, demonstrated ability of creating
effective procurement documents.
The candidate shall have strong sense of integrity
9. CONFIDENTIALITY STATEMENT
All data and information received from DDU-GKY for the purpose of this assignment are
to be treated confidentially and are only to be used in connection with the execution of
these Terms of Reference. All intellectual property rights arising from the execution of
these Terms of Reference are assigned to DDU- GKY. The contents of written materials
obtained and used in this assignment may not be disclosed to any third parties without
the expressed advance written authorization of DDU-GKY.
10. TECHNICAL EVALUATION CRITERIA

Provided the candidates satisfy the minimum eligibility criteria, mentioned in the
Section 8 above, the CV/ Resume of the candidate with references would be evaluated
applying the following evaluation criteria, sub criteria and point system:

(ii) Adequacy for the Project - 50 Points:

 Relevant Experience of more than 10 years : 30 points
 Less than 10 years and more than 7 years: 20 points

9. Fees and Payment Schedule
Payments would be made on a monthly basis. The Procurement Specialist shall be paid
a fee of Rs. 10,0000/-.
10. Termination
DDU-GKY will have the right to terminate this contract based on the performance of the
consultant or upon the expiration of the contract period unless renewed in a mutually
agreed manner. DDU-GKY will have the right to issue notice to candidates if there is a
delay of more than 15 days in submission of any deliverable and to terminate the
contract if there is a delay of 30 days in submission of any deliverable.
