TOWN BOARD MEETING

LOCATION: WILLSBORO TOWN HALL
Present: Supervisor, Shaun Gillilland, Councilors: Lane Sayward, Steve Benway.
Excused: Lorilee Sheehan, Charles Lustig.
Guests: Vic Putnam, Travis Crowningshield, Cathy Alden, Terry Cross.
The board recited the Pledge of Allegiance.
Supervisor, Shaun Gillilland called the meeting to order at 6:30 P.M.
Public Comments: None
New Business:
1. Resolution to place extensions of term of office to 4 years on the general election ballot for
offices of Supervisor, Highway Superintendent, and Town Clerk: Supervisor Gillilland stated we
just need to pass the resolutions to be able to get it on the ballot. This will then allow the public
to vote if they would like to extend all the terms to a 4 year term. They will each be put on the
ballot separately.
RESOLUTION OF THE TOWN BOARD OF THE TOWN OF WILLSBORO PROVIDING FOR A FOUR YEAR TERM
FOR THE ELECTIVE OFFICE OF TOWN CLERK OF THE TOWN OF WILLSBORO.
WHEREAS, the Town Board of the Town of Willsboro, Essex County, New York, has determined that
it would be in the best interests of the citizens of the Town of Willsboro to increase the term of the Town
Clerk of the Town of Willsboro from two years to four years, and
WHEREAS, pursuant to Town Law, Section 24-a, the Town of Willsboro is desirous of adopting the
within Resolution, subject to mandatory referendum, to provide that the term of office of the Town Clerk
of the Town of Willsboro shall be increased from two years to four years.
NOW, THEREFORE, and after due deliberation, it is hereby enacted, ordered and resolved as follow:
1. Pursuant to Town Law, section 24-a, the term of office of the elective Town Clerk of the
Town of Willsboro Shall be increased from two years to four years. Such four year term shall
commence as of the 1st day of January, 2020 and shall apply to a person elected to such
office of Town Clerk at the biennial Town election to be held on November 5, 2019 and to

those elected thereafter, provided that a proposition submitted pursuant to Section 2 below
is approved.
2. MANDATORY REFERENDUM: This resolution is adopted subject to a mandatory referendum
and shall be submitted for the approval of the qualified voters of the Town of Willsboro at
the biennial Town election to be held on November 7, 2017. A proposition in the following
form shall be included on the ballot at such biennial Town election, and the increased term
of office shall not take effect unless such proposition is approved by a majority vote of the
qualified voters voting person:
“SHALL THERE BE APPROVED AND ADOPTED IN THE TOWN OF WILLSBORO, NEW YORK, THE
RESOLUTION DATED MAY 31, 2017, ENTITLED RESOLUTION PROVIDING FOR A FOUR YEAR
TERM FOR THE ELECTIVE OFFICE OF TOWN CLERK OF THE TOWN OF WILLSBORO? AS
ADOPTED BY THE TOWN BOARD ON THE TOWN OF WILLSBORO ON MAY 31, 2017?”
3. At the biennial Town Election next following the date of the adoption of this Resolution and
every four years thereafter, the Town Clerk shall be elected for a term of four years.
4. Any other Local Law, ordinance or Resolution inconsistent herewith is hereby repealed.

Highway Superintendent of the Town of Willsboro from two years to four years, and
WHEREAS, pursuant to Town Law, Section 24-a, the Town of Willsboro is desirous of adopting the
within Resolution, subject to mandatory referendum, to provide that the term of office of the Highway
Superintendent of the Town of Willsboro shall be increased from two years to four years.

2. Motion to set public hearing for public input on CDBG application(s): We are applying for the
consolidated funding. The application comes up in June. We will need to set the date for a public
hearing. Shaun is thinking on the 14th of June at 6 just before the regular board meeting. Lane
Sayward moved. Steve Benway seconded. All in favor and the motion carried.
3. Motion to go for Streambank project next phase: we did the test pits and copies of the report
have been provided. Vic briefed the board on the report. Shaun asked if we should go out to bid
and see what we get. Steve is worried about the asbestos. He is wondering if we can put it out as
two projects. One as the cleanup project and then go out and do the fishing access. Steve asked
if the black ash requires special hauling. Vic said it does not. Steve feels we need to have some
sort of professional oversite to make sure that it is clear as to assist with managing the project.
Shaun stated that the county has an engineer now and we should be able to use him. Steve
Benway moved to proceed to go out to bid. Lane Sayward seconded. Roll call: Benway, Sayward,
Gillilland. All in favor and the motion carried.
Motion Comments from the board
Motion Comments from the public: Cathy Alden asked what the term lengths of other town officials
are. Supervisor Gillilland stated that a lot of them are going to 4 year terms. It is a mix as of right
now.

Supervisor Gillilland called for a motion to adjourn the meeting. Lane Sayward moved to
adjourn. Unanimous second.
