1.
Team Eligibility
1.1 Teams eligible to participate in the 2017 South Queensland Primary Schools Championships –
Teams must consist of players who are enrolled in years 4, 5 and 6 from the school they are
representing. The competition is an open competition and all Primary Schools are eligible to
nominate.
1.2 Where schools have more than one team entered in a division:
(a) Players must only play for one team
(b) Schools must name their best team as School Name 1 and their second best team as
School Name 2 etc.
1.3 Combining of school teams or players Schools of less than 150 students may seek to
combine with another school of similar size if they cannot fill a team. Approval must be obtained (in
writing/email) from the Tournament Convenor prior to nomination.
1.4 Each school team should be responsible for obtaining signed forms for Parent Consent and
Medical Details. (These are the standard forms for excursions and sport and they note that parents
will accept responsibility for any medical costs).

Team Registrations
An original signed registration form must be submitted to the Tournament Director no later than the
conclusion of the Team Managers meeting on tournament day. This form must include details of
coaching and management staff associated with that team.
A maximum of fourteen (14) players must be correctly identified on the team registration form
supplied. Once the fourteen (14) names have been submitted at the Managers Meeting they can only
be changed at the Discretion of the South Queensland Primary Schools Championship Committee.
A team found playing an unregistered player will be disqualified. Tournament Director may consider
this matter.
Players are not required to sign registration form. Team Manager will be required to sign form to
confirm details.

On Line Nomination per individual team
All schools must nominate each team individually on line.

Referee Requirements
Each School is required to nominate a Level 1 or above non-playing referee for each team
nominated. Referees will be paid a fee per game.
Any team that does not supply a Referee will be required to pay the tournament fee without referee.
If the designated Referee fails to perform duties, the team he or she represents may not participate
in finals and the team may be subject to additional costs
Two or more persons may perform duties for one team.
Nominated Referees MUST be Level One Accredited or nominated to attend the next available Level
one referee course.
6.
Referee Conditions
The amount of $20.00 has been allocated to every game played. As both teams are required to
supply a “Team Referee”. The fee of $10.00 per game will be paid to each referee at the completion
of the day.
All referees must complete the championship to qualify for payment, unless previous arrangements
are made with SQBD.
7.
Referee Development Program
SQBD has a School Referee program. (minimum age 12 years). Every SQBD school in our region has
access to this program. Apply to SQBD for more information via email: [email protected]
Please contact Nathan to establish referee course for your school. Not only will a course
service this tournament, participants will greatly assist all other touch related activities
throughout the school year.
8. Referee Game Payments
Cash payments made at the completion of championship only.
9. Nomination Fees
$250.00 inc gst per team with a non playing referee (Insurance provided by SQBD)
$350.00 incl gst per team without a referee (Insurance provided by SQBD)
If the designated Referee fails to perform duties, the team he or she represents may not participate
in finals and the team may be subject to additional costs
10. Payment process
Invoices will be sent to nominating school. Only teams that have paid fees on or before
closing date Tuesday 1st August 2017 will be included in draw.

11. Late Entries
Online Team Nomination forms received after closing date will only be accepted at the convenience
of the competition.
Players are not permitted to play in two teams.
12. Refunds
If a School enters a team and subsequently withdraws after the closing date, nomination fees may
apply.
13. Touch Balls
South Queensland Touch will supply a touch ball for each team.
14. Footwear
All players must wear TFA approved footwear. No screw-in studs or metal cleats are permitted.

15. Insurance
SQBD has Public Liability and Personal Indemnity Insurance, all other Insurance is the responsibility
of the participating schools. Nomination fee includes social membership insurance.
All teams must supply complete details for registration through our regional database for full cover.

16. Behaviour
It is the responsibility of each School Manager to ensure that their teams behave in the manner as
detailed in the SQBD Touch Code of Behaviour document that has been adopted for this
Championship. (Attached to the Conditions of Entry Document)
17. Zero Referee Tolerance
ZERO TOLERANCE
No official or player other than the Team Captain is permitted to have any verbal communication
with the match referee or referees. Back chat or questioning the referee decisions for any reason is
prohibited. Designated Team Captain and/or Team Coach may consult Tournament Referee Coordinator only at the completion of the game.
Referees will be instructed to enforce zero tolerance rules regarding referee abuse from players,
coaching staff and spectators.
18. Protests
Protests will be heard and determined by the Tournament Director.
Protests must be lodged in writing within twenty (20) minutes of the conclusion of the event in
question, to the Tournament Director or to an official designated by the Tournament Director. The
protest is to be lodged and signed by the Tour Manager or their nominated representative. The
protest will then be investigated by the Protest Committee. The Tour Manager or their nominated
representative will be notified of the decision. Any notice to be served on any person to attend a
hearing, will be served on the Tour Manager or Administrator of the Affiliate involved, (or the
nominated representative), and any such service is deemed to be served on all parties or persons
under the control of that Tour Manager or Affiliate (or their nominated representative).
19. Judiciary
Upon receipt of a Referees Report or Citing Report the Tournament Director shall serve notice on all
parties required to be in attendance at a hearing to be conducted no later than 2 hours after the
serving of the notice. Notice to include all charges Note: Referees Reports to be submitted no later
than 20 minutes of the completion of the relevant match. Citing Reports to be submitted as soon as
practically possible.
20. Suspension
In the event of a player being sent from the field for the remainder of the game, an automatic two
match suspension will apply unless the Tournament Director considers further action is warranted.
Any player who receives three separate periods of time in three separate games, will be cited to
appear before the Judiciary to show cause why he/she should not be given an automatic two match
suspension or more if the Judiciary considers further action is warranted.
Any player who is given a period of time more than once in any one game, will also receive an
automatic two match suspension.
The suspension applies to the next two matches the team participates in that South Queensland
Touch controlled event. It does not include Byes or if the player belongs to a team that forfeits in a
match. Games forfeited to the suspended player/s team will count.
21. Uniform
All playing uniforms, will include numbered shirt, shorts, socks (that are visible) and footwear.
22. Championship Control
The Tournament Director will be in charge of all matters relating to this tournament.
Matters not covered by the Conditions of Entry will be determined by the Directors and their
decisions will be final.
23. Team Managers Meeting
A compulsory Team Managers Meeting will be held on Saturday, September 10th at the Palm Beach
Touch clubhouse, 30 minutes before the first game.
24. Tents
It is the responsibility of the School to book and organise the placement of their tent. The
Tournament Director can provide contact details for local tent hire companies. SQBD Administrator
must be consulted concerning the placement of tents. Call Sharon on 0447 085 630.
25. Venue
Coomera Sports Park Beattie Road Coomera will be the venue for all games at this tournament.

26. Medical Assistance
It is the responsibility of the School to supply their own medical assistance for the duration of the
Tournament. If possible, SQBD Touch may provide qualified personnel.
27. Playing Times
All games in the Tournament and the Final series will be Thirty Minutes (30) subject to draw.
Nominations will determine the final format and will be announced at the Managers Meeting.
28. Blood Bin
Any player with a bleeding cut or abrasion is to leave the field immediately and have the cut or
abrasion cleaned and covered. At this time, any blood stained clothing must also be either cleaned
or replaced.
If the player does not leave the field immediately, the Referee may stop the game and ask the player
to leave the field (normal substitution rules apply).
Once the flow of blood has been stemmed, the cut or abrasion cleaned and covered and any blood
stained clothing and equipment cleaned or replaced, the player may return to the field and continue
play. If bleeding cannot be controlled and the wound securely covered, the player must not continue
in the game
29. Draw Formula
Nominations will be broken into either four team or six team pools depending on nominations
received.
30. Forfeits
Teams must be in attendance at their playing fields five (5) minutes before the commencement of
their match.
It is the responsibility of each captain to report to the referees two minutes before the
commencement of the game so that the toss of the coin can be effected without loss of time.
If a team is not at the field at the advertised starting time of the game, the attending team can be
awarded the winning of the toss.
The offending team will receive a maximum of five (5) minutes from the commencement of the
game (siren/whistle) to position the team on the field and be ready to commence play.
If the offending team is not in attendance after the five (5) minutes has expired, the game will be
deemed a forfeit and the non offending team will be awarded a 5 - 0 win and three (3) competition
points. The offending team will receive a score of 0 - 5 and no competition points. The offending
team will be penalised one touchdown after the first minute and one touchdown for every minute
thereafter up to 5 minutes.
The Tour Manager or their appointed representative of an offending team will be required to give
reasons in writing why their team should not be excluded from participating in any further matches.
The Judiciary/Protest Committee will decide upon receipt of the report if the offending teams’ action
warranted the need to forfeit the match. This written report must be submitted to the Tournament
Director before the completion of the forfeited match.
Note: Forfeits for any reason in the final series negates the forfeiting team’s rights to participate
further in the tournament.
31. Determining teams for finals
Progression to the final series is dependent upon the number of playing pools. More detailed
information on the format will be provided after nominations close and the draw is released.
32. Drop Off
NO DRAWN GAMES

First game scorer will be allocated win if the result is drawn at full time.
This rule does not apply to semi finals or finals
33. Competition Points
For all Round Robin games, competition points will be awarded on the results obtained. The
following points will be awarded:

34. Presentation
The presentation will take place at the completion of the finals at the playing venue.
35. Trophies
All winning players will be presented with a tournament medal as trophy prize.
Individual division trophies will be presented to winning school.

36. Concussion Policy
SQBD Touch have adopted the TFA approved Concussion in Sport Policy for this event (see
www.austouch.com ).
37. Game Rules
The seventh edition of the ATA Playing Rules (six a side) will apply unless otherwise stated.
38. Coaching
Coaching teams from the end of the field is prohibited. All Coaching staff must be in the sub box area
only.
