PREVIOUS ACTIONS TAKEN
Regarding the Christian Romany Church and BARC site
On June 17, 2003, (Item No. 68), regarding MOTIONTO ADOPT Resolution 2003-463 of the
Board of County Commissioners of Broward County, Florida, authorizing the acquisition by
condemnation of certain leasehold interests, which are necessary for the expansion and
operation of the Broward County Substance Abuse and Health Care Services Detoxification and
Central Outpatient Facility; finding a public purpose for the acquisition of certain leasehold
interests; and authorizing the County Attorney to proceed with condemnation proceedings;
providing for severability; and providing an effective Date.( Commission District 7)
Board Approved to move forward with condemnation.
On November 21, 2006, (Item No. 45), regarding the Motion to Cease all legal proceedings and
dismiss eminent domain actions in the case of Broward County vs Christian Romany Church,
Inc. (Commissioner Rodstrom)
The Board directed the County Attorney to file an immediate pleading with the Court, asking the
Court to abate the eminent domain proceedings until such time as the County Commission has
had an opportunity to have a Shade Meeting, and attempt to obtain a stipulation from defendant.
On April 17, 2007 (Item No. 70), regarding MOTION TO FILE City of Fort Lauderdale, Florida,
Resolution No. 07-32, urging the Board of County Commissioners of Broward County to pursue
development of a new rehabilitation facility without including the Christian Romany Church
property located at 330 SW 27th Street, Fort Lauderdale, Florida. (Mayor Eggelletion)
The Board approved this item.
On June 19, 2007 (Item No. 60), regarding CITY OF FORT LAUDERDALE CONCERNS –
COMMISSIONER RODSTROM.
Commissioner Rodstrom commented that the City of Fort Lauderdale is concerned with an over
abundance of facilities in this area; it’s not that they don’t want the BARC; they have issues
related to the over proliferation of the neighborhood regarding the Romany Church ruling.
On January 8, 2008 (Item No. 52), regarding Motion to Discuss location of Broward County's
proposed Sexual Assault Treatment Center adjacent to County-owned land acquired for BARC
and presently occupied by the Christian Romany Ministries, Inc., pending its appeal of order
granting Broward County's petition in eminent domain. Consideration of Broward County's
option to charge rent relative to Christian Romany Ministries, Inc., extended possession of
County-owned land. (Commissioner Rodstrom)
Motion to Extend the church rental of the property was approved by the Board.
On June 24, 2008 (Item No. 137), regarding Discussion : Defendant Christian Romany Church
Ministries, Inc. (CRCM) to remain on property acquired by Broward County pending the status
of the BARC Project. (Commissioner Rodstrom)

Board discussion took place. The Board directed the County Attorney’s office to review the
issues and negotiate a possible settlement to avoid further costs, drafting such a document to
be brought back for Board consideration.
On August 4, 2009 (Item No. 55), regarding MOTION TO DISCUSS extended possession of
the property located at 330 SW 27th Street, Fort Lauderdale, FL 33315 to the Christian Romany
Church and to provide direction to the County Attorney. (Commissioner Rodstrom)
Following discussion, the Board deferred this item until Tuesday, August 25, 2009.
On August 25, 2009 (Item No. 66), regarding MOTION TO DISCUSS extended possession of
the property located at 330 SW 27th Street, Fort Lauderdale, FL 33315 to the Christian Romany
Church and to provide direction to the County Attorney. (Commissioner Rodstrom) (Deferred
from August 4, 2009 - Item No. 55)
Following Board discussion, the Board approved a 90-day extension to allow negotiation to
take place.
On November 10, 2009 (Item No. 47), regarding MOTION TO DIRECT staff to negotiate with
the Romany Church for repurchase of portions of the property previously condemned for the
BARC Residential Treatment Center; work with the surrounding neighborhood and School
Board for design, location and related amenities for the replacement facility; authorize staff to
develop a new Request for Letters of Interest for design engineering services and create
Selection Committee for the BARC replacement facility. And MOTION TO DIRECT staff to
pursue an alternate location for a replacement facility for the Sexual Assault Treatment Center
(SATC).
The item was withdrawn, but Mr. Akagbosu, Director, Growth Management Department for the
School Board of Broward County was allowed to speak; he stated that his department, not the
School Board Members, objects to BARC being located on the site. The superintendent and the
School Board never had an agenda item regarding BARC. At this time the Women in Distress
facility was mentioned as an alternate site for SATC.
On March 23, 2010 (Item No. 25), regarding MOTION TO DIRECT County Attorney's Office to
work with the Court to extend the Romany Church's occupancy of the property, same terms and
condition, until September 30, 2010. (Commissioner Rodstrom)

On August 31, 2010 (Item No. 117), regarding Motion to Direct County Attorney’s Office to work
with the Court to extend the Christian Romany Church Ministries, Inc., occupancy of the
property, same terms and conditions, Until March 31, 2011.
The Board approved the extension to March 31, 2011.
