In education, the network used to be
 a supplement, a spice, a gimmick
 providing varying bandwidth
 a place where you had to develop your own
services on top of the network (mail distribution
lists, web-based educational material etc.)
 a security hazard

To be truly integrated in education, a network is neede
that
 is never down
 has surplus bandwidth (just enough is not enough)
 has QoS if the bandwidth is limited
 has a QoS that prioritises educational use
(never seen yet!)
 has a solution for all security issues
 provides all the services needed by teachers,
pupils and other relevant parties (parents,
apprentice masters, producers of educational
material etc.)
