Reimagining Law Enforcement and the Cloud The trusted, CJIS-capable cloud platform, designed for the storage and archive of law enforcement and surveillance video footage. Microsoft has unlocked the cloud for law enforcement. The Microsoft Cloud for Government meets the FBI’s Criminal Justice Information System’s (CJIS) Security Policy for cloud for storage and accessing of police video. Now the cloud is a viable option for all law enforcement agencies. In fact, we are so sure of our CJIS-capable cloud that we are the first and only provider to put our commitment in writing.1 1 "As it relates to CJIS, we will contractually commit and sign the FBI CJIS security addendum…” Stuart McKee, CTO Microsoft http://www.govtech.com/local/Microsoft-Ante-Ups-against-Google-as-Californias-Tech-Provider.html Now is the time to capitalize on current trends and take control of your data. The speed of information is driving change. Law enforcement is focused on the safety of its communities, citizens and officers, on preventing crime, protecting citizens, and solving investigations. As we have seen recently, news and information around crime and investigations can rush through social media channels and 24 hour televised cycles, driving change at an extremely rapid pace. Spurred 2 by national current events, citizens, law makers and police In 2013 one quarter of themselves are calling for officers to wear on-officer video police departments cameras. reported the use of The Oakland Police Department has already deployed over body-worn cameras 600 body-worn cameras2. Other major cities such as St. Louis, New York and Washington, D.C. are implementing pilot programs requiring usage of these devices. Pressure to increase video usage has even been addressed by The White 25% House, which has publicly shown its support for making wearable video cameras available to police. 3 It adds up. This new on-person video push, in addition to large amounts of video already being utilized in police cars, stations, as well as surveillance cameras, all adds up to really, really big data. Problems arise with security, proper storage, and usability. On top of it all, law enforcement officials are working with tighter budgets than ever before, and storing these vast amounts of data in a cost effective manner has proven challenging to say the least. Where do you store it, and how do you pay for it with diminishing budgets? Show your commitment to security. You can hold yourself to a higher standard, although FBI rules do not currently apply to locally collected data. Applying the same standards to your data as are required by CJIS shows your commitment to protecting and serving your communities. As police capture, storage, and use of video data rises, so do Microsoft’s efforts to be the best and most compliant answer to run mission critical solutions and store and manage data. https://www.techdirt.com/articles/20141218/08520629477/oakland-pd-body-cams-help-cut-policeinvolved-shootings-8-year-to-zero-last-18-months.shtml 3 http://www.usnews.com/news/blogs/data-mine/2014/12/02/who-uses-police-body-cameras-and-whathappens-when-they-do 2 A law enforcement story, reimagined with the cloud. Responsive, Productive, Effective. Law enforcement wants to be quick to respond, and effective in monitoring city streets, and protect citizens and officers. Video capture can play a critical role in solving ongoing crimes, telling an unbiased story, and providing a crucial safeguard to citizens and officers.4 With approximately 1900 sworn officers, over 20 patrol stations, The San Bernardino County Sheriff’s Department faces challenges in managing a police force that patrols the largest county in the United States, and has over two hundred cars on the road in any given day. In addition to simplifying their IT infrastructure with the cloud, and increasing the mobility of officers to help increase public safety, this county’s law enforcement leadership needs to manage and secure critical data, such as in car and on person video feed and surveillance footage. Officer worn cameras reduced the rate of use-of-force incidents by 59 percent and an 87% reduction in complaints. 4 -Rialto, CA Police Department Study They need an end to end, full solution that can scale with them for the future and can manage ever increasing volumes of data. Cameras in patrol cars are getting smarter, and recording more video. Current trends tell us that on-body cameras will be on almost every officer in the near future. On top of that, surveillance cameras use is growing. They are being used where people aren’t; in stations, in the air, and on the streets. The large data storage requirements will just continue to get bigger.5 https://s3.amazonaws.com/uploads.hipchat.com/33/3817/rc4wgppgd39lrns/130408 Rialto AXON Flex Cambridge Study.pdf 4 5 http://www.microsoft.com/en-us/government/blogs/a-mobile-first-cloud-first-approach-for-governments-office365-azure-and-now-dynamics-crm/default.aspx?postID=482&aID=74 How big is big? An article from USA Today gives some perspective, stating that a year's worth of video from a single officer's body camera will include about a terabyte of data. “With roughly 765,000 full-time state and local law enforcement officers in the United States, along with their dash-cams and other video systems, that's a huge data requirement.” 6 That is huge. For San Bernardino, this means about 2000 Terabytes per year of data storage. With video in police vehicles, in interrogation rooms, surveillance feeds, and soon on-person, the volume of data is larger than an in-house server or IT team can manage. With so much video to be collected, how can they make sure their data is stored and managed securely and cost effectively? After researching the options, The San Bernardino County Sheriff’s Department has found a secure and scalable end to end solution that will accommodate their growing data storage and archive needs: The Microsoft Cloud for Government.7 Let’s see what Microsoft could do for you. “…we saw that Microsoft had really done its research, and they had worked with CJIS and CLETS to address the regulatory issues that affect us.” Ted Byerly San Bernardino Police Department http://www.usatoday.com/story/opinion/2014/10/22/police-body-cameras-privacy-cloudcolumn/17744917/ 7 http://www.microsoft.com/casestudies/Microsoft-Office-365-ProPlus/San-Bernardino-County-Sheriff-sDepartment/Sheriff-s-Department-Enhances-Mobility-Improves-Public-Safety-with-CloudServices/710000004357 6 Uncomplicate Big Data with the Microsoft Cloud for Government Our solution provides a secure, scalable, and cost effective option that takes full advantage of a secure cloud. It is Secure: Our encrypted and CJIS-capable solution allows transparent use of operational controls validated by third party auditors that conform to CJIS. Offering an environment physically-isolated from our public cloud, our datacenters are constructed in areas designed to support business continuity scenarios. Further, we require that our government cloud is operated by U.S. citizens and we adhere to a broader set of security and privacy policies to protect customer data. “...Microsoft’s direct commitment to CJIS has clearly differentiated them as the leading cloud services provider and making them the ideal solution for [us].” Ted Byerly, San Bernardino Police Department It is Scalable: This dynamic platform for solutions and storage accommodate significant data growth (including unstructured data like videos) with continuous application availability and scalability. We design with flexibility in mind, knowing that some entities will look for hybrid solutions that allow them to store more sensitive data in an on-premises datacenter and less sensitive information in the cloud. As part of this flexibility, agencies can scale their services as their needs change, all without having to sacrifice compliance with their regulatory obligations. It is Cost effective: Our solution allows you to free up resources for other missions: reduce management and operational costs while delivering new services that reflect changing citizen needs by repurposing your existing local resources. Pay-as-you-go pricing enables cost predictability and allows you to change capital expenditures into predictable operating expenses. Microsoft has YOUR solution. It’s all about you. With the expanded preview of One Cloud for Government, many of our Justice and Public Safety customers and partners are already building new solutions on our platform. Keeping in mind that Microsoft chooses only the best, brightest and most reliable partners, together we design with flexibility in mind, knowing that each organization needs something distinct.
