School Business Manager – Job Description
Scale J (£15.30 - £16.15 per hour)
Role and Context
Job Purpose and Scope:
 To participate fully in determining the strategic direction of the school and its
partners.
 To provide high quality leadership and management of the school’s business
functions, so that the organization can run smoothly, efficiently and effectively in
the delivery of its core aims.
 Be accountable for the operation, maintenance and development of systems,
processes and procedures relating to budget, finance, administration, catering, HR,
premises, fundraising, health & safety in school and the management of the Sports
Hall.
 Motivate and facilitate teamwork amongst the support staff, and oversee their
annual appraisal process. Have line management responsibility for the following
teams:
o Finance
o Premises
o Administration
o Sports Hall
o Midday Supervision Team
 To lead the further development of the Parkside Community Trust, alongside the
Chair of the Trust, providing guidance and support to the Executive Head, Trust
members and other colleagues.
 To lead a strategy for family and community engagement to ensure that
partnerships with families/parents are fully developed in order that parents are
equipped to support their children’s learning as learning partners.
 Provide advice and guidance to the Head of School and Governing Body on
policies and legislation regarding HR, financial management and health& safety.
 To be the Clerk to the Governing Body.
 To represent the Head of School as and when necessary.
Context
Strategic direction and development of the school
 As a member of the Senior Leadership Team, to play a full part in the strategic
development and evaluation of all aspects of the school including contributing to
the SIDP and School SEF.
In addition, for the Parkside Community Trust:
 To play a lead role in the strategic development of the Parkside Community Trust.
 To lead the development of the membership strategy for the Parkside Community
Trust, working with a range of key stakeholders, including governors, parents,
community and business partners.
Leadership & management of staff
 Leadership and direction of Team Leaders of HR, Administration, Finance and
Premises teams to ensure the smooth delivery of service, which facilitates the
teaching and learning environment.
HR
 To lead on all HR related issues, seeking and making use of specialist expertise in
relation to HR.
 Ensure that all HR policies and procedures comply with statutory requirements and
give advice to relevant parties regarding compliance; ensuring staff have a clear
understanding of HR policies and their implementation.
 To oversee the maintenance of all staff contracts; monthly payroll submission; coordination of teacher and support staff recruitment; medical checks; annual salary
verification letters and maintenance of personnel database and confidential files.
 Oversee the DBS process ensuring compliance with safeguarding procedures and
implement and lead the induction for all new staff, teaching and non-teaching.
 Review the responsibilities of all non-teaching support staff and accommodation in
the context of the changing needs of the school.
 Lead the school absence management strategy for teaching and non-teaching
staff.
Administration
 Oversee communications from the school.
 Oversee Policy preparation and review.
 Ensure correct procedures are followed for Exclusions.
 Ensure First Aid procedures are in place to meet the needs of the school.
 Prepare and manage a School Business Continuity Plan including plans to promote
and market the activities of the school.
 Oversee the preparation and publication of the School Prospectus and prepare
information for publications.
 Oversee use of MIS (Management Information System – SIMS) to ensure efficient
data and reports are available.
 Line management of Examination Officer.
Finance
 Working with the Head of School to monitor the school budget and ensure
adherence throughout the school to financial procedures and regulations.

 Lead the overall financial/resource planning process, ensuring compliance with
SFVS and other financial regulations.
 Take delegate responsibility for financial and other decisions.
 Plan and present agendas for the Finance Committee. Oversee on-going financial
reports to Governors and the SLT.
 Consult with the SLT and Governors to prepare and submit a realistic and balanced
budget within the required timescales.
 Monitor and control performance to achieve value for money, seeking and making
use of specialist financial expertise when required.
 Negotiate and manage contracts, tenders and agreements for the provision of
support services and explore cost saving initiatives.
 To take responsibility for ensuring that processes for the collection, security and
distribution of cash are in place and adhered to.
 To oversee the schools insurance policies in all forms including arrangements for
their review.
 To oversee the management of the schools catering contract.
 To oversee that the necessary licences and permissions are obtained, ensuring
there relevance and timeliness.
 Manage the allocation and funding for special projects and provide financial
information and recommendations for the SLT.
 Maximise income and the generation of income, through grant applications and
hire of school and sporting facilities.
In addition, for The Parkside Community Trust and Parkside Community Enterprises:
 Working with the Executive Head, to monitor the Trust budget and ensure
adherence to financial procedures and regulations linked with the Trust Funding.
 To monitor the Parkside Community Trust Development Plan and to provide review
documentation to the Executive Head.
 Work with the Executive Head, to ensure that reports are presented to the Parkside
Community Trust Board.
Premises
 To direct the effective management of school facilities, including contract
management, purchasing and supplies, premises/site development and
maintenance/security to deliver an effective service and management to the
school environment so that it is conducive to learning.
 To strategically manage the maintenance, refurbishment and development of the
school premises and grounds.
 To oversee the negotiation, evaluation and management of contracts for works
and services to the site and ensure recommendations from the Site Manager’s
reports are actioned within the limits of available funding.
 To have overall responsibility for the eco-ordination and management of work and
communication with architects, contracts and others with regard to the
maintenance, refurbishment and development of the site.
 To be the school’s first point of liaison with the Development Company / contractor
responsible for building on land adjacent to the school, ensuring that the Section
106 contributions are used to maximum benefit to the school.
 Lead the development of a sustainable strategy for income generation through
maximizing use of facilities for clubs organisations and events.

In addition, for the Parkside Community Trust and Parkside Community Enterprises:

 To have overall responsibility for the co-ordination and management of work and
communication with architects, contractors and others with regard to the
maintenance, refurbishment and development of the Parkside Community
Enterprises.
Health & Safety
 Be the designated lead member for Health & Safety, with strategic oversight of
Health & Safety matters and ensuring compliance with all relevant legislation.
 Act as the school’s Health & Safety Co-ordinator, formulating and implementing the
school’s Health & Safety Policy to comply with all relevant legislation.
 To understand the elements of a comprehensive Business Continuity and Critical
Incident Planning Strategy disaster and operate the elements linked to the resource
management responsibility.
 To ensure records of fire practices and alarm testing are properly kept and ensure
emergency procedures are current and timely.
 To implement risk management and loss prevention strategies in the school to
reduce insurance costs and in the management of any third party contracts.
 Ensure the Health & Safety policy statement is clearly communicated and available
to all people.
School Support and ICT Systems
 To deploy learning resources (including ICT) budgets in line with Development
Plans.
 Ensure that the school has a strategy for the procurement of technology aligned to
the overall vision and plans for the school, consulting with the Head of School, ICT
Technician Staff, Co-ordinator of ICT and other relevant parties to introduce new
technology or improve existing technology.
 Oversee the management of the school website.
Parkside Community Trust
 Co-ordinate meetings of the Parkside Community Trust.
 As Company Secretary to the Parkside Community Trust, ensure that all
documentation is prepared and submitted as required by Companies House.
 Develop membership constituencies as required as a Co-operative Trust.
 Lead all financial management responsibilities.
 Monitor the Parkside Community Trust Development Plan and report to the
Executive Head with regard to progress.
 Represent the Parkside Community Trust where required, including at regional and
national conferences and events.
Parkside Community Enterprises
 Co-ordinate Parkside Community Enterprises.
 As Company Secretary to the Parkside Community Enterprises, ensure that all
documentation is prepared and submitted as required by Companies House.
 Develop membership constituencies as required as a Co-operative Trust.

Parkside Developments
 To support and develop any other areas that Parkside may be involved in,
currently:o The base Community Trust which supports young people and the community
in all aspects of life.
o Trust Norfolk SEN, which is the trust set up by all the special schools in Norfolk
to support Parents and young people with additional needs.
o The Wherry School. Supporting the setting up and development of a
specialist provision for Autism.
