Rules & Regulations
System of Play
1. PEK Cup's Unified Tournament System (Round Robin Systems) will be adopted.
Method of Group allocation
Seeding will be adopted in the group allocation. Based on last year’s PEK cup soccer
competition result, we will allocate the top 4 team into separate groups. The other 7 halls will be
drawn into a group randomly.

Round-robin scoring system
Each group includes 2-3 teams, and teams in each group play a round-robin tournament with the
top two finishers advancing to the knock-out stage. The tiebreaker rules involve points, goal
differential, and goals scored, where three points are awarded for each win, one point is awarded
for each draw and zero point for the team who loses. The ranking of each team in each group will
be determined as follows:
a) Greatest number of points obtained in all group matches;
b) Goal difference in all group matches (Penalty kicks at the end of the match not included);
c) Greatest number of goals scored in all group matches. (Penalty kick not included)
Regulations governing each Hall Team
1. Each hall is required to form a team of 5-12 players
2. Each hall can send a maximum of ONE current CityU Soccer Team member on court at the
same time for participating in the event.
3. The players of the team participating in the game(s) must be current residents of the respective
hall.
4. The Team Manager is not allowed to play in the match. If this rule is violated, the match will
ended with the result "3-0" no matter how the actual result is.

Application and Deadline for Entry
1. Interested halls should submit a completed Entry Form to Student Residence Office (a signed
hard copy to the SRO and a soft copy to Ms. Winnie LAM at [email protected]) on or
before 12:00 noon, 12th October 2016 (Wednesday). Entry Forms can be downloaded from the
SRO PEK Cup website Late submissions will not be accepted.
2. Event(s) scheduled might be delayed and changed if the venue is not suitable for competition.
Further notification will be announced if this circumstance happened.

參賽須知 (Regulations):

球證有最大執法權，如有任何爭議，可於賽後書面與本會投訴

The referee has the highest authority in making decisions about the match. If there is any
controversy, the team manager can issue a written complaint to the Organizing Committee
after the match.
每隊出場人數不得超過五人或少於四人

Each team shall not have more than 5 players or less than 4 on the match.
除龍門外，所有同隊球員必須穿同一顏色球衣出場，否則不準出場。
All players, except the goalkeeper, playing for the same team shall wear a uniform of the

same color; otherwise they will not be allowed to participate in the game.
若同學需要配戴眼鏡，該眼鏡必須為專業運動眼鏡並繫著眼睛帶，否則不能配戴。

Players, who wear glasses when playing, shall have their professional sporty glasses
properly fastened, or else they will not be allowed to wear them.
球員不能穿著釘鞋

Players must not wear spiked shoes while playing a match.
每隊在比賽時要最少帶備 1 個標準 4 號足球作比賽用途，否則大會有權取消該隊資
格

Each participating team is required to bring at least one standard size No. 4 football for
match. Otherwise the Organizing Committee can disqualify the corresponding team.
參賽隊伍必須於比賽前 15 分鐘（以場地時鐘為準）到達比賽場地及完成填寫及遞交
球員學生證及出場紙，逾時作棄權論，另一方以 3：0 獲勝論，如雙方棄權則作雙方
均棄權晉級論
Participating teams shall arrive the pitch, fill up the match card, and submit them to the
match supervisor 15 minutes before match (according to the clock in the venue). Inability
to complete these items will be regarded as abstaining. The opponent will be treated as
winning by 3:0. If both teams abstain, both will be regarded as giving up their chances to

advance.
每場比賽上下半場各 20 分鐘，中場休息 5 分鐘，不設加時；3 球點球定勝負，再和則
以突然死亡定勝負
Each match consists of two halves, 20 minute each. There will be a 5 minute break between
each half. There will not be any extra-time section. 3 rounds of Penalty kick will be used in
the case of a draw. If after 3 rounds of penalty kick, the result is still a draw, sudden death
will apply.
球隊隊長及領隊有責任確保所屬球員及隨隊人員的行為及令比賽能順利進行
Team captains and team managers are responsible to ensure each match is free from
disturbances from their team members and supporters.
嚴禁任何暴力事件，比賽中不得有粗言穢語（包括觀眾和啦啦隊成員）； 任何球員或
隊伍的不當行為導致球賽中途腰斬，該球隊會被判罰該場比賽輸球
Violent acts are strictly prohibited. Foul language is not allowed both on the field and by the
cheering team. Misbehaviors from any teams or players which lead to termination of a
match will result in disqualification of the corresponding team.
球賽進行期間，球員不可佩帶任何飾物如耳環、手鏈、頸鏈等(眼鏡除外)
Other than properly fastened glasses, players are not allowed to wear any accessories, such
as earrings or necklaces.

Other than the following items, the match will strictly follow the most updated FIFA rules.
自由球必須由球證示意開出，可直接射門

A free kick shall start only under the referee’s indication. It is allowed to score directly by a
free kick.
罰球：對方球員必須離球六碼

Opposing team players must stay 6 yards away from the ball for any free kicks.
不設越位，回傳球守門員不能接，包括界外球

There is no offside in the match system. Goal-keeper is not allowed to receive any passes by
hand from other players in his team, including side balls.
界外球必須用腳開出，界外球直接射門入球不算作有效入球，而作底線出界論。

All side balls shall start by foot. It is not allowed to score directly with a side ball.
每隊有無限次更換球員機會，惟必須於球賽停止時進行，入場球員必須站於中線並知
會主裁判的安排，違規者可判黃牌。
Each team can make unlimited substitutes of players during the match. Substitutes can
only take place when the game is stopped and under the direction from the referee.
Incoming players must stand at the middle line and inform the chief referee about the
substitution. Otherwise, the violated players may receive a yellow card.

設黃紅牌制，兩張黃牌換一張紅牌，紅牌者需離場而不許替換。球員累積兩張黃牌或
紅牌一張須罰停賽一場。
The match system includes a booking system (yellow and red card). 2 yellow cards are
equal to one red card. A player receiving a red card will be sent off and no substitution is
allowed. Accumulation of 2 yellow cards or 1 red card will lead to suspension of the player
for the next match.
備註 :

球賽將會在下列情況取消 : - 暴雨或雷暴警告 - 三號或以上颱風 - 場地使用權出現
問題 - 組織委員會認為場地不適宜作賽
Matches will be cancelled under the following situations: thunderstorm and other storm
signal, No.3 typhoon signal, problems concerning the right to use the pitch, and if the


organizing committee determines that the pitch is unsuitable for matches.
如因球場的環境不適合比賽繼續進行，組織委員會有權在與對賽球隊隊長商議後中止
比賽，該場比賽的比分以中止比賽時的分數作準
If the pitch’s condition is not suitable for matches, the organizing committee can decide to
terminate the match after discussion with the captains of the 2 competing teams. The score
at the moment of termination will be regarded as the final score of the match.
若發生球員嚴重受傷而雙方決定停止賽事，賽事將即時取消，重賽與否需賽會決定。
如否決重賽，賽果便以停止賽事之賽果為最終賽果
If there are any serious injuries of players and both teams agree to terminate the match, it
will terminate immediately. The decision of a rematch is held by the Organizing Committee.
If there is no rematch, the score at the moment of termination will be regarded as the final
score of the match.

Disclaimer: All participating players and teams understand clearly about the potential risks of
accidents and injuries during the soccer matches. The Organizing Committee does not bear any
responsibilities for that.
Remarks
The Sub-committee of Inter-hall Soccer Competition (2016/17) reserves the right to revise the
above rules or regulations without prior notice.
