A revised version of the TOR which contained feedback from the Commission was provided.

Andy stated that Brant FACS views this as an Ogwadeni:deo document and Brant FACS is supportive of
whatever is decided.
1) Michael questioned the following statement from the TOR. “Once reviewed and approved by the
Ministry the Six Nations Transition Plan can then be implemented and this committee will end.”
What forum would there be for discussion after the development of the Transition Plan?

Discussion ensued with Crystal noting that the Commission wanted to see an end date for the
Committee.
Michael suggested that wording should reflect that in principle, if necessary, the committee can be
recalled.
Andy voiced the concern that if the committee ends once the Transition Plan is developed, any issues
that may arise will not be addressed.
2)
“The purpose of Stage C in this process, as per the Ministry of Child and Family Services (correction
noted – Ministry of Children and Youth Services), is to prepare for a successful transition of services to
Ogwadeni:deo Staff and Commission”. It was noted that “and Commission” was added. There was
no discussion regarding this change.

3) “Six Nations has the inherent right to provide protection services for its own people and to develop a
plan for the transition of these cases from Brant Children’s Aid Society”. Discussion regarding whether
the TOR should read “transition of these cases” or “transition of these services”. Decision to change
wording to reflect “services/cases”
It was noted that the first step in Stage C is the approval of the transition plan and then delivery services,
however, this is not reflected in TOR.
Andy asked if Brant FACS would have the opportunity to review the transition plan. Michael stated that the
transition plan is developed by the committee, on which Brant FACS has representation, and that would be
their opportunity for review.
Michael asked where Ogwadeni:deo was in selecting mentoring CAS(s). Crystal advised that at this time,
they were looking at three. One has agreed, Crystal needs to set up a visit to the second CAS and for the
third, the opportunity needs to be presented to agency staff to determine if the mentoring would be an option.
Crystal further advised that not all were Aboriginal CAS’. Michael stated that from the Ministry perspective,
the quicker, the better for the facilitation of the designation process.
Andy identified that Brant FACS is currently developing an agreement stating that, as it pertains to Brantford,
Brant County and New Credit, the agency that received the referral (Brant FACS or Ogwadeni:deo) would
complete the initial contact and then the referral would be transferred to the appropriate agency.

Data Needs from Ogwadeni:deo
We are quickly moving forward with designation activities and O Gwadeni:deo requires additional data from
Brant FACS. I propose that we review the most recent monthly report from Brant FACS and assess what
additional information is required to support the designation planning activities.

Brant FACS has been providing statistics i.e investigations, children in care, etc.
From Ogwadeni:deo’s perspective, what other items are needed?
1) Eligibility code – primary/secondary for new referralas. Andy noted that cases are recoded if
case is transferred to Ongoing.
2) Volume of afterhours/types of afterhours (Eligibility Code) – specific to aboriginal population
3) # of Children in Kinship service homes and the # of Kinship Service Homes on Six Nations
territory.
4) # of Children in Kinship Care homes and the # of Kinship Care Homes on Six Nations territory.
5) Children in care by type e.g. Crown Ward; Society; Temp Care etc.
6) What is the projected time until case closure?
7) Hours/month of supervised access (global number)
8) Mileage paid to volunteers –Supervision orders – when do they expire
9) # of Temporary supervision order
10) Current court cases – status being sought by society
Once gathered, Michael offered to be the conduit for the flow of information.
Sherry Lee noted that she is in need of information to support hiring and personnel needs. As a proxy
response, Brant FACS identified that they currently have 19 workers providing service to the Aboriginal client
base – this includes unit assistants, frontline staff, intake workers, adoption workers, child in care workers,
resource worker. Staffing information not provided with respect to Finance, HR, IT

Michael asked if Ogwadeni:deo has had an opportunity to look at some examples of Transition Plans. Crystal
responded positively. Michael asked where Ogwadeni:deo was at in the development of theirs.
Crystal advised that they are close to deciding on which CASs would be approached to provide mentoring
during Stage C. She also stated that she has given the Training Plan (which is part of the Transition Plan) to
the Commission for review/comment/approval.
Crystal shared that community training is available for everyone; she will be providing training to all
departments of Six Nations regarding their responsibilities relating to Child Welfare in February 2016. She
offered to do a session for Brant FACS as well.
Michael asked if a Transition Plan would be tabled for discussion. Crystal responded that the Transition Plan
is not the function of this committee.
Michael asked if anything was needed from a ministry perspective for the completion of Stage C. Crystal
replied that the first step is the full development of the Transition Plan and to fully develop the plan,
Ogwadeni:deo needs the information from Brant FACS.
Sally asked if it was possible to receive a blank template of a Transition Plan so Brant FACS can begin
gathering thoughts/information.
Crystal advised that she will asked for confirmation from the Commission that she can provide the committee
with the draft Transition Plan
