1. Job Purpose



To support the delivery of The FA National Game Strategy in the County FA
To lead and manage the Football Services section of the business
To proactively lead the governance of the game across the County
2. Principal Accountabilities/Responsibilities
Discipline
 Oversee the disciplinary process to ensure all cases are handled fairly, transparently and in compliance with FA regulations
 Thoroughly investigate reports received from referees and the wider football family and raise appropriate charges
 Ensure all appeals are heard promptly and the results communicated proactively to partners including leagues, clubs, players and referees
 Manage the discipline panel including the Local Football Anti-Discrimination Panel (LFADP) to ensure all members have completed the required training and that
all sanctions are made in line with The FA sanction guidelines document
 Ensure all those attending personal hearings are aware of the format of the session, they understand their role and are as prepared as possible
 Ensure customer enquiries are handled promptly and in an understanding, professional manner
 Work closely with The FA discipline department; attending training opportunities and ensuring all regulation changes are adhered to
 Proactively support club and league secretaries with the discipline process; provide training for club secretaries and regular updates for league secretaries
 Liaise with the Finance Officer ensuring all disciplinary monies are collected in a timely, effective manner
 Work closely with the Child Welfare Officer and Referee Development Manager as required
 Identify clubs which are having the most challenging disciplinary issues and work with colleagues and league officers to address concerns
 Ensure all clubs and leagues are aware of The FA debt recovery process and that they follow the correct procedures in order to recover finances
Sanctions
 Lead and manage the renewal process for the sanction, affiliation and registration of leagues/competitions and clubs
 Manage the process of completed forms & payments including county cup entries
 Manage the roll-out of leagues’ form D
 Manage the cross referencing of form D’s against league tables / websites
 Ensure that leagues comply with the SCOR(Y) prior to sanctioning



Support leagues and clubs with affiliation and sanction processes and monitor progress
Work closely with the 11 v 11 Project Officer to support clubs that are struggling to fulfil fixtures or having financial difficulties
Work with colleagues to identify membership benefits, available to clubs through affiliating to the County FA
Whole Game System
 Lead the roll out of the Whole Game System across the County; ensuring leagues, clubs, referees and players understand the full functionality of the software
and how it can support them in their role
Management
 Manage and lead the Football Services Team to ensure work is completed accurately and efficiently, providing a high level of Customer Service
 Manage the Football Services Officers in line with The FA appraisal process; setting targets, monitoring performance and identifying training requirements
 Attend Senior Management Team meetings with the Chief Executive, Business Development Manager and Senior Football Development Officer
 Responsibility for the day to day Health & Safety matters including the maintenance of the office premises
 Stationery/stock management and requision
 Leading and facilitating working groups and attending relevant Forums and workshops aimed at improving efficiency within the Football Services Team
 Responsibility for budget management within the Football Services Team
County Cups
 Provide guidance and support for the Cup Competitions Committee
 Cross reference County Cup entries against the County Administration / Whole Game System.
 Liaise with appropriate personnel with regards to any disputes or queries
 Issuing & processing payments for fines for breaches of competition rules
 Ensure the County Cup Competitions programme operates within budget
