The screening committee will review the information submitted and, based on the
Architect Selection Criteria, will select the top candidates for interviews.
The submittal requirements are:

Complete the Statement of Qualifications form. In your response, please
elaborate on a minimum of three projects listed in question 8. Please
provide project data, photographs/graphics and information on the
design team members (both in-house and consultants). Organization
and brevity will be appreciated. The completed Statement of
Qualifications form must be signed by a responsible member of the firm.

Provide a written narrative which outlines your firm’s specific approach to
this project. Identify, by names and titles, key staff members and
proposed consultants who will be assigned to the project or who will
otherwise play a major role in the project. Briefly describe each
member’s proposed role and include their position on the project team.

Submit other information or material that demonstrates your firm’s ability
in meeting the Architect Selection Criteria.

The University of California, Agriculture and Natural Resources (ANR), requests the submission of
written Statement of Qualification on or before September 5, 2014, 5:00 pm for consideration in the
selection of Architectural Design Services for the
Field Laboratory and Multipurpose Facility Addition
Intermountain Research and Extension Center (IREC)
Tulelake, Siskiyou County, California
The proposed project includes the construction of +/- 3.900 sq. ft. meeting room/laboratory space to
be attached to the existing administration building. The construction budget is approximately
$1,600,000.
Schematic Design is anticipated to begin in October, 2014. The main project management offices for
ANR are located in Davis, California.
The University is seeking a design team to work with ANR staff both in Davis and at IREC to create
a well-designed and highly functional building while meeting budget and schedule goals. Relevant
qualifications shall include proven experience in the design and construction of field laboratories or
similar research facilities; the ability to produce construction documents of superior quality; and provide
effective and experienced support during the construction administration phase. A Professional Architect
license in the State of California is required.

ARCHITECT SELECTION CRITIERIA
 Research potential. Capability to undertake appropriate research to
resolve planning and design problems specific to the needs of the
project.
 Functional program development, site use design, and facility
design abilities. Ability, as it can be evaluated by examination, of the
functional, technical, economic, and aesthetic quality of similar projects
completed for the University or other similar clients.
 Evaluation of consultants on the Architect’s team. Previous
experience with special requirements appropriate to the project.
 Production capability. Evidence of ability to perform all programming,
design and document productions phases of the work that is consistent
with program schedule, budget and technical requirements. Ability to
produce documents of superior quality, consistent with University of
California and public sector bidding processes.
 Coordination and Supervision. Evidence of ability to provide efficient
and comprehensive management of Design Professional’s
responsibilities during all phases of design, bidding and construction.
 Client relationships. Recognition of the need to work harmoniously
with University of California project management, administrative and
academic staff.


PROGRAM PROPOSAL AND PROJECT SCOPE
Located near the small city of Tulelake in Siskiyou County, the Intermountain Research
and Extension Center (IREC) provides a vital connection between the area’s rural
population and the University of California. This area, part of the Tule Lake Basin, has
rich, reclaimed lake-bottom soil with a short growing season. Recently the area has
been subject to droughts and irrigation water challenges, severely affecting the
agricultural livelihood of the region. This project will provide urgently needed space that
will provide three laboratories for research and field demonstrations, as well as
conference facilities to help with education and extension for the changing agricultural
environment in the region.
The proposed project will construct an addition to the existing administration building of
approximately 3,900 asf of space, providing a new field laboratory and multipurpose
space. The addition will be designed so that the two rooms can be used separately for
concurrent activities or as one space for larger activities. Storage and support space
will be included. Site preparation is envisioned to include extending water and electrical
service to the project site, installation of appropriate sewage disposal and propane gas
systems, and some minimal site improvements as necessary for access to the facility.
Alterations to the existing administration building, constructed in 1955 with a small
addition in 1980, are intended to connect and to provide access between the old and
new structures. Matching roofs, connected mechanical systems and re-purposing the
old laboratory along with necessary infrastructure are included.
