Government of Romania General Secretariat of the Government National Gambling Office 1. ------IND- 2015 0501 RO- EN- ------ 20150901 --- --- PROJET DRAFT ORDER approving the deadline for connecting slot machine-type games of chance to the centralising computer system, as well as the procedure for meeting the conditions for connecting slot machine-type games of chance and traditional betting games In view of: - Government Emergency Ordinance No 20/2013 on the establishment, organisation and functioning of the National Gambling Office and amending and supplementing Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions; - Government Decision No 298/2013 on the organisation and functioning of the National Gambling Office and amending Government Decision No 870/2009 approving the Methodological guidelines for enforcing Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions; - Article 15(2)(f) of Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions; - Approval Report No 25.418 of 10 August 2015 issued by the General Directorate for Computerisation and Monitoring of Games of Chance and approved by the President of the National Gambling Office, Pursuant to the provisions of: - Article 1(8) of Government Emergency Ordinance No 20/2013 on the establishment, organisation and functioning of the National Gambling Office and amending and supplementing Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions; the President of the National Gambling Office hereby issues the following ORDER Article 1. The deadline for connecting slot machine equipment to the centraliser computer system is 31 December 2015. Article 2. The Procedure for complying with the conditions for connecting slot machine-type games of chance and traditional betting games, in accordance with the Annex that is an integrated part of this order, is hereby approved. The provisions of this order will be implemented by the General Directorate for Computerisation and Monitoring of Games of Chance within the National Gambling Office, as well as by the slot machine gambling organisers that are licensed to organise slot machine-type games of chance and traditional betting games, and authorised to operate slot machine-type games of chance and traditional betting games. Government of Romania General Secretariat of the Government National Gambling Office Annex PROCEDURE FOR COMPLYING WITH THE CONDITIONS FOR CONNECTING SLOT MACHINE-TYPE GAMES OF CHANCE AND TRADITIONAL BETTING GAMES Definitions: a) The centraliser computer system is the assembly of computer equipment and programmes used to collect, store, centralise and transmit the data supplied by each piece of gaming equipment; b) The connection terminal is a computer system located at the ONJN headquarters or in a location approved by ONJN, which provides access to the database of the organiser's centraliser computer system. 1. At least five days before the meeting of the Monitoring Committee of ONJN, each piece of gaming equipment for which authorisation is requested, or each betting agency, must be identified in the centraliser computer system. 2. Organisers of slot machine-type games of chance and traditional betting games must notify any subsequent changes to ONJN, at least five days before these become operational. 3. All slot machine-type gaming equipment and betting agencies will be connected to the centraliser computer system. 4. The terminal must contain at least the following information: 4.1. For traditional "slot machine" games, as defined in Article 10(1)(e)(i) of Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions, the data contained by the centraliser computer system which will be accessible via the connection terminal are: 4.2. For traditional "electronic devices offering limited-risk winnings" and "video lottery games", as defined in Article 10(1)(e)(ii) and (iii) of Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions, the data contained by the centraliser computer system which will be accessible via the connection terminal are: Calea Victoriei No 9, Sector 3, Bucharest, Postcode: 030022 Telephone No 031.225.62.00 / 02 Fax No 031.225.62.01. For traditional "betting" activities, as defined in Article 10(1)(b) of Government Emergency Ordinance No 77/2009 on the organisation and operation of games of chance, with its subsequent amendments and additions, the data contained by the centraliser computer system which will be accessible via the connection terminal are: a) b) c) d) e) f) Organiser's name; Total earnings per day, per agency and per organiser Total prizes per day, per agency and per organiser Total tickets issued per day, per agency and per organiser Total tickets cancelled per day, per agency and per organiser The gambling organiser's daily income, calculated as the difference between the sums of money collected from the players as game participation fee and the prizes awarded (including jackpot) for each type of game during a calendar day, or the earnings obtained (commissions retained from participants), namely the share from the sum of money collected by the organiser during a calendar day, in accordance with the game rules g) The daily authorisation fee for the activities carried out 5. The centraliser computer system will allow the data for selectable periods of time to be exported in CSV format. 6. The centraliser computer system will send to ONJN, in electronic format, end-of-day reports (SIZ) on a daily basis and end-of-month reports (SIL) on a monthly basis. The reporting files will be electronically signed by each organiser of slot machine-type games of chance and traditional betting games. Page 3 7. The organiser's centraliser computer system will undergo an annual technical audit carried out by a laboratory licensed by ONJN.
