Department of Education and Training Education Agent Awards Program Selection Criteria 2016
International students contribute significantly to the development of intercultural understanding, global
literacies and language learning in Victorian government schools.
The Victorian Government recognises accredited education agents for their loyalty, service excellence and
commitment to working with the Department of Education and Training (the Department) to deliver highquality services to international students through the Education Agent Awards Program.
Loyalty Certificate – Years of Service Award:
The Loyalty Certificate – Years of Service Awards recognise long term partnerships, loyalty and support in the
delivery of educational services to international students at Victorian government schools. The following years
of service are acknowledged through the loyalty awards: 5+, 10+, 15+ and 20+ years.
Service Excellence Award:
The Service Excellence Awards recognise the provision of quality services in the recruitment of international
students to Victorian government schools.
The Service Excellence Awards are market-based awards and are presented to the head offices of education
agents in each market. Education agents are considered for an award in the market that they have selected as
their primary market in their contract agreement with the Department.
At present, Service Excellence Awards will be awarded to agents with a primary market of China, Vietnam or
Korea. Service Excellence Awards will be awarded to education agents in other markets pending yearly review
of the student recruitment data.
Education agents must meet a minimum recruitment number of five commenced students during the financial
year as a prerequisite to be considered for all Service Excellence Awards with the exception of the
Internationalising Education Award.
Education Agents will only receive one service excellence award, per market, in any given year. In the event an
education agent meets the selection criteria for more than one award, the secondary category will also be
specified on the one certificate and commemorative plaque.
The Service Excellence Awards are awarded in the below categories:
Highest Number of Students Recruited: Recognises education agents for the greatest number of students
enrolled at Victorian government schools over the course of the preceding financial year. The top three
highest recruiting education agents are recognised in China (Gold, Silver and Bronze subcategories), and the
top two highest recruiting agents are recognised in Vietnam (Gold and Silver subcategories), due to the
number of accredited education agents in these markets.
Highest Increase in Students Recruited: Awarded to one education agent per market, based on the
percentage increase in recruitment numbers, year on year, in comparison to the preceding financial year. A
minimum base enrolment target of 5 students is required (as the minimum figure of the increase) in order to
qualify for this Award.
Greatest Conversion Rate: Awarded to the education agent/s with the greatest conversion rate percentage
from application to commencement. Education agents are awarded based on the number of commencements
in the current financial year in comparison to the number of applications in the preceding financial year to
allow for an appropriate time period between applications and commencements. Education agents must
achieve a minimum of 80 per cent conversion from application to commencement to be considered in this
category. In some instances, multiple awards will be presented where two or more agents in a market attain
the same highest conversion rate.
Internationalising Education: Recognises education agents that have made a broader contribution to
internationalising Victorian government schools and relationship development which strengthens links
between schools, governments or provides broad educational benefits. One agent per market may be selected
in this category.
Education agents are nominated by International Education Division staff for the Award through a written
testimony, completed by the Manager of the respective Divisional business unit, providing information which
demonstrates how the education agent meets any of the following selection criteria:

Contribution to internationalising Victorian government schools through:
o recommending Victorian government schools for Sister School Partnerships
o hosting delegations from Victoria including government representatives, International
Education Division and Victorian government school staff
o Supporting targeted internationalising education initiatives

Proactively fostering and developing relationships with the International Education Division and
Victorian government schools.
It is a requirement for the Internationalising Education Award that the agent does not derive a financial benefit
from their broader contribution to internationalising Victorian government schools and relationship
development for which they are awarded.
