The provider Cumbernauld YMCA-YWCA, an organisation made up of a voluntary management board, operates
services in North Lanarkshire, East Dunbartonshire and Falkirk.
Cumbernauld YMCA - Colquhoun Park OSC (POMP) operates from identified portacabin premises at Colquhoun
Park Primary School situated in the Bearsden area of East Dunbartonshire. The service had use of one of the two
classrooms, children's toilet facilities, kitchen area and storage facilities.
The service is provided to a maximum of 20 children at any one time. The age range of the children is from 4
years and attending primary school to 16 years of age. The children present had various patterns of attendance
over a week. The service operated between the times of 3 and 6pm Monday to Friday term time only.
We check services are meeting the principles of Getting it Right for Every Child (GIRFEC), Scotland's national
approach to improving outcomes and wellbeing for children by offering the right help at the right time from the
right people. It supports them and their parent(s) to work with services that can help them. There are eight
wellbeing indicators at the heart of GIRFEC: safe, healthy, achieving, nurtured, active, respected, responsible, and
included, also known as the SHANARRI wellbeing indicators.
What people told us
Children were observed to be happy, relaxed and comfortable in the surroundings. They responded positively to
staff. Younger children were inquisitive and eager to explore their surroundings. Older children were able to
express their needs confidently and ask for support from staff when required.
We had six Care Standards Questionnaires completed and returned to us during our inspection. Two staff
questionnaires were also returned. Parents were overall happy with their child's care. One parent mentioned
snacks and how they could be more healthy. We discussed this with staff who will take this forward to the
provider. Two parents responded by email. Other parent comments included: "I feel that overall I am happy with
the service and my children are happy there", "There has been a real improvement in how they organise and
communicate", "My child thoroughly enjoys her time in after school care", "My child talks so much about the fun
he has that his best friend wants to go too", "He enjoys a wide variety of activities and particularly loves the time
he gets to spend outside. The recent addition of the mud kitchen has been a big hit with him. I don't have to
worry come the 3pm school finish as I know he is being well cared for. The team are very friendly and welcoming
and I can see the warmth they have towards the kids they are caring for which saves me from worrying", "Both
of my children have been very happy at POMP to the point where it is sometimes difficult to get them to leave! I
am consistently impressed with the range of activities available to the children as well as their willingness to
listen to the children about what they like to do and what makes them happy. I also like that they get out locally
to different places when the opportunity arises which I really feel enhances the service" and "Jacquie and Ashley
have a great relationship with my child".

Self assessment
The service had not been asked to complete a self assessment in advance of the inspection. We looked at their
quality assurance paperwork. These demonstrated their priorities for development and how they were
monitoring the quality of the provision within the service.

Findings from the inspection
Children were mostly confident and happy in the service. Staff were caring and kind towards children. They
listened to and responded to their requests when children sought them out. They had created a nurturing and
supportive environment. Children had formed positive and kind relationships with each other. Feedback from
parents indicated that they were happy with the service and felt included.
Personal plans were in place for children and parents had given their input. Staff had used additional support
plans when needed. The service had used floor books to consult with children as to what experiences they would
like to be involved in with an evaluation by staff. Information that was recorded by staff about children was then
used to plan activities and experiences. A tracking system was used to ensure that all children were represented.
This was good as it showed that parents and children's voices were valued. We discussed the snack and outdoor
play time routine and how these could be improved to provide children with more choice. Staff were receptive to
these ideas.
Overall children were engaged in activities and were able to chat with us openly about how they found the
service. Some comments were:
"They ask us what we've enjoyed that week so they put it out the next week and ask what we want for snack
each day. Sometimes older children choose snack, sometimes we get shots each. Staff know what we are allergic
too, would talk to staff about any worries at home or school. They would let us have a break. LIke the toys and
books. There is a book to say what kind of things you want to have in after school care. Staff are helpful, friendly,
amazing, including in games use shanarri"

Findings from the inspection
The service had a secure door front entry system in place. They had recently reconfigured the resources within
the room and advised that they do this on a regular basis to incorporate children's interests. Staff had tried to
make the playroom as bright and welcoming as possible. As discussed at the last inspection the playroom could
benefit from paintwork being refreshed and resources being replaced and therefore the recommendation made
will be repeated (see recommendation 1). The future of the cabins was not secure therefore the provider was
waiting for confirmation before updating and decorating took place.
Some minor repairs to the outside of the building had been completed by the landlord. Issues surrounding the
cleaning and other repairs had been highlighted to the Head Teacher by the manager to be actioned as soon as
reasonably possibly. The manager seemed confident that these issues would be dealt with promptly.
The outdoor area used by the children was large enough for different kinds of play for example as it was the
school playground children had access to a football pitch, grass area and space for wheeled bikes and
scooters. The service had recently installed a mud kitchen which was very popular with the children. Staff were
keen to further childrens experiences outdoors and advised that they were in discussions to possibly use an area
of the school playground to extend outdoor learning.

Findings from the inspection
Staff engaged in professional dialogue with us and were able to discuss how the service had developed since the
last inspection. They were keen to provide a good service for children and their families. We observed staff
supporting and having fun with the children. Parents advised of the good relationships they had built with staff.
They had created an environment where parents felt comfortable and at ease.
Both the manager and staff were registered appropriately with the Scottish Social Services Council
(SSSC). Appraisals and supervisions took place on a regular basis. Staff found these useful. As they were a small
team they were able to communicate effectively. Staff meetings were used to formally record discussions on how
to support children and develop the service they provided.
Staff had attended training on Children's Rights, Outdoor Freeplay, Autism and First Aid. They advised that they
were keen to attend more training to improve their practice. We discussed how visits to other out of school
care's both within their own organization and locally could benefit the staff team. The manager agreed that this
would be a positive step in developing their skills and knowledge.

Findings from the inspection
The manager was keen to make sure children were well taken care of and that parents were kept informed of
any changes in care or within the service as appropriate. The manager and staff had made positive changes in
the service since the last inspection. The information recorded in their paperwork was more meaningful and
useful. The manager discussed how their planning was now more responsive, linked to patterns of attendance
and had improved childrens experiences and outcomes.
Area managers were also involved in monitoring the service. This was good as having a 'critical friend' would
mean that there were fresh ideas, solutions and suggestions all linked to improving the quality of the service
provided.
Staff had access to best practice guidance and legislation to inform their practice. They were also encouraged to
share good practice and knowledge. The new planning and tracking system would be monitored to ensure it was
meeting childrens needs and to identify any gaps. We discussed with staff how the monitoring of the service
could be more focused to allow for improvement within appropriate timescales and the impact of the monitoring
on outcomes for children. Staff were aware of their roles and responsibilities in protecting children from harm.
