Ice Pack Hockey League
Summary of Rules*

Only players listed on official USA Hockey roster labels, supplied by the league, will be permitted to
participate. Scorekeeper may check identification and disallow any player not listed on the team or league
roster. No names will be hand-written on the scoresheet roster except for substitutes from other teams as listed
on the league roster.
All male participants (except goalies) MUST be at least 30 years old.
Full face protection (cage or full face shield) is required
Blue line (defensive) icing
Excessive penalties
 If a player receives three penalties in one game, he/she will be excused from the remainder of the game with
no game suspension.
 If a team receives 15 penalties in a game, the game will be terminated. If the offending team is losing, the
score will be recorded as the final game result. If the offending team is winning or tied, the score will be
recorded as a 2 – 0 loss for the offending team.
 If a player receives a game misconduct penalty, which automatically carries a one or two game suspension
under USA hockey rules, the player will receive an additional one game suspension, making the total number
of games missed two or three.
 If a player receives two major penalties during the season, the player will be automatically suspended for the
remainder of the season or 90 days, whichever is longer. A player may appeal the suspension to the board.
Fighting
 Any player assessed a “FIGHTING” penalty will be immediately expelled from the league with no review
necessary. Fighting, for the purposes of the Ice Pack Hockey League includes, but is not limited to the
following:
1. Punching, or attempting to punch another player. Physically hitting or striking the player is not a
requirement.
2. Touching the head of another player in any way - with a closed fist or open hand - will be handled under
Rule 620, Head Contact.
3. The player who initiates the altercation shall be deemed the aggressor and assessed a fighting penalty
with the associated suspensions. A minor penalty may be imposed on a player who, having been struck
attempts to protect himself or retaliates with a blow or attempted blow. The official has the discretion to
assess harsher penalties if the player continues the altercation.
 The expulsion for the season may not be appealed, however, the player may apply for reinstatement in a
subsequent season, pending board approval.
Mercy Rule
 Difference of 7 goals - running clock at the discretion of the captain of the trailing team.
 Difference of 10 goals - game will be terminated at the discretion of the captain of the trailing team.
Otherwise, running clock.
Time of Match
 Three 15-minute, stop-clock periods.
 Overtime: There are typically no overtimes during season games – tie games are permitted. If however, the
game finishes with at least 10 minutes remaining in the ice slot, a five minute overtime period may be played
if both team captains agree to it (five on five). The first team to score during the overtime wins. The winning
team earns two place points, the loser one. During all playoffs and championships round the following
procedures will be followed:
1. Five-minute "sudden death" overtime period (five on five)
2. Five-player shootout
3. Team shootout.
