The Current Membership of UCIFA consists of 151 member clearing firms whose staffing is
over 900 employees.
A modern, decentralized, self regulating and self Governing apex body of freight logistics
industry in the region
UCIFA Mission
 To develop a cohesive, formidable self sustaining Institution committed to fostering the unity of its
members; providing lobby and advocacy services to its members; Technical, advisory and
mediation role to all its stakeholders within the governing framework of National, Regional and
international rules and standards.

NATIONAL EXECUTIVE COMMITTEE MEMBERS’ REPORT
2.0
The National executive committee members are pleased to submit their report together with the audited
financial statements for the year ended 31 January, 2010.
Principal activities
The principle activity of UCIFA is regulation and control of member practices. The association is the mouth
piece for the members’ relationship with Uganda Revenues Authority (Government) and other stake holders

The Association’s operating financial results for the year ended were as follows:

During the year 2009/2010, the Association launched a website http://ucifa.com. The website is intended to be
an information tool to reach out all the members of the Association. It is intended provide news and current
developments in the clearing & Forwarding industry. However, the website is still under construction.
AUDITORS
Gemaco & Associates, Certified Public Accountants were appointed to audit the financial records of the
association, they are willing to continue in office if reappointed.

EXECUTIVE MEMBERS’S ASSERTIONS ON THE FINANCIAL STATEMENTS
The National executive committee members of Uganda Clearing Industry & Forwarding Association
are required to prepare financial statements for each financial year that give a true and fair view of the
state of affairs of the association as at the end of the year and of its income and expenditure statement.
The National executive committee members of Uganda Clearing Industry & Forwarding Association
are responsible for ensuring that contributions from members are utilized for the purpose of the
association. The National executive committee members are responsible for ensuring that the
association keeps proper accounting records that disclose, with reasonable accuracy, the financial
position of the association. The National executive committee members of Uganda Clearing Industry
& Forwarding Association are also responsible for safeguarding the assets of the association.
The National executive committee members accept responsibility for the preparation of financial
reports, which were prepared using appropriate accounting policies and estimates in conformity with
the existing operational guidelines.
The National executive committee members are of the opinion that all the financial statements up to
the year ended 31st January 2010 give a true and fair view of the state of financial affairs of the
Association. The Executive members further accept responsibility for the maintenance of accounting
records that may be relied upon in the preparation of financial statements, as well as adequate systems
of internal controls.
Nothing has come to the attention of Uganda Clearing Industry & Forwarding Association executive
members to indicate that UCIFA will not remain a going concern for at least twelve months from the
date of this statement.

INDEPENDENT AUDITOR’S REPORT TO THE MEMBERS OF UCIFA
We have audited the financial statements of Uganda Clearing Industry & Forwarding Association
(UCIFA) for the year ended 31st January 2010. We obtained all the information and explanations we
considered necessary for our audit.
Executive Committee’s responsibility for the financial statements
The Executive committee of Uganda Clearing Industry & Forwarding Association (UCIFA) is
responsible for the preparation of financial statements, which give a true and fair view of the
company’s state of affairs and its operational results. This responsibility includes: designing,
implementing, and maintaining internal control relevant to the preparation and fair presentation of
financial statements that are free from material misstatements, whether due to fraud or error, selecting
and applying appropriate accounting policies, and making accounting estimates that are reasonable.
Auditor’s responsibility for the financial statements
Our responsibility is to express an opinion on these financial statements based on our audit. We
conducted our audit in accordance with International Standards on Auditing and the donor guidelines.
Those standards and guidelines require that we comply with ethical requirements and plan and perform
the audit to obtain reasonable assurance whether the financial statements are free from material
misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and
disclosures in the financial statements. The procedures selected depend on the auditor’s judgement,
including the assessment of the risks of material misstatement of the financial statements, whether due
to fraud or error. In making those risk assessments, the auditor considers internal controls relevant to
the entity’s preparation and fair presentation of the financial statements in order to design audit
procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion
of the effectiveness of the entity’s internal control. An audit includes evaluating the appropriateness of
accounting policies used and the reasonableness of accounting estimates made by management, as well
as evaluating the overall presentation of the financial statements. We believe that the audit evidence we
have obtained is sufficient and appropriate to provide a basis for our audit opinion

In our opinion the financial statements set out on pages 9 to 10 present fairly in all material respects
the financial position of UCIFA as at 31st January 2010. and of the results of its operations for the year
then ended in accordance with the International Financial Reporting Standards and the generally
accepted accounting procedures and practices

7.0 NOTES TO THE FINANCIAL STATEMENTS
ACCOUNTING POLICIES
The following is a summary of the key accounting policies used:
7.1.1
Basis of preparation
The financial statements are prepared in accordance with the generally accepted
Accounting principles & Practices. The financial statements are prepared under the
historical cost convention.
7.1.2
Income
Income represents cash receipts from membership fees, annual member’s subscriptions
fees, donations from sponsors and any other income that may be collected from members
to meet costs of running the association and its programmes. Income does not include
amounts receivable from members whose subscriptions are yet to be cleared.
7.1.3
Income and expenditure recognition
Income and expenditure are recognised on cash basis as modified by the end of the year
adjustments that represent commitments due to be cleared within a period of less than 2
months.
7.1.4
Grants
Grants if any are accounted for when received/on cash basis.
7.1.5
Irrecoverable subscription fees
Irrecoverable subscriptions fees are written off only when reasonable steps to recover
them have been taken without success.
