RIVERINA LADIES GOLF ASSOCIATION RULES FOR INTER-CLUB MATCHES (Pennant) – REVISED November 2015 1. Clubs affiliated with GNSW and located within the RLGA district may enter one or more teams in the RLGA inter-club competition. 2. Where a club enters more than one team, players are not permitted to inter-change between the teams. Once a player has played in one team for her club she cannot play in another in that year. 3. A player who is a member of more than one club must nominate the club she will play for during the season. 4. Teams consist of five players and before the match the captains shall simultaneously exchange team lists, in handicap order, of the nominated players for the matches. The matches should be played in this order. If a player is not available to start her match in the position as listed, all other matches are to continue in order and her match will be played last. However, if the player is not available within 30 minutes of the start of the first match, her opponent shall score a walk over. 5. Matches are to be played over 18-hole match play, using a player’s full handicap. If after 18 holes the match is square then the result shall be recorded as being square except for semifinals and finals matches, which will continue taking strokes again as marked for the match until the match is decided. 6. Matches will be played using the host club’s playing index. (International Index no longer in use). 7. If a club plays an ineligible player, or plays a player in an incorrect handicap position in the field, that player and any other players who are subsequently wrongly placed shall be disqualified, giving the opposing team a walk-over for any match or matches affected. 8. A club must play on the fixed date as per draw even if the team captain can nominate a team of only three players for the match. 9. A team captain unable to nominate a team (less than 3) to play on a fixed date must notify the RLGA Captain or Pennant Co-ordinator as soon as possible to explain the situation. If there are no extenuating circumstances, the team must then forfeit the match. If there are extenuating circumstances that are acceptable to the RLGA Match Committee, the match must be played on a date approved by the teams in that zone, and within five days of the original date. 10. Matches shall be postponed only in the event of the host club’s course being declared unplayable by the person at that club authorised to make such decisions. Postponed matches must be played on the assigned date in the draw. If a build-up of postponed matches occur, the RLGA Match Committee may amend the draw. 11. Where a decision cannot be determined during a match and a host club person is not available, team captains should contact either the RLGA Captain or Pennant Coordinator in order to get a decision re cancelation of play. 12. A forfeit given by a club cannot be recalled and that club shall be withdrawn from the competition. 13. All points gained by opposing clubs against the withdrawn club shall also be cancelled. 14. Each zone must have all matches completed by the date set down by the RLGA Match Committee. 15. The number of matches won decides the winning team in each zone. In the event of a tie the number of holes up shall be counted. In the event of a further tie the number of holes up in each individual match shall be counted. Team captains must record accurately the number of holes by which each match is won, and within two days of the match, forward the results to the person designated by the RLGA Match Committee to record results for that year. In the event there are multiple teams on the same points normal pennant count backs will apply to determine ladder positions. 16. The final positions will be calculated on a percentage basis on the aggregate of rounds played. If there are four zones, 1st plays 4th and 2nd plays 3rd in the semi-finals. Five zones, 4th and 5th position play-off for a berth in the semi-final. If there are six zones 3rd and 4th, 5th and 6th play-off in the quarter final. 17. Finals matches will be played on a neutral course that will be decided by the Match Committee. 18. The captain of any team entered in the competition may protest against a breach of the Rules of Golf or the RLGA Inter-club Regulations. The protest must be lodged in writing to the RLGA Match Committee within one week of the breach. A breach of the RLGA Inter-club Regulations may result in disqualification from the match or from the competition. 19. Female caddies are permitted only for the final. 20. The RLGA Match Committee decision on protests is final. Rules Applying to Match Play All players are encouraged to be familiar with the specific Rules of Match Play as per Rules of Golf 32nd edition effective 1 January 2012 and Decisions of Golf 2012-2015. Match Play: Rule 2, pages 37, 38 and 39 in rule book. If unsure about procedures, please read Rule 2-5: Doubt as to Procedure: Dispute and Claims. ** ** ** ** ** TEAM SELECTION GUIDELINE NOT to be read as a Rule. In the interests of minimising handicap disparity of opposing teams, maintaining the strong traditions of our pennant competition and providing opportunities for all participants to enjoy success clubs are requested to endeavour to include at least one player on GA handicap of 21.2 or under. All understand the restrictions faced by smaller clubs, that have the minimum number of players who must be included in the team or the club cannot field a team. Importantly all players should be encouraged, regardless of their handicap, to participate in pennant. RLGA Committee look forward to all clubs’ assistance with this situation.
