Anonymized microdata of statistical surveys

anonymized microdata
What is:
 Confidential data for scientific purposes: anonymized data which can
theoretically allow indirect identification of the statistical units concerned
(surveyed units)
 Anonymized microdata of statistical surveys: micro-data of ELSTAT’s surveys
that have been anonymized, in accordance with anonymization criteria,
predefined or not by ELSTAT, so that the direct or indirect identification of
surveyed units is not possible

Who can have access:
Research entities and individual researchers conducting statistical analyses
for scientific purposes (Article 8(5) of the Greek Statistical Law 3832/2010,
as in force, Commission Regulation 831/2002, as amended by the
Commission Regulation 1104/2006)

Conditions of access (Article 8(6) of the Regulation on the Obligations of the
agencies of the Hellenic Statistical System):
(a) an appropriate request together with a detailed research proposal in
conformity with current scientific standards have been submitted
(b) the research proposal indicates in sufficient detail the set of data to be
accessed, the methods of analyzing them and the time needed for the
research
(c) a contract specifying the conditions for access, the obligations of the
researchers, the measures for respecting the confidentiality of statistical
data and the sanctions in case of breach of these obligations has
been signed by the individual researcher, by his/her institution, or by the
organization commissioning the research, as the case may be and by
ELSTAT

Granting access to the data:
 Submission of the access request of the researcher to the Statistical Data Dissemination
Section of ELSTAT
 Submission of the access request of the researcher to the President of ELSTAT,
accompanied by the recommendation of the Division producing the data
 Convening of the Statistical Confidentiality Committee (SCC), by decision of ELSTAT’s
President
 Recommendation of SCC to ELSTAT’s President on the possibility of satisfying the
request
 Recommendation of the Statistical Information and Publications Division to ELSTAT’s
President on the possible cost for the production of the data, in case of a favorable
recommendation of the SCC
 Decision making of ELSTAT’s President on the approval or rejection of the researcher’s
request, based on the above recommendations
 Notification of the decision of ELSTAT’s President to the researcher
In case of President’s approval for the data provision:
 Signing by the researcher of two copies of the contract with ELSTAT and submission of
them to the Statistical Data Dissemination Section, along with the authorizations and
Statistical Confidentiality Declarations of persons who potentially will also have access
to the data
 Transmission of the data to the researcher after the payment of any relevant fee by
her/him, in case there is a cost incurred for the production of the data

 Conditions of access:
No specific conditions

Granting access to the data:

Microdata anonymized in advance, according to predefined
criteria by ELSTAT
 Submission of the access request of the user to the Statistical Data
Dissemination Section of ELSTAT
 Provision of the anonymized microdata without any other obligations from
the user’s side
 Six (6) statistical surveys concerned: EU-SILC, LFS, HBS, ICT by households,
Energy consumption by households, National Health Survey
 Specific anonymization criteria available on ELSTAT’s website

II. Other anonymized microdata

Submission of the access request of the researcher to the Statistical Data
Dissemination Section of ELSTAT

Submission of the access request of the user to the President of ELSTAT, accompanied
by the recommendation of the Division producing the data

Convening of the Statistical Confidentiality Committee (SCC), by decision of ELSTAT’s
President

Recommendation of SCC to ELSTAT’s President on the format and conditions for the
provision of the requested data

Recommendation of the Statistical Information and Publications Division to ELSTAT’s
President on the possible cost for the production of the data, in case of a favorable
recommendation of the SCC

Decision making of ELSTAT’s President on the satisfaction of the request and under
what conditions, based on the above recommendations

Notification of the decision of ELSTAT’s President to the user
In case of President’s approval for the data provision:

Transmission of the data to the user after the payment of any relevant fee by her/him,
in case there is a cost incurred for the production of the data
