Objective of the Expert Mission:
Council Decision of 18 February 2008 on the principles, priorities and conditions contained in the Accession
Partnership with the Republic of Turkey and repealing Decision 2006/35/EC includes a medium term priority under
Social Policy and Employment chapter, which is, " enhance capacity to assess and monitor labour market and social
developments and address structural problems".
We would like to invite an expert who will be able to clarify this request and inform us about our plan to establish a
survey-based modelling that aims to monitor country facts such as population, labour force participation, poverty
and deprivation, production and competition, gender equality, regional development and interactions among these
factors and that also contributes to defining proper policies in this field.

c) Outline your current situation concerning the EU legislation indicated and mention any
recent developments that may be relevant in this regard (e.g. give details of the stage of
preparation of the legislation, outline the timetable for the adoption of the legislation)
Ministry of Labour and Social Security is responsible for legislation and implementation of labour market policy in
Turkey. EU Affairs Department of the Ministry is responsible for ensuring all the relevant coordination inside and
outside the Ministry for the harmonization of the EU legislation in Social Policy and employment chapter. Thus, we are
directly responsible for monitoring relevant documents most important of which are Accession Partnership and Regular
Reports.
As such, we would like to be informed more on medium term priority stated in 2007 Accession Partnership for Turkey
as " enhance capacity to assess and monitor labour market and social developments and address structural problems".
We plan to establish a survey-based modelling that aims to monitor country facts such as population, labour force
participation, poverty and deprivation, production and competition, gender equality, regional development and
interactions among these factors and that also contributes to defining proper policies in this field.
We would like to invite an expert on survey-based and/or econometric modelling that will provide a basis for the
priority stated in the Accession Partnership.
