Our Mission
The RYFL Spring Football League is a developmental structure that is designed for all interested youth who
want to participate in football regardless of previous skill or playing experience. The development of football
fundamentals in a safe, fun and well guided environment are paramount to the league objectives as we strive
to increase exposure to, and love of, the game of football. Fair play, fair playing time and the emphasis on
respect for self, teammates, coaches, opponents and officials are all key in encouraging our young players to
become good citizens as well as good football players.

Executive Structure
The RYFL is comprised of an Executive Committee formed by the Governors Council. The Governor’s Council is made up of the President of the
RYFL and the four members Association Presidents. The Association Presidents serve as Governors and represent their associations at the
Executive Committee. The primary role of the Executive Committee is to provide guidance and direction for the league. Responsibilities include,
but are not limited to:





League Scheduling and operations
Rules and Discipline/dispute resolution
Liaison/communication with Officials
Liaison with OFA/Football Canada
Standards of play and conduct
Authority:
The authority to govern the Rideau Youth Football League (RYFL) shall be vested in the Governor’s Council
Voting:
Each Governor, acting on behalf of his/her association, shall have a single vote with the exception of the President who shall vote
only in the case of a tie.

Meetings: A minimum of three meetings shall be held per year. At the discretion of the Governor’s Council, more may be held.
Attendance is limited to the League and four Association Presidents and ex officio members as listed in the Governor Council.
Executive Committee: Roles and Responsibilities:
President RYFL:
The President of the RYFL is elected by Governor’s of the Executive Committee. Nominations can be made, to a maximum of one,
from each association. Candidates must be active members in good standing within their respective association. A paper ballot
will be used for the election of the president. The Secretary, or other non-voting member, will coordinate and supervise the vote.
The current sitting President can choose to put their name forth following their term. The term of the President is set at two
years and is contingent upon resigning their active role within their current association. Associations can hold votes within their
respective organizations to select a preferred candidate whose name will be brought forward.
Governor’s: Full voting members of the Governor’s Council which oversees the governance of the RYFL. Each association is
entitled to have full representation at the RYFL through their current sitting President. The President may choose in some cases to
be represented by a designate if they are unable to attend executive committee meetings. The term of the Governor is limited to
the period of time in which they are sitting as President of their member association.
Non Voting Members: These support positions may be filled by any individual who is in good standing and currently sitting on a
member association. Names can be brought forward by association presidents (Governor’s) at an annual meeting as determined
by the RYFL President. In the event that several people have consented to have their name put forth for an ex officio role, a vote
will be held and will be voted upon by the Executive Committee. Ex officio members do not have to relinquish their role within
their respective association. The term of the Ex officio member is unlimited.
Rules and Regulations:
Member Association Requirements:
Must be prepared to begin the season by the first week of May
Must be members of the OFA and carry adequate insurance coverage for players, coaches, volunteers and directors.
Currently a minimum of 22 players and a max of 36 must be registered on a team (18 and 30 at Tyke).
Number of teams from each club due by March 31st
Registration must be open. “Cuts or tryouts” to form teams are not permitted. Where more than one team can be formed within
a division in an association, they must be constructed equally. Tiering of teams is prohibited.
Replication of fall team rosters is prohibited at any level of play.
Rules of Play:
The RYFL follows rules in accordance with the Canadian officials rulebook approved for use by the CIS, CJFL, QJFL, CCAA, and
Football Canada.
The RYFL, through the participation of the member associations, may periodically table proposals to modify league/division
specific rules. The proposed changes will be discussed by the Governors Council and voted on according to voting policy. To be
enacted, a simple majority shall carry the change. All rule changes must be reviewed following the first year of implementation
and be evaluated based on feedback from each association.

RYFL (Modified) Rules and Regulations (rev. 2013)
All teams shall adopt a "spirit of the game" philosophy in respecting the players,
coaches, officials and executive of the RYFL.
1. Any player or coach ejected from a football game shall automatically be suspended
from the next game including play-offs. Two ejections in one season will carry an
automatic suspension from all league play. No refund will be made to such player.
2. Officials may question any unsafe situations. Players and coaches will abide by any
decision made by the official in terms of safety.
3. RYFL uses a convert scoring scale ~ Kick or Pass 2 points and Run 1 point (In all
divisions except Pee Wee and Bantam where normal scoring occurs)
4. The last two minutes of each half will be stop time if the score is within 21 points.
5. Each team will have two time outs per half (coaches allowed on field during time
outs)
6. Regular season game ties are 1 point to each team. Overtime will only be for playoff
games.
7. Ties will be decided by the shoot-out formula. (see Shootout Formula below)
8. Four downs will be played for a first down. (In all divisions except Bantam)
9. Coaches will strive to give equitable playing time to all players. All players should be
part of a regular player rotation.
10) Tyke and mosquito division’s violation of weight restriction will result in forfeiture.
(Coach will be under review by local association)
Tyke Division Rules

Game will consist of four 11 minute Quarters.
Weight Restriction of 100 lbs. carrying the ball (no -RB, QB, TE, WR)
Team list will be turned in before first game one with players weights. Please be
honest!!
There is a five-minute half-time.
The clock stoppage follows normal timing rules.
Mosquito Division Rules
One coach per team will be allowed on the field to guide their team When cadence
begins, coach will remove themselves from area of play.
Game will consist of four 11 minute Quarters.
Weight Restriction of 120 lbs. carrying the ball (no- RB, QB, TE, WR)
Team list will be turned in before first game one with players weights. Please be
honest!!
There is a five-minute half-time.
The clock stoppage follows normal timing rules.
Pee Wee Division Rules
A Coach is allowed on the field to guide the team for the first two weeks of the season
unless agreed upon by both coaches.
The game shall consist of four 11 minute quarters.
The clock stoppage follows normal timing rules.
Half time is five-minutes long.
Bantam Division Rules.
The game shall consist of four 12 minute quarters.
The clock stoppage follows normal timing rules.
Half time is five-minutes long.
Tie Breaker (Standings)
To break a tie in the standings to determine the playoff seed.
2 teams Tied: Head to Head
3 Teams Tied: Points against eliminates third team then head to head
In Divisions where each team plays twice and could be tied in head to head, points
against will be used.
Shootout Formula
Immediately after the conclusion of the fourth quarter, officials will instruct both teams
to retire to their respective team areas. The officials will assemble at centerfield and
review the tie-breaker procedure.
The officials will escort captains to the centre of the field for the coin toss. The winner
of the toss shall choose one of the following options:


Offense or defence, with the offense at the opponent's 35-yard line to start the
first series.
Which end of the field shall be used for both series of that overtime period.
Note~ The winner of the toss may not defer its choice.
The loser of the toss shall exercise the remaining option for the first extra periods and
shall have the first choice of the two options for subsequent even-numbered extra
periods.
Extra periods. An extra period shall consist of two series with Team A and Team B each
putting the ball in play by a snap on or between the hash marks of the 35-yard line,
which becomes the opponent’s 35-yard line.
Team Series. Each team retains the ball during a series until it scores or fails to make a
first down. The ball remains alive after a change of team possession until it is declared
dead. However, Team A may not have a first and 10 if it again possesses the ball after a
change of team possession.
Scoring. The team scoring the greater number of points during regulation and extra
periods shall be declared the winner. There shall be an equal number of series, as
defined in (4) above, in each extra period, except if Team B scores during a period other
than on the try for extra point(s). For example: if Team B intercepts a Team A pass and
returns it for a touchdown, the game will be over.
If the score is still tied the third series will begin at the 25-yard line, the fourth series
will begin at the 15-yard line and until a winner is decided all remaining series will
begin at the 7-yard line.
There shall be no time-outs during overtime play.
