REPORT OF BLACK SEA 3-rd SAR CONFERENCE 17-19 September 2006- Georgia (Batumi) BS/SAR-3/2/0 AGENDA ITEMS -ADOPTION OF AGENDA BS/SAR-3/0/0 EXECUTING SUMMARY – Host authority MTAG as it was agreed earlier, took the chairmanship of the Conference and Capt. V. Imnaishvili became a Chairman of the Conference. COMMENTS / DISCUSSION/PROPOUSAL Chairman V. Imnaishvili offered the delegates to study the Agenda and time table and welcomed remarks and/or amendments. Presentation of Georgia - BS SAR web-site with including of the report system in it EXECUTING SUMMARY - Maritime Transport Administration of Georgia presents the project of joint web-site on the Black sea, where national documents, diagrams, resources will be placed and communication in online conference regime will be carried out. COMMENTS / DISCUSSION/PROPOUSALThe delegations discussed the presented project and delegations from Turkey and Romania asked some questions regarding technical matters of web-site work. COMMENTS / DISCUSSION/PROPOUSAL Romanian delegation asked Turkish delegation to comment what exactly they mean when say that their SAR Responsible Zone had been delimitated. Turkish delegation replied that they have got three appropriate bilateral agreements. Georgia attracted the attention of the delegations to the bilateral agreement between Turkey and Russia and has declared that does not recognize Article 3 of this Agreement in the part concerning delimitation of SAR Responsible Zone of Georgia. The agreement between Russian Federation and Republic of Turkey does not constitude any boundary or limiting line apart from the two forementioned countries. It is also clearly stated in Article-3 of the agreement, that the outer limit line deliminating SAR regions between the Russion Federation and Turkey shall be specified by respective bilateral agreements to be concluded with other Black Sea coastal states. In this manner, this agreement only contributes to establish a clearly defined SAR responsibility in the Black Sea and does in no way prejudice any boundries between countries other than Russion Federation and Turkey. ACTION TO BE TAKEN Note – the Parties noted the information submitted by Turkey and 3 Georgia RELATED DOCUMENTS – Declaration of Georgia - BS/SAR-3/4/1 AGENDA ITEMS 5- IMO representative report EXECUTING SUMMARY – As IMO representative was not present at the Conference, the IMO presentation was not submitted. The Conference gave the opportunity Mr. Rolf Aspenberg (SMA Training expert) to present the proposed IMO/SMA SAR Training project . COMMENTS / DISCUSSION/PROPOUSALSMA representative made a presentation (enclosed herewith) ACTION TO BE TAKEN Note – Holding of training courses was offered as per the presented program. Georgia, Romania and Turkey expressed their interest in participating in such training courses. (Russia ………..). Bulgaria and Ukraine not represented on Conference and Bulgaria will be contacted by SMA and Ukraine will be contacted by MTAG. The Countries are required to reply final decision as soon as possible in short time. ACTION TO BE TAKEN 4 Consider, review and/or amend, as appropriateWithin three months National SAR Authorities will analyze the proposed project and insert their amendments/corrections and in the middle of January 2007 will present them to MTAG (in electronic form) in order the 2nd Revision of SAR regional Operational Plan to be presented at the 4th SAR Conference. There will be SAR and Oil Spill Exercise between Russia and Turkey in 2007. All Black Sea Countries are invited to participate this exercise. COMMENTS / DISCUSSION/PROPOUSALTo avoid time coincidence in the exercises on search and rescue and exercises on oil spills combating Georgia proposed to take as a practice the following schedule: communication exercises - once a month, operational command exercises – once half year, practical exercises – once a year. It is desirable to harmonize as practicable these exercises with the exercises as stipulated for by Oil Spills Contingency Plan.
