3 Cities Hoops General Rules and Policies RULES OF PLAY 2016-2017 High School Rules will be played, with the following exceptions: 1. 2. No shot clock. Game Length: League: 4th Grade & below: 6-minute quarters, 5th Grade & above: 7-minute quarters Tournament: 20-minute running halves, stopping last 1:00 1st and last 2:00 2nd 3. Ball size: Boys Grades 2nd-6th will use 28.5” ball Boys Grades 7th-8th will use 29.5” ball (If 6th boys team is playing in a crossover game against 7th-8th boys, 6th Grade team picks ball size) Girls Grades 2nd-3rd will use 27.5” ball Girls Grades 4th-8th will use 28.5” ball 4. Overtime 1:00; 2nd overtime sudden death. 5. 3 minute half-time. 6. 5-minute minimum warm-up between games unless both coaches agree to start early 7. FOUR 30-second timeouts per game. 8. Press Rule: NO full court press once team is up by more than 15 points. Teams must retreat back inside the 3-point arc until opponent makes the first pass once past the center line with the ball, then you are allowed to play defense. The offense has the option to cross the center line at any time, however the 10 second backcourt count starts when the defensive team is behind the 3-point arc. 9. Technical or Intentional fouls – 2 points awarded and ball out of bounds. One technical foul on a coach or fan and he/she is ejected from the gym. One technical on a player, the player sits on the bench for the remainder of the game. Officials and Gym Administrators have the right to eject a fan, player or coach. Coaches and fans must leave the entire building. Two technical fouls on a player or coach during league/tournament, that person is removed from that tournament/league. NO EXCEPTIONS! 10. If a fan is removed from an event, he/she is not allowed at any future events until cleared by 3 Cities Administration. 11. Forfeit time – Game time, unless directed otherwise by tournament administration 12. Standings tie-break: 1. Head to head 2. Point difference (max per game is 10 points) 3. League: ADULTS $5, SENIORS (55+)/STUDENTS (K-12) $3 Tournaments: ADULTS $5, SENIORS (55+)/STUDENTS (K-12) $4 Roster MUST be entered online under “manage rosters” in your Team Sideline account before first game or team will forfeit. All players must have AAU card before participating at any capacity. A player may play for only ONE team PER GRADE LEVEL during league play. FORFEIT RULE: If your team forfeits with less than 48-hour notice, the game will be scored 0-15. If we are unable to find a replacement team, you will forfeit your next league game as well so that the team you forfeited has a make-up game. Forfeits with greater than 48-hour notice will be scored 0-15, but you will not lose a future game. Referees and gym fees are paid regardless of whether the game takes place, so you will not receive a make-up game for forfeits/cancellations after initial schedule requests are met. Players can play divisions above grade level. Girls can plan in boys’ divisions of same age or up. 3 Cities Hoops has final discretion regarding placement of players/teams to provide optimal competitive balance. Players cannot wear jewelry of any kind during games. Players cannot switch teams once games have started. WE RESERVE THE RIGHT TO REFUSE ENTRY INTO OUR EVENTS. We greatly appreciate the 99% of you who take part and make 3 Cities Hoops events such a positive experience for the kids. To the others, please understand that whether you are a coach/parent/spectator, your participation is a privilege, not a right. Enjoy and appreciate the opportunity to watch the kids play. 3 Cities Hoops General Rules and Policies 10. Each team will be allowed TWO FREE ENTRIES per day for the head coach and a scorekeeper. An assistant may be admitted free in lieu of a scorekeeper, but coaches will then need a volunteer score keeper, who must pay admission 11. ALL persons on the bench must possess current AAU cards. 12. Head coach and players are admitted free to the facility where they are participating, but WILL NOT receive a stamp for entry into another venue. We realize that coaches have AAU cards, but none of the AAU card revenue goes to 3 Cities Hoops or any of the many organizations paying rental fees to host games. Without gate revenue, the league would not exist. HERE IS A SCENARIO TO HELP EXPLAIN THIS POLICY: Team A Coach, her husband (score keeper) and all players are admitted free for their game, obviously, at a venue hosted by 3 Cities Hoops. 3 Cities Hoops will receive spectator admission from friends/family to watch the game. Following the game, the Coach, husband, and two daughters (players) want to receive a stamp upon exit to go watch a game at another building, which is hosted by an entirely different organization. If this is allowed, the other club/organization has just lost revenue that they need to pay their gym rental/custodial fees. The policy is simple to understand when looking at the big picture, which is that the league will not exist without the following groups being successful and willing to host games: o 3 Cities Hoops (multiple locations) o Hanford Flight (Chief Jo/Christ the King) o Richland Gunners Teams (Orchard elementary) o Benton City AAU (KB middle school) o Big Purple AAU (Columbia middle school) o Connell Basketball (Olds junior high) o Kennewick Softball (Kennewick high school) o Southridge Girls Basketball (Southridge high school) o Walla Walla AAU (Garrison middle school) o Pasco Girls Basketball (Pasco high school) 13. PAID spectators will be stamped on entry only. A spectator’s PAID admission is good for that day at all venues hosting 3 Cities Hoops games
