3rd ANNUAL COLLABORATIVE DECISION MAKING CONFERENCE Proudly brought to you by Air Traffic and Navigation Services SOC Limited Importance of CDM in an Air Traffic Flow Management (ATFM) environment – An Enabler SCOPE • Introduction • The Practice of Collaborative Decision Making (CDM) • Air Traffic Flow Management (ATFM) and CDM • Benefits of CDM in an ATFM Environment • Future of CDM & ATFM • Conclusion INTRODUCTION • Collaborative decision-making (CDM) is defined as an explicit supporting process focused on deciding on a course of action in pursuit of articulated objectives between two or more community members • Key to global aviation objective - maintaining a safe, secure, efficient and environmentally sustainable air navigation system at global, regional and local levels THE PRACTICE OF CDM • The Eleventh Air Navigation Conference - Montreal - 22 September to 3 October, 2003 • Agreed on the endorsement of the Global ATM operational concept – 1st Publication in 2005 • Central to this concept is the need to evolve towards a more collaborative environment ICAO DEFINITION Air traffic management is the dynamic, integrated management of air traffic and airspace — safely, economically and efficiently — through the provision of facilities and seamless services in collaboration with all parties. ATFM AND CDM • CDM is an enabler in ATFM environment • Allowing improved planning of Strategic, Pretactical and tactical Air Traffic Flow Management • CDM may apply to all layers of decisionmaking from longer-term planning activities through to real-time operations BENEFITS OF CDM IN AN ATFM ENVIRONMENT • In order to realize the benefits of CDM in ATFM environment – all key players must be actively involved BENEFITS OF CDM IN AN ATFM ENVIRONMENT(Cont.) • Some of the benefits include: Improved ATFM through DCB (Demand Capacity Balance) to optimise airspace and runway throughput in coordinated airports Better On time performance Fuel savings & environmental sustainability FUTURE OF CDM & ATFM • CDM is a requirement – not an option • More ATFMUs expected to be established globally. E.g., Kingdom of Saudi Arabia CONCLUSION • ATFM/CDM was considered among the Global priorities for air navigation during the First Meeting (ATM SG/1) (Cairo, Egypt, 9 - 12 June 2014) • In a recent coordination meeting held in Luanda, the need for ATFM/CDM status monitoring in SADC was highlighted • Its time Africa joined hands to address Africa’s future aviation challenges today!
