(Appendix – A) GENERAL TECHNICAL SPECIFICATION FOR MECHANICAL POINT DETONATION FUZE (FILLED) REQUIRED FOR SHELL 130 MM HE (EX-RUSSIAN) TO BE FIRED WITH GUN 130 MM RIFLE BORE Fd M-46. 1. General Description: The Fuze is a mechanical nose fuze to be used in 130mm High Explosive Shell. It is a combined percussion direct action (DA) and graze action type, with delay safety mechanism. In this fuze “safety lock mechanism” device to be provided. The fuze is to be safe in storage, handling and operation and ensures the reliable and safe function of the ammunition in all weather conditions. 2. The profile drawing of Adapter assembled with CE Pellet is enclosed for ready reference as per Drawing No. OFCh2015/ II, OFCh-2015/III, OFCh-2015/IV. 3. Operational Readiness: The fuze should not require preparation for firing after removing it from its container (except delay mode setting). 4. Safety: The fuze should be safe for storage, handling and transportation as per MIL-STD-1316E or STANAG 4187. It should have bore, muzzle and flight safety. Vendor should mention in details the mechanism provided in the fuze for meeting storage, handling and operation safety. Reliability: It must have functional reliability of at least 95% for both direct impact & delay mode. 5. Packing: a) Suitable packing arrangements should be provided for transportation and storage without causing any damage to fuze. b) The fuzes should be packed in hermetically sealed condition. c) The package marking should be legible giving details of fuze, lot No., Year of mfg, Qty., Compatibility Group & UN Hazard Division. Labels and lot details to be mentioned on packages. d) Marking of fuze: Fuze should be marked with luminous paint for ease of recognition at night under field conditions. 6. Shelf Life: The residual shelf life of the fuze should not be less than 07 years in Indian conditions & the supplies should be of latest manufacture. The Vendor will provide technical details for storage and transportation. Vendor will provide Specifications with regards to explosive filling with test procedures to evaluate shelf life. Technical literature substantiating the claim that fuze and its explosive filling would give stipulated shelf life should be made available. 7. Proof and Sentencing Criteria: The fuzes will be checked for Check Proof and Chemical analysis to assess the serviceability. Technical Literature Vendor to provide User Handbook / operator manual, Technical manual, drawings, specifications, manufacturing process schedule, gauge schedule, manufacturing tool drawings, Jig drawings, ,fixture drawings and assly/ disassembly and safety instruction for manufacturing this fuze in India. All literature should be in English. In addition to hard copy, a soft copy i.e. CD containing all above information should also be provided. a) UNHD & Compatibility Group of Fuze to be specified and the same should be included by OEM. b) Procedure of disposal of blinds and removal of stuck up rounds to be provided. c) Computer based full animation graphics to explain functioning of fuzes to be provided. d) Do & Don‟t for usage. 9. 10. Environmental Conditions : It must adhere to MIL-STD- 331C 2005 or latest version a) Minimum Temperature for use – 25 0C b) Maximum Temperature for use + 50 0C c) Minimum Temperature for storage – 50 0C d) Maximum Temperature for storage + 70 0C e) Minimum Relative Humidity 95 % f) Avg Relative Humidity 65 % g) Mean value of year‟s Temperature 32 0C Special Note The Filled Fuzes will be from current manufacture or latest vintage. The firm shall provide free Transfer of Technology (TOT) of the fuzes quoted by firm as per para 8 at the time of supply. The depth of Technology transfer (not less than 100%) to be indicated and should cover hardware and all explosive compositions. List of components and chemicals with price & quantities are to be provided (quantities in Technical offer and price in commercial offer) Offer should include 3 sets of documents in English. (Appendix - B) TRIAL METHODOLOGY: 1) User Trial: The aim of the User trial will be to assess the performance of the ammunition against operational requirements of the Indian Army. This trial will be conducted by the User as per their actual condition of the firing. (Appendix B2) The required of Fuzes for shell 130mm HE for trials to be carried out by the User are as under: (a) Plain / Desert Qty - 35 (b) HAA Qty – 25 2) Technical Trial (DGQA Trial): This trial will be carried out to evaluate the fuze safety, functioning and adoptability with the ammunition / weapon at designated proof range / laboratories in India. (Appendix- B1) Vendor representative would be required to give a certificate that the fuze given for User trial and DGQA trial is acceptable and safe for firing for both the trials. The fuzes produced for above mentioned trials will have to be despatched to the designated port in India at their own cost. The vendor‟s representative can attend the user trial and DGQA trial at their own expenses in India with prior intimation in writing minimum 30 days in advance.
