BEXLEY SOUTH MPUD NARRATIVE Project Description Bexley South is a 1,733 acre site located north of S.R. 54, east of Suncoast Parkway, approximately 5 miles south of S.R. 52 and extends east of Ballantrae Blvd to the Bexley South site. The site is currently vacant pasture and partially used as a cattle ranch. The northern portion of site is currently regulated by the Bexley Ranch MPUD rezoning No. 6669 and the southern portion is regulated by the Ashely Glen MPUD rezoning No. 6997. The property is owned by NNP-Bexley LLC (Newland Communities). The Ashley Glen DRI #261 was rescinded in 2007. As a result of the concurrent Bexley Ranch Development of Regional Impact (DRI) #255 rescission application a rezoning to MPUD is required. Table 1 shows the proposed land uses and density. The site is also within a planned area of concentrated growth as identified by the County’s Comprehensive Plan. The site is subject to a concurrent Comprehensive Plan Amendment application to redesignate the site to Planned Development (PD) in an effort to create a unified development including the Ashley Glen, Wells Fargo (aka Suncoast Commercial) and the Bexley North properties. The site’s proximity to State Road 54, future Tower Road extension and the Suncoast Parkway together with the abundance of natural landscape features make it ideal for the proposed development. The proposed single and multi-family uses, on-site amenities, cycling and walking trails, together with office, commercial and retail uses will boast high quality urban design that will make Bexley a very sought after community to live, work and play in. Soils The soils information below is based on a geotechnical report completed by Mortensen Engineering Inc. (MEI), dated 5/7/03 for the Bexley DRI #255 as well as recent preliminary testing for the Ashley Glen and Wells Fargo sites. As a result, MEI notes the following: Fine sands to silty fine sands, with typically 15% fines or less (passing the No. 200 sieve), those most suitable for reuse as structural fill material after excavation and drying, appear present to varying depths, but typically to at least 10 feet deep, in some locations 25 to 30 feet deep; and at some locations to less than 10 feet deep. Silty to slightly clayey fine sands, with typically 15% to 25% fines, which are also suitable for reuse as structural fill material after excavation and drying (and mixing), typically are periodically present beneath the upper fine sands and above the lower more clayey materials. The clayey semi-confining unit over the subject sites (the deeper clayey sands and clays) appears extremely variable in depth, integrity and thickness. The clayey semiconfining unit was very thin (less than 2 feet thick) to absent at about 50% of our test boring locations. The depth to the uppermost weathered limestone formation was also extremely variable over the subject sites. Weathered limestone was typically encountered 15 to 40 feet deep; yet as shallow as 7 to 15 feet deep and over 40 feet deep at some locations. Minor evidence of active overburden soil erosion/ravelling related to limestone solutioning/sinkhole related process, above the limestone surface, was also noted at some of the other deep test boring locations. No significant buried deleterious (organic/debris) materials were noted within the upper 10 feet of the soil profile at our test boring locations; however, some existing heterogeneous/variable surface fills (and possible surface fills) were noted at several of the test boring locations; shallow surface soil variations should be anticipated. No significant shallow active/plastic clays were noted within the upper 7 feet of the soil profile at a majority of the test boring locations. The shallow groundwater level, at the time of our field work, typically varied from about 0 to 3 feet (+/-) below the ground surface, depending upon the location on-site, ground elevation, and proximity to wetland areas (and standing surface water areas). It must be noted that significant fluctuations in future shallow groundwater levels on-site will occur due to variations in rainfall, control levels of new water features constructed onsite, perched groundwater within fills, proximity to wetlands, drawdown influences of the adjacent wellfield, and other factors. During normal wet seasons, anticipate average predevelopment shallow groundwater levels typically 0.5 to 2 feet (+/-) below existing site grades over a majority of the upland portions of the site. During normal dry seasons, anticipate shallow groundwater levels several feet below these levels, depending upon the area on-site. Wildlife Habitat The Bexley property has been thoroughly surveyed for wildlife as a part of the previously approved Bexley Ranch DRI #255. More specifically, over 320 hours of field time were dedicated to the initial investigations conducted between November 2002 and July 2003. The wildlife survey methods employed in this study were approved during the Bexley Ranch DRI Pre-application Conference and consisted of meandering pedestrian and vehicular transects through the various habitats and vegetation associations. During site inspections, the ecologists periodically stopped, looked for wildlife and listened for wildlife vocalizations. Muddy and sandy areas, game trails, and dirt roads were examined for tracks and scat. Survey teams normally consisted of one to two ecologists. Overall, more than 115 miles of upland wildlife transects were conducted through all on-site habitats. In addition, species specific sampling including helicopter surveys for nesting sandhill cranes, small mammal trapping for Florida mouse (200 trap nights), surveys for red-cockaded woodpeckers in older stands of pines, and a 15 percent survey gopher tortoise survey were also completed with this effort. In support of environmental permitting for both the Southwest Florida Water Management District and the US Army Corps of Engineers, additional wildlife surveys consisting of pedestrian and vehicular surveys were performed by Cardno ENTRIX staff on July 20, 25, 26, 27 and August 1, 2, 4, 8, 9, and 28, 2006 and March 20, 2007. These wildlife surveys were conducted in general accordance with the FFWCC 1988 Wildlife Survey Methodology Guidelines and were consistent with the 2003 survey efforts. On February 28 and March 3, 2014, Cardno ENTRIX staff completed a review of Bexley South MPUD and Bexley North MPUD sites to reconfirm the previous wildlife reviews. These surveys consisted of a mix of pedestrian and vehicular transects throughout the property. There were no new listed species documented on the property during this survey event. Observations of listed species documented on the property is presented in Table 1 and a list of all observed wildlife species is presented in Table 2. Table 1. The survey was reviewed by the Florida State Division of Historical Resources (DHR) as per their letter written on August 28, 2003 (Appendix A). The State Historic Preservation Officer determined that ten previously unrecorded archaeological sites and five historic structures did not meet the minimum qualifications for inclusion on the Florida Master Site Files or for listing in the National Register of Historic Places. The DHR deemed the survey report complete and sufficient in accordance with Chapter 1A-46, Florida Administrative Code with no further action required. Cardno ENTRIX completed a desktop review of known cultural resources within and near the Wells Fargo parcel. The findings of their review are provided in a letter dated February 25th, 2014 (Appendix B). In summary, the Wells Fargo parcel has only been partially surveyed but 16 cultural resource surveys were previously conducted within one mile of the parcel; the results of which did not determine any known cultural resources to be significant. Based on their review, Cardno ENTRIX concluded that if any cultural resources were found within the Wells Fargo parcel they would be deemed not significant. Cardno ENTRIX completed a desktop review of known cultural resources within and near the Ashley Glen parcel. The findings of their review are provided in a letter dated February 25th, 2014 (Appendix C). In summary, of the 16 cultural resource surveys previously conducted in or within one mile of the Ashley Glen parcel, only one archeological resource was recorded within the Ashley Glen parcel in 2000. A subsequent survey in 2005 could not relocate the single artifact find. The known cultural resources found near the Ashley Glen parcel were deemed to be not significant. Cardno ENTRIX concluded that if any cultural resources were found within the Ashley Glen parcel they would be deemed not significant. Several resources have been recorded within 1 mile of the project area (see attachment), including six archaeological sites (Table 1), two historic linear resources (Table 2), one historic structure (Table 3); and sixteen cultural resource surveys have been completed within one mile of the Wells Fargo parcel (Table 4). These sites are located on landforms similar to those characterizing the Wells Fargo parcel. The Wells Fargo parcel, with oak habitat on areas of relatively higher elevation with nearby wetlands, would appear to have a similar probability of site location. One previously recorded archaeological site (8PA1455, Old Railroad Bed) is also recorded as a linear resource. 8PA1455 represents the remnants of a late nineteenth-early twentieth century railroad, but it no longer retains sufficient original materials for the SHPO to consider it to be significant. To the immediate south of the Wells Fargo parcel, State Road 54 has been recorded as a linear resource, a highway over 50 years in age; 8PA2472 (State Road 52) is also ineligible for the NRHP. Survey 5058 was a cultural resource assessment survey of 12 pond locations along SR 54; Pond #9 included the easternmost portion of the Wells Fargo parcel. Survey 6800, a cultural resource assessment survey of the proposed Buccaneer Gas Pipeline conducted in 2000, recorded the only archaeological resource known to be within the Ashley Glen parcel. Archaeological site 8PA1130 was a single artifact find not relocated during a subsequent survey of the Ashley Glen subdivision (Survey 12168) conducted in 2005. Several resources have been recorded within one mile of the project area (see attachment), including ten archaeological sites (Table 2), two historic linear resources (Table 3), and one historic structure (Table 4). The archaeological sites were mostly small, low-density prehistoric or historic period artifact scatters that the State Historic Preservation Officer (SHPO) has determined to be ineligible for the National Register of Historic Places (NRHP). These sites are located on landforms similar to those characterizing the Ashley Glen parcel. The Ashley Glen parcel would appear to have a similar probability of site location. One previously recorded archaeological site (8PA1455, Old Railroad Bed) is also recorded as a linear resource. 8PA1455 represents the remnants of a late nineteenth-early twentieth century railroad, but it no longer retains sufficient original materials for the SHPO to consider it to be significant. 8PA1455 (Old Railroad Bed) borders the northern edge of the Ashley Glen parcel. To the south of the Ashley Glen parcel, State Road 54 has been recorded as a linear resource, a highway over 50 years in age; 8PA2472 (State Road 54) is also ineligible for the NRHP. A single structure has been recorded within one mile of the Ashley Glen parcel; 8PA1404 (Fuentes House) at 16915 SR 54 was recommended to be ineligible for the NRHP, but has not been evaluated by the SHPO. There are currently no standing structures on the Ashley Glen parcel.
