INFORMATION DOCUMENT
The purpose of this Background Information
Document (BID) is to provide Interested and
Affected Parties (I&APs) with information
pertaining to Sun International (North West)
Limited’s intention to decommission and
rehabilitate the current landfill site located at the
Sun City Resort in the North West Province. This
BID also intends to provide I&APs with the
following information:
The relevant processes (i.e.) Basic Assessment,
Waste Management Licence Application and
Public Participation to be undertaken in support of
the proposed decommissioning of the Sun City
landfill site;

The
potential
environmental
impacts
associated with the proposed project;

Mitigation measures proposed to reduce
negative environmental impacts; and

How you can become involved in the
proposed project and receive project related
information.

BACKGROUND INFORMATION
AND PROJECT DESCRIPTION
The Sun City Resort, an internationally
renowned tourist destination intends to lawfully
decommission and close the current licensed
landfill site. The motivation for decommissioning
the landfill site is in line with Sun City’s intention
to become a zero waste to landfill facility in the
near future.
The Sun City landfill site is located towards the
north of the Sun City Resort and west of the Lost
City golf course on portion 1 of the farm Ledig
909 JQ, under the jurisdiction of Bojanala District
Municipality and
Moses
Kotane Local
Municipality (refer to the attached locality map
for the location of the landfill site).
The Sun City landfill site is a licensed facility
permitted by the then Department of Water
Affairs and Forestry (currently known as the
Department of Water and Sanitation) in terms of
Section 20 of the Environmental Conservation
Act, Act 73 of 1989 (ECA) on 27 June 1997. The
landfill site was allocated the following permit
licence number: 16/2/7/B200/C48/ZI/P267.
Footprint of the Sun City landfill site
The footprint of the Sun City landfill site is
approximately 11 hectares in size, and was
constructed for the disposal of general waste
from the Sun City Resort. General waste from
the Sun City Resort is divided into office waste
and food waste which is recycled at Sun City’s
recycling facility or disposed of at the landfill site.
The sources of this waste include the hotels,
staff villages and maintenance activities. The
landfill site is mainly utilised by Sun City’s on-site
waste contractor to dispose of general nonrecyclable waste.

Non-compostable garden waste such as palm leaves are also disposed of on the site. Additionally,
maintenance contractors occasionally dispose of building rubble on the landfill (refer to Figure 1 for
photographs of the existing site).

End land use and post closure activities
The process of investigating the most viable end land use is currently underway, Sun International
Limited intends to establish sports/recreational facility and/or natural bushveld on a capped and
rehabilitated area. Upon completion of decommissioning the Sun City landfill site, post closure
activities will include methane venting and ongoing monitoring and management of the site.
LEGAL FRAMEWORK
A Waste Management Licence is required in order to proceed with decommissioning and
rehabilitating the Sun City landfill site. A Waste Management Licence will be undertaken in
accordance with the National Environmental Management Waste Act, Act No.59 of 2008 (NEM:WA).

BASIC ASSESSMENT AND THE PUBLIC PARTICIPATION PROCESS
In accordance with the NEM:WA, the decommissioning of the Sun City landfill site is a category A
activity, therefore a Basic Assessment process will be undertaken in support of a Waste
Management Licence. The relevant licensing authority for the proposed decommissioning of the Sun
City landfill site is the North West Department of Rural, Environment and Agricultural Development
(READ).
Jones & Wagener (Pty) Ltd Engineering and Environmental Consultants (J&W) has been appointed
by GCX Africa on behalf of Sun International Limited as an Independent Environmental Assessment
Practitioner (EAP) to undertake the necessary environmental authorisations required for the
proposed decommissioning and rehabilitation of the Sun City landfill site.
As part of the Basic Assessment (BA) process, potential environmental impacts associated with the
decommissioning and rehabilitation of the Sun City landfill site will be identified and assessed. All
stakeholders will be afforded an opportunity to participate in the BA process.
Comments made during the BA process will be recorded in a Comments and Response Report
which will form part of the Basic Assessment Report (BAR). The purpose of the BAR is to provide
the decision-making authorities with sufficient information on which to base their decision to grant or
refuse a waste licence and if granted, to define conditions for the proposed project. Contributions
made by stakeholders from all sectors of society will ensure informed decision-making.
Refer to Figure 2 below for a summary of the Basic Assessment Process to be undertaken for the
proposed project.

SPECIALISTS STUDIES
A geohydrological assessment is being undertaken as well as a test on the volume of methane gas
available.
HOW TO BECOME INVOLVED IN THE PROPOSED PROJECT
Stakeholders are invited to register as I&APs for the proposed project by:
 Responding (by phone, fax, email) to the invitation to participate in the proposed project;
 Completing and forwarding the attached registration and comment form to J&W; and
 Contacting J&W regarding a query, comment or request for further project information.
The reports as mentioned above will be available for public review from 30 May 2017 to 30 June
