EOC Director
The Plans Section of the EOC is responsible for the Operational Area’s collection, evaluation,
dissemination, and use of information related to the development of the incident and the status of
resources. The Plans Section conducts EOC planning meetings, prepares the EOC Action Plan (EOCAP), disseminates Situation Briefings, and supports the overall EOC planning process.
The Plans Section Chief is responsible for managing the Plans Section, reporting to the EOC Director,
and carrying out EF #5: Emergency Management.
Initial Actions: 0-30 minutes (Activation Phase)

Report to the EOC, sign-in at the check-in area and receive a vest and
badge
Obtain Situation Status Report Briefing from the previous Plans Section
Chief, if applicable, or the EOC Director
 Make a list of key issues to be addressed by Plans
 Identify objectives to be included in the EOC Action Plan (EOCAP) and accomplished during the operational period
Ensure the Plans Section is properly set up and appropriate personnel,
equipment, and supplies are in place, including maps and status boards
If appropriate contact the State regional REOC and forward Situation
Status Reports and information to their Plans Section.
Meet with Operations Section Chief and obtain and review any major
incident reports
 Obtain a current EOC Communications Plan (ICS 205)
Based on the situation activate Units as needed:
 Situation Status
 Resource
 Documentation
 Demobilization
 Technical Specialists
Complete EOC Organizational Chart for the Plans Section
Brief assigned personnel concerning the event, EOC objectives, and their
Unit roles and responsibilities
 Identify key issues currently affecting the Plans Section
 Provide staff with position checklists
 Determine Plans Section objectives during the operational period
Ensure the Situation Status Unit maintains current information for the
Situation Status Report
 Receive a brief Sit Stat Report every 30 minutes
 Ensure Unit Leaders submit situation reports every hour
Ensure all incident status boards, maps, and other displays are current
and posted information is neat and legible
Ensure that Section personnel are maintaining their individual position logs

Ensure the responsibilities of any non-activated Units within section are
carried out
Ensure Situation Status Reports are produced and distributed to the EOC
Section Chiefs, EOC Director and any ICPs and REOC when appropriate
 At least once prior to the end of the operational period
 Advise ICPs of any significant changes in incident status
Ensure the PIO has immediate and unlimited access to all status reports
and displays
Conduct periodic briefings with Plans Section staff and work to reach
consensus on Section objectives for forthcoming operational periods
Ensure information is collected, evaluated, displayed, and disseminated
about the emergency situation and operation’s response:
 Coordinate activity of response operations
 Messages are communicated w/in EOC, to ICPs, and to REOC
 Collect damage information from all available resources
 Determine if next operational periods are needed
 Prepare and submit status reports to the EOC Director
Provide and receive input to/from the ICs, EOC Director, and Operation
Section Chief in preparing the EOC-AP
Facilitate the EOC Action Plan (EOC-AP) meeting:
 Review current and projected incident and resource status
 Develop objectives, strategies and tactics for the next operational
period: consider communications, transportation, medical , etc.
 Identify resources required to implement a plan
 Identify alternate and contingency plans for inclusion in the written
IAP
Supervise preparation and development of the Incident Action Plan (IAP)
(see EOC Action Plan packet of ICS forms 201/202, 203, 205, 207, 213 to
be completed)
Ensure EOC Incident Action Plan is completed and distributed prior to the
start of the next operational period
Ensure the Advanced Planning Unit develops and distributes reports which
highlight forecasted events or conditions likely to occur in the next
operational period, and beyond
Ensure the EOCumentation Unit maintains files on all activities related to
the event
Ensure the Demobilization Unit prepares a plan, if appropriate
 Oversee preparation of the Demobilization Plan

Task
Ensure the Demobilization Plan addresses the following:
 Release strategies and general information
 Priorities for release
 Transfer of authorities/responsibilities/mission
 Recommendations regarding timing and sequence of demobilizing
the Plans Section
Authorize deactivation of EOC Section, Branches or Units
Assist the deactivation of the EOC and it’s return to normal operations
when the emergency is terminated and/or the activation of the EOC is no
longer needed
Ensure all required forms, reports, and documents from each Section/Unit
are completed and submitted to the Documentation Unit Leader or the
Plans Section Chief.
 Submit time sheets to Finance Section
(If this position has not been filled submit the above reports to the EOC
Director)
Ensure open action items are completed at deactivation
Ensure Plans Section and Operations Section’s staff attend the afteraction review meeting
Coordinate debriefing sessions and a critique of the Operational Area’s
response to the emergency situation
Write the After-Action Report that captures emergency response lessons,
recommendations for future improvements to OA Response Plans, the
EOC, training, etc.
When determined by EOC Director, terminate operations and close the
EOC
