Local & PCC Elections 2016
Introduction
This Policy Alert covers the results of the local elections and elections for the office of Police
& Crime Commissioner held on the 5 May 2016. It also covers the mayoral elections in
Bristol, Liverpool, London and Salford, as well as the two by-elections that also took place.
The briefing summarises the results and highlights reaction to the elections.

A total of 124 councils in England were up for re-election, in part or in whole:

The projected overall vote share (if repeated at a general election), is: Labour (31%),
Conservatives (30%), Liberal Democrats (15%), UKIP (12%), Green/Independent/Other
(12%). At the equivalent elections in 2012; of the 124 English Councils with elections in May,
the Labour Party held 58 councils, Conservatives 40, and 23 had No Overall Control (NOC).

Reaction – Local Election Results

The UKIP leader hailed "breakthroughs" following a series of gains made by his party during
the UK-wide local and assembly elections, including winning six seats on Thurrock Council.

“The results of the local elections this week show us very clearly that local government has
come to the rescue for the national parties… Labour losses are fewer than many predicted
and this is in no small part because people are delivering a verdict on Labour councils and
not simply the national party. Conservative local government have saved the Tories from the
effects of their own cuts. They have been effective in managing declining funds whilst
continuing to provide public services.”

Parliamentary By-election results
There were two by-elections; Ogmore in Wales, and Sheffield Brightside.
In the Ogmore by-election, Chris Elmore held the seat for Labour, with 12,383 votes and a
majority of over 8,000, from second placed candidate: Glenda Davies of UKIP (3,808 votes).
In Sheffield Brightside, Gill Furniss held the seat for Labour, with 14,087 votes and a majority
of almost 10,000, from the second placed candidate: Steven Winstone of UKIP (4,497 votes).
Police & Crime Commissioner Elections
There were also elections for Police & Crime Commissioners (PCCs) across 40 Police force
areas in England and Wales. The parties entered the 2016 PCC elections with the
Conservatives holding 16 police commissioners, Labour holding 13 and 11 independents.

In Nottinghamshire, Paddy Tipping (Labour), retained his role as PCC, with 89,749 votes
following the second stage count, as opposed to his nearest challenger; Tony Harper (Con)
with 48,155 votes. It is worth noting that turnout in the PCC elections was up across the
board compared to 2012, with a lowest turnout of 17.4% of the electorate in Durham, and a
high of 49.1% in Dyfed-Powys. Turnout in Nottinghamshire was 21.8%, up 5.4% on 2012.
