Constitution of the Southern California Cadet Council

Article I: Name
The name of this organization shall be the “Southern California Calvinist Cadet Council Inc.”
(Herein after referred to as SCCC). This Council is a part of the Calvinist Cadet Corps which is
a division of the United Youth Organization, Incorporated under the laws of the State of
Michigan.
Article II: Purposes
Section 1. To promote uniformity amount member clubs of the Council
Section 2. To stimulate interest in the CCC movement among churches willing to adhere to
Calvinistic principles
Section 3. To provide promotional material for the member clubs
Section 4. To maintain a stock of supplies for sale to the member clubs
Section 5. To assist each individual counselor
Article III: Membership
Section 1. Any Calvinist Cadet Corps club which subscribes to this constitution is eligible,
subject to approval by the Executive Board. Each Calvinist Cadet Club shall be represented by
one or more of its counselors at regularly scheduled Council meeting. (Art IV sec. 44 Calvinist

Section 2. Continued absence from the Council meetings (three or more consecutive meetings
missed) or lack of interest may be the grounds for dropping a club from the active member, or
club council list after being first served notice to that effect. The erring club will then be
considered inactive.
Section 3. All men desiring to serve their church as Cadet Counselors must avail themselves of
the Counselor Certification Course offered each year by the Council, unless otherwise having
received the certification. (CCC July 2012 Ed.)
Section 4. All men chosen to serve their local club as Head Counselors must avail themselves of
the Head Counselor Certification Course offered each year by the Council, unless otherwise

Article IV: Officers
Section 1. The Officers shall consist of President, Vice President, Secretary, Treasurer,

Quartermaster, and Congressman(men). Officers must be active Counselors in their respective
clubs (Art. VI Sec. 63 (CCC)). A waiver of this requirement shall be approved by a 50% +1 vote
of the counselors present at a regularly scheduled council meeting.
Section 2. The duties of the President shall be to create meeting agendas as well as preside over
the meetings Schedule Executive Board Meetings and provide an agenda for said meetings.
Appoint committees and see that the work of the Council goes forward.
Section 3. The duty of the Vice President is to stand in for the President at any council meeting,
or event where the President would normally be present.
Section 4. The Secretary shall keep an accurate list of member clubs and an accurate record of
their attendance at the meetings. He shall record the minutes of the business meetings and
assume the duties of any absent officer. He shall carry on all official Council correspondence.
He shall send a copy of the minutes to every Counselor at least two weeks, but not later than one
week prior to the next meeting date. The Secretary will also act as the de facto webmaster for
the council website – www.socalcadets.com.
Section 5. The Treasurer shall collect dues and keep a record of the financial situation of the
Council, and report on such upon request. He shall take over the Secretary's duties should be
Secretary be absent, and he shall take over the President's and Secretary's duties should both be
absent.
Section 6. The Quartermaster shall be responsible for supplying each club with materials
provided by the Corps, and request by the Club. He shall take over the duties of the President,
Secretary, and/or Treasurer should all three be absent.
Section 7. The duties of the Congressman shall be those mentioned in Article V Sec. 57 CCC.
Section 8. The above mentioned officers shall constitute the Executive Board and shall
formulate the plans and procedures for the organization's activities subject to the approval of the
Council membership. Developers of Counselor Education (DCE) as certified by the Calvinist
Cadet Corps (CCC July 2012 Ed.) and selected by the SCCC shall also serve as members of the
Executive Board.
Article V: Elections
Section 1. The elections of officers shall take place at the last meeting of the Cadet Calendar
year and the new officers shall assume their duties at the conclusion of the annual West Coast
camporee or on September 1, if no camporee is held.
Section 2. The terms of office shall be as follows: President – Three years; Vice-President –
Three years; Secretary, Treasurer, and Quartermaster – Four years. The Treasurer shall be
elected on the odd-numbered years, and the Secretary and Quartermaster shall be elected on the
even-numbered years.
Section 3. The terms of office may be extended under the following circumstances

No other counselor is standing for nomination/election to the office currently being held
Officer currently holding said office is willing to serve for another term
Officers serving for extended terms shall be interviewed each year by the Executive Board to
determine willingness to continue to serve.
Article VI: Congressman
The election of a Congressman for a three-year term per Article V Sec. 51 CCC. The
Congressman shall assume his duties at the beginning of the Calvinist Cadet Corps fiscal year.
Article VII: Meetings
Regular Council meetings will be held on the last Thursday in August, the first Thursday in
November and February, and the last Thursday in April. The President shall have the power to
change the date of these regularly scheduled meetings on a case-by-case basis. Furthermore, the
President shall call additional meetings when needed. Meetings are to be held on a rotation basis
with at least one meeting each Cadet Year at churches in one of three regions – West (Los
Angeles, Orange Counties), East (Riverside, San Bernardino Counties), and South (San Diego
County).
Article VIII: Voting Power
Each club will be allowed a maximum of two votes irrespective of the number of counselors
present at a council meeting, or for electronic vote. Each Cadet counselor present at a Council
meeting counts as a single vote. Voting by telephone or electronic means will be on a case-bycase basis as determined by the CCC Executive Committee and/or the Southern California
Executive Board.
Article IX: Quorum
The number of Cadet counselors present at a Council meeting shall constitute a quorum. A
quorum is necessary to hold all business meetings.
Article X: Amendments
Any article, except Article Two, may be amended by a two-thirds vote by the full Council. Any
proposal to change this CCC may be received during a regularly scheduled meeting but will not
be voted upon (at a minimum) until the next regularly scheduled council meeting.
Article XI: Committees
Section 1. The only standing committee within the SCCC is the Blue Star Committee.
Section 2. The Blue Star Committee is comprised of at least three (3) current members of the
SCCC. Each committee member must be a recipient of the Blue Star.
Section 3. Each member of the Blue Star Committee will be selected by a majority vote of the

SCCC Executive Board.
Section 4. The Blue Star Committee purpose is to receive (and act upon) nominations from local
clubs per the Blue Star Award Guidelines published by the Calvinist Cadet Corps.
Section 5. The Blue Star Committee will perform its function via whatever method is most
appropriate for the members (face-to-face, via email, etc.).
Section 6. Recommendations to award a Blue Star shall be vetted through the Southern
California Council Executive Board for final decision.
Article XII: Jim Greenfield Fund
The Jim Greenfield Fund (GFF) was established to provide financial assistance for clubs in the
SCCC.
Section 1. Any club identified as a member of the SCCC may apply for financial assistance.
The request should be in writing, addressed to the Council Congressman.
Section 2. The request for financial assistance is not limited to a specific amount or for its use by
the requesting club. However, the request should provide a specific amount being requested, and
what the money will be used for.
Section 3. The Council President and Treasurer shall review the request and provide the
information to the Executive Board for consideration.
Section 4. The Executive Board, at a regularly stated meeting, shall review the request and vote
to approve. Approval is by 50%+1 of the quorum.
Section 5. The monies shall be drawn out of the general fund and reimbursed from the GFF.
Section 6. The GFF shall not be mixed with any other budget line item.
Section 7. Funds to replenish the GFF shall be obtained via solicitation to the council member
clubs and/or individual counselors.
Section 8. The GFF shall be maintained in perpetuity as a memorial to a counselor who did
everything that he could for cadeting up to the day he passed onto Glory.
Article XIII: Standing Functions/Events
In addition to the regularly scheduled council meetings (Art 7), the following are considered
regular events and shall be coordinated by the SCCC.
 Camporee Certification – to facilitate participation by counselors and cadets at the Cadet
International Camporee by earning the Camporee Certification as outlined in the
Camporee Certification Course published by the Calvinist Cadet Corps (CCC July 2012
Ed.)

 Field Day – to promote Christian fellowship and individual participation in events that
are practical for camping, as well as sports.
 Southwest Region Counselor Conference – to provide a variety of training opportunities
to members of the Golden Bear, Pacific Sierra, and Southern California councils.
 Pinewood Derby - to promote skill in woodcraft and individual participation in Pinewood
Derby racing.
 Rocket Launch – to promote skill in the hobby of rocket building and teach safe and fun
participation.
 West Coast Camporee – to promote Christian fellowship in an environment of outdoor
camping. To allow counselors and cadets to learn and improve upon camping skills.
Article XIV: Approval of Constitution
Section 1. Approval of the SCCC Constitution, in part or by amendment, shall be accomplished
by a two thirds majority vote of all active Southern California Cadet Council members
Section 2. Votes shall be tallied and results presented at the next regularly scheduled meeting of
the SCCC.
Section 3. Newly approved SCCC Constitution shall go into effect at the conclusion of the
annual West Coast camporee or on September 1, if no camporee is held.
