The "best" solutions are those corresponding to frequencies : => already used by another need, => with a minimum number of remaining needs capable to use the frequency, => implying a minimum of shifts. 5. New frequencies are searched for requested shifts (No shift for them). 6. If all requested shifts can not be satisfied, a "Feed-back" is done : => Unsatisfied shifts are considered as non shiftable and the planning process restarts from step 2. (b) The 8.33 Programme Horizontal expansion provided an excellent solution to congestion relief in the Upper airspace of the HEX States with the anticipated congestion alleviated until 2013. However the lower airspace risks congestion by 2004. The combined HEX Upper and Lower airspace may until around 2009. (c) OTHER ICAO EUR States will reach congestion after 2010 with saturation 4 years later. An 8.33 implementation programme may postpone this congestion. (d) Localised congestion already exists in some core States. => Propose strategies for the future 1.2 The preliminary trends and conclusions for the frequency simulations of the different VEX Scenarios are: (e) The Academic (Scenario 4) removes the congestion problem but is not a realistic option. (f) The “iNtended and Known” Massive Vertical (Scenario 3) provides the best long term solution until 2015+. (g) The alternative Scenarios 1 and 2 down to FL195 and adding the TMAs provide solutions, but even accumulated, they do not solve the long term problems through to 2015. 1.3 An improvement in the number of HEX Implementation conversions to 103, provides benefits across all of the Vertical expansion Scenarios. 1.4 The earlier the conversions are undertaken, the more benefit can be reclaimed.
