Contract Description
•
OPM TMA, an ID/IQ contract, was awarded to Sigmatech
by the Office of Personnel Management on 29 October
2007 for a period of five years whose sole purpose is to
create a comprehensive, end-to-end service model that
Government agencies will find responsive to their needs.
•
Type of work required includes: analysis, design,
development implementation, and evaluation of
customized training programs, job aids, and enterprisewide performance support strategies and tools.
•
Examples of products to be delivered include: classroom
based training materials, print-based instructional
materials, CBT, WBT, blended learning solutions, and
learning, management and information systems
development.

June 27: Won our first task competition! Successful oral presentation to
FDA for web development, database, IT services
– Kickoff meeting on July 16
– Three tasks added to original SOO
– Work orders have been issued for all tasks

September 15: Won our second task competition! Successful written
proposal to DLA for Lean Six Sigma Support
– Kickoff meeting on September 18

• In all cases we will refer to the team member capabilities
• If we see gaps that could be mitigated by bringing in another
team member to support the effort, we will make that
recommendation
• We will select team members as early in the TOC process as
possible
• We look at the entire picture and ensure Sigmatech and our
team members are in the best possible position to win and
assure that the best product is delivered

In Preparing for TOCs Sigmatech will:
• Coordinate Development of Proposal or Oral
Presentation
• Provide Strategy, Advice, and Assistance
• Perform a Quality Control Review of the Proposal or
Presentation
• Complete and Package the Final Submission

• Deliverables and Invoices
• Monthly Reporting
What is the process?
• Contractor includes a Delivery Receipt Form (DRF) with
the deliverable to the Client
• Client completes (sign and date) and returns the DRF to
Contractor
• If the deliverable is accepted, the Contractor submits an
original proper invoice and completed DRF to Chief
Financial Officer (CFO) and a copies to TMA
• Once the TMA project manager has validated both the
invoice and the DRF, payment will be authorized
