THE PROFILE
1.0 Introduction:
The Foundation is formed by citizens live in one of the oldest towns in the
history of Tanzania, that stands today as Municipal Council consists of 19
administrative wards and 274 mitaa, with a population size of about 228,863
(2002). The foundation is about 195 Kilometers to the West of Dar es salaam city,
situated on the Lower slopes of Uluguru Mountains whose peak is about 1,600
feet above sea level. The total area serves by the Foundation is 260 square
kilometers.
2.0 Establishment:

The Morogoro Municipal CF establishment on 23rd day of June
2008, after Sensitization Workshop held in December 7, 2006 in
Morogoro Tanzania, that was concluded with community
declaration to form the CF that will pursue the goal of
improving quality of life of the Morogoro Municipality
Citizens. The CF was launched on August 28th, 2008 by 379
community members, who voluntarily provided an initial
financial contribution support of US$17,000. “The affairs of
Foundation are administered as a voluntary, autonomous, secular,
non-partisan, non-governmental organization for the purpose of
fulfilling its objectives”
3.0 Resources for MMCF long-term sustainability:
Majority of its citizens are poor, economically, live in subsistence farming, smallscale enterprises and industries. With an increasing number of higher learning
institutions, secondary and primary schools, one Regional hospital and several
health centres to cater for health services, yet, the majority gets less than a US$
per day to survive. The situation is influenced largely by non existence of good
infrastructure in terms of roads and reliable markets, low productivity in
economic activities, particularly, agriculture and livestock and business
enterprises; lack of entrepreneurship skills and low level of education which is
resulting from inability to meet costs for education. Poor health services puts
most of people in continuous prevalence of diseases and unemployment is
increasing as a result of the closure of many industries, which were operating in
the last decade, and the increasing number of CSOs and private sector has so far
contributed insignificantly to the welfare of the citizens.
The MMCF believes that in order to achieve the goal of promoting and
improving quality of life of the citizen, it is crucial to strengthen Social capital
and Social economic development by providing financial and non-financial
support.
4.0 Goal, Vision, Mission and Objectives
Goal:
To improve quality of life of citizens in Morogoro Municipal through
strengthening social capital and social-economic development initiatives by
providing financial and non-financial support.
Vision:
A community-driven body well acknowledged, responsible and responsive in
facilitating and supporting sustainable development that ensures a prosperous
local community of Morogoro Municipality.
Mission:
To solicit resources, coordinate and disburse funds directed at promoting
community-based self-help schemes for community development.
Objectives:

To raise funds through fundraising activities such as grants, contributions,
donations etc as the foundation may deem fit under the prevailing
circumstances, for the purpose of achieving the foundations’ goals;
To promote and grant a range of activities in the community aimed at
alleviating poverty especially to marginalized and vulnerable groups of
the society.

o On promoting local learning centres and libraries for children
including the promotion of children sport activities and utilizing
available open spaces for sports and educational purposes.
o In research, evaluations and networking initiatives related to the goal
of the Foundation.
o Improving the quality of life and environment in Morogoro
Municipality
o To establish a permanent investment fund (endowment fund) and
investing in non-risky investments.

To do other things as the Foundation may decide which are conducive
to the attainment of the aims and objectives of the Foundation
5.0 Administration and Management:
The Board of Trustees is the highest administrative body of the foundation that
has the exhaustive constitutional power to run the Foundation leadership in
terms of, approve the annual programme and budget, decide on the use the
property, and on establishment and increase of the endowment fund and
appoint the appoint a liquidator. The Foundation’s Executive Director is the day
to day responsible staff and chief executive officer of foundation’s operations.
6.0 Property and Endowment of the Foundation
The property of Foundation solely is for public beneficial purpose and for
covering expenses resulting from the foundation's administration. The amount of
administration expenses in the extent necessary for the foundation's operation is
determined annually by the Board of Trustees.
7.0 Entities eligible for the foundation's support
The foundation provides grants to the active development actors within its
jurisdiction in improving the quality of life and environment in Morogoro
Municipality, mainly to community groups (CBOs), Non - governmental
nonprofit sharing organizations, Citizens and civic initiatives and other public
beneficiaries, including individuals
8.0 Condition for providing resources to the third person
The foundation provides resources to individuals, organizations and institutions
that are listed in Article VIII of its constitutions, actively involve in the fields of;

Well established mini office with clear working procedures,
Use of media (especially local ones) for awareness raising of CF to the large
community. Thanks to Radio Abood, ATV and various newspapers for their
dedicated efforts on MMCF matters in 2009.
A Five Year Business/Fundraising Plan 2007/8 – 2011/2, though requires
operational strategies and serious multi-sectoral supports.
Good cooperation with TASAF, the Wings Global Fund (GFCF), Morogoro
Municipal Council and Local Contributors in several MMCF aspects.
High level of awareness to different leaders and development actors in
operational areas. Thanks to Hon Mayor Prof, R. Ishengoma for his talented
efforts in ensuring implementation of MMC financial commitment to MMCF.
Community needs and opportunities survey to Morogoro Municipal
community conducted from 26 – 27 July 2008 that set a benchmark for
competitive grant-making criteria and priorities.
COMPETITIVE GRANTS ISSUED BY MMCF DURING 2009:
With its minimum resources realized during the year, MMCF extended grants

These grants were necessary for initial understanding of MMCF’s concepts and the communities’
ownership as self reliance tool.
Challenges:
• How to realise a Continuous Broad based community fund raising
modalities.
• How to set an effective and motivated voluntary system towards
supporting MMCF operations
• Uniqueness of the CF against other competitive development models in
the country.
Priorities for 2010:
i.
Strengthening competitive granting model in MMCF operational areas;
ii.
Air a broad based 30 minutes weekly Radio Broadcasting
iii.
Organize at least 2 annual Learning and Sharing W/shops
iv.
Establishment of spaced office with basic modern equipment and
facilitation tools – computers, printers, scanners, fax machine, DVD/CD
productions etc
v. Practical strategies in building an endowment that will increase the level
of funds available to community developments.
