Region 9 Healthcare Coalition Membership Definition and Expectations Updated May 1, 2017 On September 8, 2016, the Federal Register posted the final rule Emergency Preparedness Requirements for Medicare and Medicaid Participating Providers and Suppliers. The regulation went into effect on November 16, 2016. This final rule references healthcare coalitions over 35 times as a community resource for planning, training, exercise, and response for healthcare providers. Organizations from all seventeen impacted provider types are receiving guidance from regulators and accreditation agencies to document their participation in community based planning, training and exercise efforts. To support providers the Region 9 Healthcare Coalition hopes the following definition of membership and participation will assist in meeting CMS compliance. Membership in the Region 9 Healthcare Coalition is defined as any healthcare entity within the ten counties and three tribal nations of eastern Washington that actively contribute to HCC strategic planning, operational planning and response, information sharing, and resource coordination and management. In practice this means completing the following elements within one calendar year: Participation in Region 9 Healthcare Coalition Essential Elements of Information Response Process. Details of this information sharing process can be viewed in this short video training. o Provision of three deep contact list for EEI participation o Verification of staff training on EEI participation o Provision of situational report distribution contacts Share exercise outcomes and lessons learned with Region 9 Healthcare Coalition members through presentation, newsletter contribution, or posting to R9 HCC website. Participation in one of the following options: o Attendance and contribution to a planning workgroup. A list of current available workgroups are available on request at [email protected]. o Attendance at Region 9 Healthcare Coalition sponsored training. A list of current events and registration can be found at http://www.srhd.org/HCC o Presentation at a Region 9 HCC meeting or submit newsletter article. Based on guidance from our federal partners, in anticipation of continued federal grant funding reductions the Region 9 Healthcare Coalition relies on, we are asking for financial contributions from Healthcare Coalition members. The Region 9 Healthcare Coalition (R9 HCC) works to strengthen the emergency preparedness and response planning for all aspects of healthcare through community coordination and collaboration. Healthcare Coalition participation is appropriate for all types of healthcare providers, mental health providers, EMS professionals, public health professionals, emergency managers and related services. The Region 9 HCC consists of members who both provide expertise and receive the benefit of other’s expertise to achieve their agencies’ goals. R9 HCC membership is defined as any healthcare entity within the ten counties and three tribal nations of eastern Washington that actively contribute to HCC strategic planning, operational planning and response, information sharing, and resource coordination and management. The R9 HCC is grant funded under Health and Human Services Assistant Secretary of Preparedness and Response Healthcare Preparedness and Response grant; the benefits of HCC membership are currently free for the healthcare systems of our region.
