UNICEF Tbilisi requests proposals to select the company for - Implementation of the
Child Protection Referral Procedures at municipality level
Submit your proposal with unit price(s) in GEL together with vendor registration form, as instructed, on or
before closing time.
(a) Note that failure to submit proposal in GEL, or in accordance with the requested terms, will result in
automatic invalidation of your application.
1. In addition, please note that:
(a) UNICEF and its implementing partners are VAT exempt. Kindly ensure that all price(s) quoted in GEL are
excluding VAT;
(b) For transparency of the process we require that the proposals are received in the sealed form (sealed
envelopes);
(c) It is important that you read all of the provisions, to ensure that you understand UNICEF’s requirements and
can submit an offer in compliance with them. This includes submission of ALL documents requested. NOTE
that your proposals should be submitted in English using the enclosed format. Proposals received in any
other manner or after the indicated above deadline will be INVALIDATED.
(d) Evaluation criteria will be based on reliability of the organization, suggested methodology and approach, best
price and proposal terms. The ratio between the technical and price criteria is 70:30.
(e) In case of pre-payment request, bank guarantee letter should be submitted
SUBMISSION TERMS:
In order to be considered for an award, your technical and price proposals should be hand delivered in separate
sealed envelopes and placed in the locked Tender Box located at the Ground Floor of UN House, 9 Eristavi Street,
Vake, Tbilisi 0179, Georgia NO LATER than 15:00 of 14 December 2016.
While the price proposals remain sealed until the technical evaluation is completed, the technical envelopes will be
opened immediately after the closing time and forwarded to the unit designated to manage the selection process.
One representative from each bidding company may attend the opening process.
The sealed envelopes should be labeled as follows: (1) P-GEO-2016-013- Technical Proposal and (2) P-GEO-2016013 - Price Proposal.
Technical Proposal should include: 1) Organizational profile and brief
description of its activity showing minimum of 3 years organizational
experience working in the field of child protection in Georgia, in developing
training programmes and providing training and working at the community
level with different stakeholders; 2) Brief project proposal and timeline 3)
CVs of the staff members involved in the project.
Price Proposal should include: Cover letter; proposed budget with
indication of proposed fees; (in GEL).

Terms of Reference
Implementation of the Child Protection Referral Procedures at municipality level
Background
The reform of the Child Care system has allowed significant progresses over the past years. Guided by
National Child Welfare Action Plans 2008-2011 and 2012-2015 and by Human Right Action Plans 20142015 and 2016-2017, the reform originally focused on ending the use of large institutional care, on
strengthening family support services, social work and social protection measures to prevent child
abandonment, and on establishing alternative forms of care for children without families. Since 2011, the
Government broadened the scope of the reform in order to address the needs of vulnerable groups, such
as children living and/or working on the streets and children victims of violence.
The Child Protection Referral Procedures (CPRP) are a state-run mechanism developed to ensure
effective identification, assessment and responses to cases of violence against children. Adopted in 2010,
the CPRP originally brought together three Ministries: Ministry of Labour, Health and Social Affairs,
Ministry of Education and Science, and Ministry of Internal Affairs. In September 2016 the CPRP were
amended and a new governmental order1 required all State agencies as well as local municipalities to get
involved with the identification, assessment and monitoring of children victims of violence. This
broadened scope of responsibilities provides more opportunities for early identification of possible
victims of violence and creates a more comprehensive response system. However, it is now necessary to
ensure that each agency/institution is knowledgeable and able to comply with its obligations and
functions as regards to the CPRP.
Developing State response mechanism to deal with violence against children (VAC) was especially
important in Georgia. UNICEF study, conducted in 20132, revealed a very high level of acceptance of
violence against children among the general public and professionals working with children. The study
showed that the Georgian population is reluctant to report cases of VAC and professionals often do not
perceive a case as violence unless it is “severe and repetitive”. In such environment it is crucial to
develop comprehensive and interrelated interventions in order to decrease acceptance and practice of
VAC and develop more effective response mechanism. The following TOR addresses the later issue.
Problem Overview
The “new” CPRP seek to involve a new and crucial partner within the referral mechanisms: the
municipalities.
In Georgia, the municipalities have neither the skills nor the experience to deal with comprehensive
social programs and issues. The budget component dedicated to social issues is currently mainly used for
a “one-time assistance” for identified vulnerable groups. Needs of particular members of local

reported. The social departments of local municipality are mainly responsible to disburse defined
benefits. These benefits include one-time support to families with multiple children, single mothers, or
pensioners, support for heating in winter, rehabilitation of the dilapidated housing, etc. The social work
component is almost non-existent at municipality level and case management skills are missing. The
necessary skills and knowledge related to the new role of the municipalities as regards to the CPRP is
also non-existent. It is therefore crucial to develop such competences, skills at local level. Additionally, it
is also important to bring together all the local stakeholders around the issue of VAC to create a shared
and common understanding and knowledge and to define coordination mechanisms.
According to the Social Service Agency (SSA), the Autonomous Republic of Adjara is one of the regions
where the level of violence against children is relatively high. Furthermore, the local authorities in Adjara
have expressed a strong interest in developing their capacities as regards to the CPRP.
It has therefore being decided that the AR of Adjara will serve as a primary target of intervention.
Objectives of the Terms of Reference:

Create a shared and common understanding as regards to the issue of violence against children
and as regards to the CPRP among professionals working with children;
2.
Increase knowledge and competences of local authorities in Adjara to adequately act within the
mandate granted by the CPRP.
Scope of Work:
The selected organization is expected to perform the following work:

Following a brief assessment/mapping of the administrative structure and the identification of the
main stakeholders (local authorities and State agencies) to be involved with the CPRP, conduct in
collaboration with UNICEF representatives introductory meeting(s) with representatives of the
Adjara government (Ministry of Health and Social Affair, Heads of local municipalities) in order to
introduce and explain the initiative and in order to ensure their support and involvement when
necessary (5 days);
Develop a training curricula and materials for the following trainings/participants (10 days):

A 3-days training on violence against children for the representatives of gamgebeli,
nominated staff from municipalities’ social departments and those responsible for
kindergarten monitoring at municipality level4 ; the training shall include a brainstorming
session to develop a shared understanding of what violence against children entails; training
will also cover bio-psycho-social and legal aspects of VAC; as well as introduction of a
municipality”. The Gamgebelis are elected directly by voters in their respective municipalities. Municipalities, or districts, make up
regions and the main executive post on the regional level is governor; unlike city mayors and municipality gamgebeli, governors are
not elected, they are appointed by the Prime Minister.

model internal CPRP guideline5 for municipalities; training should also provide an
introduction to the field of social work as it applies to child welfare and child protection;
1-day additional training for staff members of municipalities’ social departments in
order to develop a comprehensive knowledge and skillset to be able to analyse reported cases
of VAC and be able to support SSA in child monitoring as per CPRP;
Carry out the training in each municipality;

Organise a 1 day stakeholders’ meeting per municipality gathering all major players of the CPRP:
social workers, teachers, medical professionals, policemen, representatives of local municipalities,
influential/respected members of local communities, etc. The objective of this meeting is to introduce
the CPRP to all involved parties and to develop mechanisms of collaboration at municipality level;

Organize follow-up meetings in all municipalities to evaluate/analysis successes and challenges
related to the implementation of the CPRP; these meetings will also allow technical assistance and
mentoring.
Qualifications Requirements
The selected organization is required to have an experience in the field of child protection in Georgia, in developing training
programmes and providing training. In addition, the selected company is expected to demonstrate an experience working at
community level with diverse stakeholders.

The selected company’s performance during the work will be evaluated against the following criteria:
timeliness, quality of the deliverables, and satisfaction of the trainees.
Supervision arrangements
The selected organization will work under the direct supervision of the UNICEF Social Welfare Officer. The selected company will
be responsible for maintaining close contact with the supervisor regarding all the key issues and actions related to the project
planning and implementation.

Unsatisfactory performance
In case of unsatisfactory performance the contract will be terminated by a notification letter sent 5 days prior to the termination
date.
Monitoring
UNICEF will be monitoring the project implementation based on the quality and timeliness of project deliverables and reports.
