JOINT COMMUNICATION ROYAL MAIL AND CWU REGARDING THE JOINT REVIEW
OF ACTIVITY VALUE ANALYSIS (AVA) IN PROCESSING AND ADMIN
Colleagues will be aware that the Terms of Reference Between Royal Mail and the CWU
Covering the Joint Review of Activity Value Analysis (AVA) was agreed in December 2016.
In line with the agreed Terms of Reference the Joint Steering Group (JSG) has met to review
the various functions and work streams identified in Activity Value Analysis (AVA) and agree
next steps in order to progress the activity.
The JSG has agreed that the functions that are to be reviewed will fall into the following two
categories:
Category 1
Category 1 will be progressed locally by CWU Area Processing Representatives or CWU
Area Admin representatives (or a relevant representative where agreed) and Plant or
appropriate manager/s in accordance with the Industrial Relations Framework. It has been
agreed that a local review of these functions will be undertaken as the roles involved are not
prevalent in all Mail Centres and as such will be reliant upon specific local knowledge and
unique situations which may vary from Mail Centre to Mail Centre.
Therefore in early 2017, if your Mail Centre is affected by this review activity management
are likely to present proposals which are to be progressed in line with the IR Framework. Full
terms of MTSF will apply where appropriate.

CWU grades aligned to World Class Mail activity
Quality check duties
Security duties
Label duties (with the exclusion of Romford, Jubilee and Mount Pleasant
Miscellaneous duties.
The plants identified above under Label duties will undertake a more detailed review through
the JSG.

Category 2
In line with the Nationally agreed TOR functions/strands under Category 2 will be reviewed
by the Joint Functional Working Group (JFWG), who will work with the local parties in the
field and coordinate with the Joint Steering Group (JSG). Once the JFWG’s findings have
been established and agreed, they will be reported back to the Joint Steering Group (JSG),
who will provide recommendations to the relevant National CWU/RM Strategic body for
endorsement prior to any implementation taking place. Where implementation of the findings
is agreed the JFWG will support and monitor local deployment.

MC support – this includes accommodation of affected LA’s from other strands.
The JSG is currently in the process of finalising the JFWG’s and it is anticipated that the
Category 2 review activity will commence in the near future. JFWG members may contact
