1.2. Timing and Duration of Works
Works will commence on the 6th February and finish on the 31st March, 2017.
1.3. Site Access and Temporary Roads, Hard Standings etc.
The Contractor shall allow for forming a suitable site access to allow the works to be undertaken
during the agreed contract period. This shall include providing all temporary roads, hard
standings, crossings and the like necessary for carrying out the whole of the Works. On
completion of the works the Contractor shall remove any temporary haul roads and fully
reinstate the access way.
1.4. Limitations of Working Space
The Contractor shall confine everything pertaining to the Contract within the area of the
proposed works and surrounding areas. The Contractor’s operations are to be confined to the

minimum area required to carry out the works, which shall be executed carefully so as to cause
minimum nuisance and inconvenience to the users of adjoining facilities.
No storage of materials will be allowed on the adjoining roads or pavements.
1.5. Trespass and Nuisance
All reasonable means shall be used to avoid inconveniencing adjoining owners and occupiers.
No persons employed on the works shall be allowed to trespass on adjoining properties.
The Contractor shall indemnify the Employer against any claims or action for damage on account
of any trespass or other misconduct of the Contractors' employees.
The Contractor or any of its sub-contractors, their staff and workmen shall not park any vehicles
or plant on roads surrounding the Employer’s site.
1.6. Inspection of the Site
The Contractor is recommended to visit the site and surrounds, as no claim due to lack of
knowledge that could have been obtained by such a visit will be entertained. Details may be
obtained from the Contract Administrator, Steve Riley.
Site visits will be hosted on the following date:

10:00 – 14:00, Thursday, 22nd December
1.7. Advertisements
All rights of advertising on the site shall be reserved by the Employer and the Contractor shall
take all necessary measures to ensure that no unauthorised advertising takes place.
1.8. Publicity
No information, either written or verbal, nor photography or drawings concerning the
Contract shall be supplied by the Contractor to any third party without the written authority of
the Employer.

1.9. Programme
When required by the conditions of contract, or as requested by the Employer the Contractor
shall amend and revise its programme or works to show all works completed at the time of
revision and the anticipated phasing and completion of all uncompleted works.
1.10. Plant, Tools and Vehicles
The Contractor shall allow for providing all plant, tools and vehicles necessary for the completion
of the Works.
1.11. Site Administration
The Contractor shall allow for all necessary site administration for the proper execution of the
Works. Prior to commencing the works on site the Contractor shall confirm to the Employer
the name of the person in charge of the site together with brief details of their experience.
This person is not to be changed without the prior agreement of the Employer, which will not
be unreasonably withheld.
1.12. Site Security and Temporary Fencing
The Contractor shall ensure that the works and the site are properly protected and secured at
all times, including any works outside the site boundary, and that the Employer is indemnified
against any claim for loss, damage, theft or the like. Where required the Contractor shall
provide temporary and permanent fencing as necessary.
The site is to be maintained in a secure state until completion, at which time all temporary
fencing, building materials and equipment shall be removed and the site made good. The site is
also to be left in a safe and tidy state at the end of each working day.
Guard dogs shall not be used.
1.13. Temporary Accommodation for Use by the Contractor
The Contractor shall allow for providing and maintaining all necessary temporary offices or
storage for materials for its own requirements.
No offices, stores or temporary buildings shall be erected on site without first obtaining the
consent of the Employer as to the position in which they are to be erected.
Contractor to photograph condition of site prior to temporary accommodation.
All huts and other temporary facilities shall be removed, and contaminated soil disinfected and
all damage made good on completion of the works.
1.14. Safety, Health and Welfare of Work people
The Contractor shall allow for providing and maintaining all welfare and safety measures to a
standard not inferior to that laid down in statutory instruments, rules and orders and
subsequent amendments thereto for all workmen employed on the site including the employees
of sub-contractors.

Sanitary accommodation for workmen and staff shall be provided by the Contractor, connected
to existing drainage where practicable, and maintained in a thoroughly clean, deodorised and
orderly condition.
The Contractor shall provide industrial safety helmets complying with the latest BS for the use of
all personnel including sub-contractors and authorised visitors attending the site. The
Contractor shall be expected to use its best endeavours to ensure that safety footwear, helmets
and other necessary protective clothing are worn be all personnel on site in accordance with
current legislation. The Contractors' attention is particularly drawn to its obligations under the
Health and Safety at Work Act etc., 1974.
1.15. Maintenance of Roads etc.
The Contractor shall maintain all public and private roads, footpaths, paved areas, boundary walls
and fences on or adjacent to the site in their present condition and on completion, make good
any damage arising from the works and reinstate to the satisfaction of the Employer.
The Contractor shall carry out a photographic survey of the site boundaries, footpaths and roads
and agree this with the Employer prior to works commencing.
1.16. Keeping Roads etc. Clean
The Contractor shall keep any public, private and existing roads, footpaths and paving on or
adjacent to the site or used by traffic entering or leaving the site in a clean and unobstructed
and safe state to the satisfaction of the Employer, the Police and the Local Authority. He shall
use all means to prevent mud or rubbish of any kind being carried on to such roads, footpaths
and paving, by vehicles belonging to himself or any other sub-contractor to the reasonable
satisfaction of the Employer.
Where, however, in spite of such precautions, mud or rubbish is carried on to the roads,
footpaths or paving, the Contractor must immediately clean up such mud or rubbish at the
Contractor’s own expense by scraping, brushing, shovelling and removing to tip. Special
attention must be given to prevent mud becoming embedded in the road and footpath surfaces.
1.17. Removing Rubbish etc. and Cleaning Works on Completion
The Contractor shall allow for removing all rubbish, protective casings, coverings and debris
from the site. All materials shall be disposed of in accordance with all appropriate
environmental and health and safety legislation.
Rubbish, etc shall not be burnt on site.
1.18. Police Regulations
Police regulations shall be ascertained and the Contractor shall allow for complying with any such
regulations or requirements concerning pedestrian or vehicular traffic control, the loading and
unloading of or waiting by vehicles on the public highway, site ingress and egress, safety
precautions and other matters affecting the works.

1.19. Control of Noise and Pollution
The attention of the Contractor is drawn to the provision of Section 60 of the Control of
Pollution Act 1974 with references to the control of noise in relation to any construction
works, and must comply therewith. The Contractor is recommended to confer with the local
Chief Environmental Officer in relation to proposed method of work and resultant noise level.

Work can only take place between 07:00 and 18:00 hrs from Monday to Friday. No work is
permitted on weekends or on Bank Holidays, unless permitted by the Employer. The park bylaws must be adhered to at all times.
1.20. Planning Consent & other Statutory Approvals
The Contractor is to allow for all necessary liaisons with the relevant planning authority and for
complying with any requirements of the planning authority and all other statutory authorities
notified to him by the Employer or that he may reasonably be expected to identify, before any
works commence on site.
1.21. The Construction (Design and Management) Regulations 2015
This Contract will be executed strictly in accordance with the Construction (Design and
Management) Regulations. The Contractor will be deemed the Principal Contractor.

The Contractor shall:
i)
Submit its Construction Phase Health and Safety Plan for the project prior to works
commencing and shall execute the whole of the Contract strictly in accordance with
Health and Safety Plan. The Plan must be approved in writing by the Employer before
works can commence on site.
ii)
Coordinate with the Principal Designer and execute the Health and Safety Plan.
iii) Contribute to the Health and Safety File as required by the regulations on completion of
the works or within one month of practical completion. The Contractor shall ensure that
all sub-contractors do the same.

iv) Allow the Principal Designer to access to the Works and afford him every reasonable
facility for the performance of his duties.
1.22. Ground & Site Investigation
Limited hand dug trial hole excavation has been conducted on courts 4 and 5 and the findings
are as follows:

20mm depth of 6mm nominal aggregate sized porous macadam wearing course

30mm to 35mm depth of 14/20mm nominal aggregate sized porous macadam base course

At least 100mm depth of crushed concrete
It is suspected that the large number of eruptions and cracks on the court block is the result of
the non frost susceptible nature of the crushed concrete aggregate.
There is some slight puddling at the entrance to court 1 after rainfall.
It is however the responsibility of the Contractor to satisfy itself as to the nature of the existing
site and grounds and presence of overhead and buried services to allow full construction of the
works as required under the contract.
On contract award the Contractor will be deemed to have undertaken its own site investigations
and utility company investigations. No claims will be accepted by the Employer for lack of
information or inaccuracies in this respect.
1.23. Inspections
Where the Contractor has given notice that a particular operation or stage of the works will be
ready for inspection on a specified date and the Employer or its agent then find that the works
are not complete on that date so that the inspection cannot be carried out or completed
necessitating a further visit, the additional cost incurred by the Employer, including all expenses,
will be borne by the Contractor.
1.24. Failure of Tests
Should any intermediate stages of construction or samples tested be found, in the opinion of the
Employer or its agent, to be unsatisfactory or likely to produce unsound work, the defective
material, workmanship or consignment which the sample represents shall be removed from the
site or suitable and approved corrective action taken.
Any sample or intermediate work stage, which has been accepted by the Employer’s or its agent,
may subsequently be rejected if he shall decide that the quality has in any way deteriorated.
The Contractor shall, at its own expense, remove and replace all rejected materials, or correct any
intermediate work stage shown to be outside specification. Any delays consequential upon the
rejection of any sample or work stage shall not in any way relieve the Contractor from its
responsibility with regard to completion within the Contract Period.
Work corrected or materials replaced for these reasons will be re-checked by the Employer or
its agent as determined by the Employer. The additional costs of testing any material replaced for

this reason or re-inspecting any work stage subjected to remedial works shall be recovered from
the Contractor.
1.25. Contractor Responsibilities
The Contractor shall assume full responsibility for the construction of the whole of the project as
described in the Employer’s Requirements.
Any materials, fixings, foundations or drainage detail indicated in these documents are typical only
and shall not relieve the Contractor in any way of any of its design or other responsibilities.
The Contractor shall conform to the mandatory data and any dimensions indicated in the Works
Information.

1.27. Quality of Materials and Workmanship
Where and to the extent that materials, products and workmanship are not fully specified they
are to be:
i)
Suitable for the purposes of the Works stated in or reasonably to be inferred from the
contract documents.
ii)
In accordance with good building and/or engineering practice, including the relevant
provisions of current British and European Standards.
iii) In accordance with the CPCMTC.
1.28. Sanitary Accommodation
Washing and toilet facilities will not be available to the Contractor within the site. The
Contractor shall provide portable washing and toilet facilities within its working compound and
shall maintain these facilities in a clean and sanitary condition all to the satisfaction of the
Employer's Agent.
1.29. Site Location
The site of the proposed works (see Appendix 1) is on land that is owned by the Monarch in
right of the Crown and managed by the Secretary of State for the Department of Media,
Culture and Sport (DCMS).

1.30. Site Access
Site access will be from West Carriage Drive (see Appendix 1). The compound will be on
the grass area to the west of the courts. The Contractor shall allow for forming a suitable
compound within the site in the areas shown on the drawing in Appendix 1 and shall convey
by power-barrow and/or dumper, all materials to the working site. All landscaping around
the courts must be protected to minimise damage to soft landscaping. All damage to soft
landscaping must be reinstated on completion of the works. It is anticipated that the
Contractor will include sufficient metal trackway within its price to allow traffic to gain access
from the site entrance to the working site (90m anticipated subject to Contractor’s own
survey).
1.31. Design Criteria
Drawings showing the dimensions and layout of the proposed facility are shown in Appendix
2. The existing facility comprises a block of six colour coated porous macadam tennis courts
of overall dimensions 36.6m x 94.5m. There are also a block of two mini tennis courts to the
west of the block of six courts. The overall dimensions of the mini tennis courts are 15.4m x
16.1m.
The primary sport on the new courts will be tennis, i.e. intended for school, club, recreation
and community use. The courts are free to access to juniors during the afternoon but are
bookable for a fee at other times.
The Contractor is asked to price for three different options. The Employer’s selected option
will depend on whether planning permission is received prior to contract award.
1) Option 1 - full reconstruction of the existing 6 courts and 2 mini courts with
replacement of the chainlink fencing (fence posts to be kept). Courts to meet the
performance requirements shown in Section 3 below.
2) Option 2 - The Contractor is to price for the following additional works assuming they will
be undertaken at a later date (subject to planning permission) following completion of
Option 1, i.e. the Contractor has to return to site at a later date:

Convert the western court on the block of six (court 1) to a separately fenced multi
sports MUGA of overall dimensions 36.6m x 15.5m. The new MUGA will be
surfaced with Matchplay 2 needle punch carpet from Playrite (01924 412488) laid
directly onto the new porous macadam base and marked for tennis, netball
(reduced size netball court to maintain safety run-offs) and football.

Constructing a new singles court on the eastern end of the existing court block to
create a block of five doubles courts and a singles court. The overall dimensions of
the new tennis court block will be 37m x 90.838m (incorporating an 11.838m
extension to the court block with American corners). The extended area will
comprise excavation to a depth of 365mm and carting arisings off site and installing
300m of stone and 65mm of porous macadam retained within new edgings. This
court will also require American Corners.

Conversion of the existing mini tennis courts of overall size 15.4m x 16.1m into a
Padel tennis facility of overall dimensions 10m x 20m plus an increase in size of the
surround. The specification for the layout and fencing of a Padel court are shown in
Page 11 of 33
Appendix 5. The surfacing construction of the Padel court and surround shall be
identical to that of the block of six i.e.300mm depth of stone and 65mm of colour
coated macadam retained by pcc kerbs/brick edgings. A 500mm wide concrete
ring beam is to be constructed on the outside of the Padel Court on
which to bolt the glass walls and posts (see detail in Appendix 5). The
Padel court shall be in a north south orientation. The main Contractor shall be
responsible for the groundworks. The Padel court will occupy a smaller area than
the existing two block mini tennis courts but the surround is increasing in size and is
to be of a black porous macadam finish and the construction shall be identical to the
Padel court i.e. 300mm of stone and 65mm of porous macadam.

Install a new LED lighting system in accordance with the performance requirements
contained in this specification. A concept design is attached to this specification
which is based on 10 No. 10m high columns. Whilst the Contractor can include a
price from its choice of lighting sub-contractor, the layout and height of the columns
on the design must be followed.
3) Option 3 - Options 1 and 2 delivered concurrently but with an eight week construction
period (i.e. 8+3+1).
2.
SPECIFICATION APPLYING TO ALL OPTIONS
2.1. Constructional and Performance Requirements
The new tennis courts and the Padel court are to meet the constructional and performance
requirements of a ‘Type 1’ Open Textured Macadam Muga as described in Sport
England/SAPCA publication A guide to the Design, Specification and Construction of Multi-Use
Games Areas (MUGA’s) including Multi Sport Synthetic Turf Pitches (STPs); Part 1 (of 3)
General Guidance and Design Considerations; Dimensions and Layouts. In addition to the
requirements of a type 1 MUGA, the Employer wishes the macadam surface to be colourcoated with a slip resistant, texturised, spray-applied polyurethane paint.

The Employer has tightened the SE/SAPCA specified tolerance from 8mm to 6mm with no

The formation shall meet the deviation from design level tolerance as set out above.
The stone base in the excavated area of the main court block shall meet the porosity
requirement as set out above and have a tolerance of +10mm to -30mm from design level.
On completion of the works the MUGA surface (Matchplay 2) shall have an infiltration rate
that ensures no standing water is present on the MUGA 15 minutes after rainfall ceases and
have a porosity rate of at least 150mm/hour.
The regularity of the MUGA shall be such that any localized undulations do not exceed 6mm
when assessed with a 3m straight-edge, in accordance with ITF CS 08/01.
The slip resistance of the Matchplay 2 surface (including line markings), shall be no less than 75
when measured using test procedure ITF CS 02/01. The value of slip resistance shall be
obtained within one month of Practical Completion and be maintained for a period of twelve
months thereafter. The value shall be obtained during this period in all climatic conditions in
which the MUGA may reasonably be expected to be used.
2.2. Detection of Roots during Excavation
Where roots are detected in any excavation, the Contractor shall be required to employ hand
digging and possibly air spade excavation in that location. Once exposed, the Employer’s Tree
Officer must be allowed to inspect the roots before placement of any stone. Roots cannot be
cut or trimmed without first obtaining approval from the Employer’s Aboricultural Officer.
The Contractor’s rate for a membrane type root barrier will be used in case it is required. The
Employer appreciates that over time, roots may push the macadam upwards.
2.3. Site Dimensions and Layout
The proposed site is within Hyde Park. There are trees and shrubs in close proximity to the
court boundaries and there will be a need to remove shrubs for this project, which the
Employer will carry out before works commence.
2.4. Health and Safety
CDM regulations 2015 apply and a CDM Principal Designer has been appointed. All current
relevant health and safety regulations must be strictly adhered to. Our designers risk
assessment is shown in Appendix 3.
3.
OPTION 1 – SPECIFIC REQUIREMENTS
The existing six-court block macadam surface and mini court surface shall be excavated to a
depth of 365mm with all arising carted off site. The formation shall be rolled, trimmed and
graded to the required level and Terram installed onto the formation. Above the Terram, a
minimum consolidated depth of 300m of MOT Type 1X stone shall be installed followed by a
65mm of porous macadam (40mm depth of 14mm aggregate and 25mm depth of 6mm
aggregate).

Construction to be retained within new 150mm x 50mm pcc edgings. Tennis net post sockets
are to be installed and new nets and posts supplied. Macadam to be finished flush with the top
of the kerbs.
The macadam surfacing on the six courts and mini courts is to be colour-coated with a slip
resistant, texturised, spray applied Polyurethane paint. The colour scheme is to be light
green surrounds and dark green playing areas. The playing surface shall then be
marked with six tennis courts.
The existing chainlink fencing is to be removed on the six-court block and mini courts and
replaced with new black chainlink fencing on the existing fence posts. 3 single gates are
required into the block of six courts and 1 into the mini courts as existing.
The Contractor shall also include within its price the cost of supplying 6 sets of tennis nets and
posts for the main court block and two sets for the mini courts. The construction period shall
be no longer than 6 weeks. The Employer accepts that there is to be a 3 week curing period
for the macadam before it is colour coated and a further 1 week to colour coat and line mark
in addition to the 6 week construction period (i.e. 6 + 3 + 1). If the colour coating
cannot be carried out due to unsatisfactory weather conditions, the Contractor
shall provide temporary lines on the courts and return in the spring to colour coat
the courts. This eventuality shall be covered in the tender price.
4.
OPTION 2 – SPECIFIC REQUIREMENTS
The Employer wishes to convert the western court (court 1) on the block of six to a separately
fenced multi sports MUGA of overall dimensions 36.6m x 15.5m and construct a new singles
court on the eastern end of the existing court block to maintain six tennis courts. The overall
dimensions of the new six court block will be 36.6m x 90.838m (see drawings in Appendix 2).
The facility is not currently floodlit but is to be floodlit as part of the new works (concept
design attached in Appendix 6 for guidance).
The existing Chan link fencing to the existing court block is to be removed and the ground to
the east of the new courts excavated to a depth of 365mm down to formation level to allow
construction of the new singles court. The topsoil and excess subsoil from the extension is to
be excavated and carted off site and the formation graded and trimmed to the required level.
In the excavated area, a geotextile membrane will then be placed onto the formation followed
by a 300mm thick layer of frost resistant MOT Type 1X graded crushed rock (not crushed
concrete). The existing kerbs are to be broken out around the existing courts and new pcc
kerbs installed.
The existing six court block macadam surface shall be excavated to a depth of 365mm with all
arising carted off site. The formation shall be rolled, trimmed and graded to the required level
and Terram installed onto the formation. Above the Terram, a minimum consolidated depth of
300m of frost resistant MOT Type 1X graded crushed rock (not crushed concrete) shall be
installed followed by a 65mm of porous macadam (40mm depth of 14mm aggregate and 25mm
depth of 6mm aggregate).
Construction to be retained within 150mm x 50mm pcc edgings. Tennis net post sockets are

to be installed and new nets and posts supplied. The macadam shall finish flush with the top of
the kerbs.
The new fencing system to the N, S and E sides of block of six courts is to be is to be 3m high
black plastic coated Chainlink on the existing fence posts. New fence posts need to be
installed around the new court extension having American corners. 4 single gates are required.
The fence to the western side is to be black chainlink mounted onto the fence posts of the
new MUGA fence.
The new fencing to the MUGA is to be 4m high ‘twin wire’ black plastic coated weld mesh on
all sides with the lower 1.2m being of the super sport rebound variety having approximately
60mm x 50mm apertures. The MUGA is to have a black roof net of aperture size 120mm x
120mm to prevent footballs being kicked out. The net is to be supported on galvanized steel
wire secured to strengthened fence posts. The net is to be removable. One single gate is
required near to the SE corner of the MUGA for pedestrian access.
The macadam surfacing on the six courts is to be colour-coated with a slip resistant,
texturised, spray applied Polyurethane paint. The colour scheme is to be light green
surrounds and dark green playing areas as shown on the photo in Appendix 4.The
playing surface shall then be marked with five doubles and one singles tennis courts.
The MUGA shall be surfaced with porous macadam but overlaid with Matchplay 2 needle
punch carpet. A kerb upstand of 10mm shall be allowed on the MUGA to allow the
10mm thick carpet to sit flush with the top of the kerb.
The Contractor shall also include within its price the cost of supplying 6 sets of tennis nets and
posts. The construction period shall be no longer than 8 weeks. The Employer accepts that
there is to be a 3 week curing period for the macadam before it is colour coated and a further
1 week to colour coat and line mark in addition to the 6 week construction period (i.e.
6+3+1). If the colour coating cannot be carried out due to unsatisfactory weather
conditions, the Contractor shall provide temporary lines on the courts and return
in the spring to colour coat the courts. This eventuality shall be covered in the
tender price.
The Padel Court (and surrounds) construction is similar to the above, i.e. existing fence
removed, excavation, new stone and macadam and edgings. The surround to the Padel court
is to be the safety glass system as shown in Appendix 5. One single gate is required on the
western perimeter. A ring beam of concrete is to be cast around the macadam area
of the court by the Contractor as part of this tender. The glass walls and posts will be
bolted to the ring beam.

5.
CONSTRUCTION PARTICULARS (BOTH OPTIONS)
5.1. Court Extension to the East of the Block of Courts
The existing topsoil and subsoil from the court extension is to be excavated and removed
from site to a licensed tip.
The formation shall be well rolled and consolidated using a roller equal or greater in weight
to that used to consolidate the new playing surface. Herbicide shall be applied to the
formation, in accordance with the manufacturer’s instructions, to kill any moss and weed
growth, which is present. The surface regularity tolerance on the formation shall be 25mm
from design level.
There are shrubs surrounding the courts. The Contractor shall not remove any shrubs or cut
any tree roots without the Employer’s permission.
Any soft spots found in the formation, shall be excavated, back-filled with stone/Terram and
consolidated to stabilise the affected area. Weed killer shall then be applied to the
formation.
If the Contractor considers that any retaining structures are required along the western
perimeter then he must state the design and cost in the tender submission
5.2. Preparation of Existing Courts
The existing macadam surface and granular fill base to the existing courts shall be excavated
to a minimum depth of 365mm and all arisings removed off site.
The formation shall be well rolled and consolidated using a roller equal or greater in weight

Geotextile membrane
Terram 1000, or equivalent, geotextile membrane shall be laid over the exposed formation
before installation of stone sub-base. Joints shall overlap by at least 300mm.
Quality of base works
The Contractor shall construct a 300mm thick layer of free draining, frost resistant, MOT Type
1Xlimestone above the formation. Alternative fill material will be considered for any deeper
excavations, below formation level. The Contractor shall take full account of the site ground

conditions. The consolidated depth of the stone shall be at least 300mm deep. The stone
shall not be applied and consolidated in layer depths exceeding 150mm. Crushed concrete will
not be accepted as a sub-base material.
The Contractor shall state in its submission precisely what depth of sub-base he proposes,
together with the grade or grades of stone to be employed.
Any soft spots shall be excavated and back filled using granular fill material, as specified in
Clause 608 of the Department of Transport Specification for Highway Works (Class 6F1 or
6F2). Following preparation the regularity of the stone base shall not exceed +10mm/-30mm
from design level. The sub-base shall be treated with a total weed killer in accordance with
the manufacturer’s application rates.
The Contractor shall state in its submission precisely what depth of sub-base he proposes,
together with the grade or grades of stone to be employed.
Drainage
The existing courts are found to drain satisfactorily, however, the Contractor shall price for
installing a perimeter drainage system around the perimeter of the courts and MUGA
connected to a new soak away (location to be agreed with Employer – see Appendix 2).
Perimeter Edgings
The new edgings are to be 900mm x 150mm x 50mm precast concrete kerbs, they shall be
laid on edge and finish flush (±3mm) with the finished level of the playing surfacing. The
maximum gap between the outer kerb face and adjacent perimeter fencing shall be 10mm.
Court gradients to meet LTA requirements.
Edgings shall be well-haunched in concrete in accordance with clause C7.5P of the Department
of Transport Specification for Highways Works, Section 1101. The bed and haunching shall
incorporate movement joints at appropriate spacings. Top of kerb to finish 10mm above
macadam wearing layer.
Macadam base course
The macadam base course shall comprise 20mm or 14mm nominal size 200 pen. open grade
base course coated macadam produced and laid in accordance with Clause 2.14 of the
CPCMTC. The material shall be hot laid to a minimum consolidated depth of 40mm.
Macadam wearing course
The wearing course shall comprise 6mm 200 pen. open grade latex modified coated macadam
produced and laid in accordance with clause 2.14 of the CPCMTC. The material shall be hot
laid to a minimum consolidated depth of 25 mm. Cut back oils shall not be used. There shall
be no ridges, changes in the surface texture or bay joints that result in erratic ball behaviour.
Bay joints shall, as far as possible, accord with play lines. Joints shall be longitudinal with no
discernible cross-joints. The macadam surface shall meet the regularity and porosity
performance requirements in 1.06 above. The Contractor is to provide an extra/over cost for
Bardon Leisuretex Multi Use 6mm porous macadam as the wearing layer. This is not to be
shown in the tender sum but in the extras table in the sum analysis.

Colour Coating
The macadam layer is to be colour coated with a texturised polyurethane coating meeting the
performance requirements in 1.06 above. The surrounds are to be light green surrounds
and dark green playing areas.
The colour coated macadam surface shall meet the regularity, porosity and slip resistance
performance requirements in 1.06 above. The Contractor shall provide with its tender
documentary evidence in the form of independent laboratory reports that the slip resistance
of the colour coating meets the performance requirements of this specification.
A minimum of two coats of paint shall be applied in transverse directions to provide uniform
appearance. The quality of the paints shall ensure that there are no significant signs of fading,
flaking or cracking for a period of three years.
Nb. the Padel Court construction is similar to the main courts, i.e. existing fence removed,
excavation, new stone and macadam and edgings. The surround to the Padel court is to be
the safety glass system as shown in Appendix in Appendix 6. One single gate is required on
the western perimeter. A 500mm wide ring beam of concrete is to be cast around the
macadam area of the court by the Contractor as part of this tender onto which is bolted the
glass walls and posts which Verde will carry out as part of these works.
Line Markings
The main area shall be marked out with five full sized tennis courts and one singles court
(white markings). The mini courts shall be marked out with two mini tennis courts as existing.
All line markings to meet the slip resistance requirements set out in the Sport England/SAPCA
document (see 1.06 above). All line markings to meet the specific dimensional requirements
of the sports governing body.
When measured with a calibrated steel tape all line markings shall be within 10mm of their
true position, as specified in the appropriate rule. Lines shall not deviate by more than 10mm
from a line joining their ends, nor deviate by more than 5mm over a distance of 3.0m, nor
include any sudden steps.
Line marking edges shall be parallel and uniform.
The MUGA shall be marked out with 1 doubles tennis court, 2 x football D’s (5m diameter
with a penalty spot 6m from the goal line), a centre spot and netball (reduced size to maintain
safety run-offs of 1.5m each side and 2m at each end).
The Padel court is to be marked as per appendix 6 but with a mini tennis red court as well.
Court Fixtures
The new tennis net post sockets (main courts and Padel court) shall be bedded in concrete
footings dimensioned as detailed in clause 2.22 of the CPCMTC. New sockets shall be aligned
so that the posts are vertical when under tension. The sockets shall have captive hinged metal
covers that lie flush with the surrounding court surfacing. The metal covers shall be of a slip
resistant variety.

The new posts shall comply with BS EN 1510. Unless aluminum or brass, all metal work shall
be galvanised after cutting, welding, fabrication and drilling in accordance with BS 729. The
centre band anchor shall be installed at the new playing surface level, flush with the surface.
Fencing
The fencing system on all boundaries of the six tennis courts is to be 3m high black chainlink
on the existing fence posts. 4 no single gates are required. Gate hinges are to permit gates to
open outwards through 180 and gates are to have stops to prevent reverse opening. Bolts
on gates are to be captive and to be lockable both shot and withdrawn. Three of the single
gates are to be on the southern fence line and one on the northern fence line for ball retrieval
purposes (final locations to be agreed).
For the court extension, new posts and to match existing.
The new fencing to the MUGA is to be 4m high ‘twin wire’ black plastic coated weld mesh on
all sides to the sides with the lower 1.2m being of the super sport rebound variety having
approximately 60mm x 50mm apertures. The MUGA is to have a black roof net of aperture
size 120mm x 120mm to prevent footballs being kicked out. The net is to be supported on
galvanized steel wire secured to strengthened fence posts. The net is to be removable.
Root Barrier
If found to be necessary, the Contractor is to install a 1m deep membrane type root barrier in
affected areas. The Employer has to give his approval before the Contractor trims
or cuts any roots. The Contractor shall provide a rate for root barrier
construction in the extra over table and not include this in the tender sum.
Floodlighting
A proposed design (shown in Appendix 7) is based on using LED fittings to the MUGA, Padel
Court and 6 tennis courts. To achieve the lux levels specified will require a total of 62 No.
luminaires supported on 11 No. 10m columns.
The Contractor shall design, supply, fix and commission an LED floodlighting system, to provide
an Average Horizontal Illuminance at ground level on the Principal playing area of 400lux
[Emin/Eav] of not less than 0.7, and an Average Horizontal Illuminance at ground level on the
total playing area Principal playing area of 300 lux [Emin/Eav] of not less than 0.6, an
illuminance gradient of not more than 25% per 5m, a colour rendering of not less than 60 and
a glare rating of not more than 50.
The floodlighting system will separately illuminate each block of two courts individually with
the same lux levels and uniformity as stated above applicable. It shall be also capable of
separately illuminating the MUGA which has a 400 lux average horizontal illuminance, and also
illuminating the Padel court with one 10m column fitted with sufficient LED fittings to provide
200 lux average horizontal luminance at the best uniformity possible.
The specified Average Horizontal Illuminance value shall mean the Minimum MAINTAINED
Average value and on Practical Completion, the measured value shall be higher than that
specified, to allow for deterioration in service.

The lighting scheme shall be based on the use of 10 No. galvanized steel powder coated
Employers specification (green or black) to columns of 10m maximum height plus one 10m
column for the Padel court.
The Contractor's attention is drawn to the fact that the proposed system must offer the
maximum possible reduction of light overspill and perceived glare. Therefore the proposed
system must be designed with this aspect of performance paramount, whilst still providing all
the illuminance and uniformity values stipulated above.
When the lights are switched off, or automatically switch of at the curfew time, one light must
remain on for 10 minutes to allow safe egress for users or the lights drop to 10% power for
10 minutes before they switch off.
5.3. Power supply, switchgear and other matters
The Contractor shall assume adequate power on the site. It is envisaged that there is a
sufficient supply on the southern side of the existing courts (see aerial view in Appendix 7).
The lighting sub Contractor will be carrying out all the excavations, trenching,
ducting and backfilling and connections and must cat scan all areas before
excavating. Buried services drawings are shown in Appendix 8. The switchgear shall
be housed in a galvanized steel feeder box painted black located outside the perimeter fence
of the courts. Switching for the system shall be within the facility building. An hours run
meter to be provided in the pillar as well as a programmable cut off time clock which can be
over ridden.
The complete installation is to be carried out in accordance with the 18th Edition of the IEE
wiring regulations.
It must be pointed out that following trenching and ducting, all surfaces must be
returned to an acceptable standard following lighting works.
CRB Checks and Site Rules
Staff are to abide by the site rules which will be supplied by the Employer and are to work fully
clothed at all times. Drugs and alcohol are strictly forbidden on site. PPE is to be worn by site
operatives at all times.
Reinstatement & Landscaping
The Contractor shall leave the site in a clean and tidy condition. All damage caused to
surrounding areas and surfaces shall be reinstated in full to the Employer’s satisfaction. Any
fencing or gates which are removed to gain access to the site or enable the works to be
carried out must be reinstated as found. All hard areas shall be reinstated using similar
materials to existing and to the satisfaction of the Employer. The Contractor shall remove all
rubble and sub-soil material completely from site, unless otherwise agreed by the Employer.
Warranty
The Contractor shall provide a written warranty that the properties of the combined surface
and foundation construction shall be retained for the 12 months defects liability period plus a

further four years after practical completion subject to the correct maintenance and the
stated patters of usage.
Testing on completion
The facility will be tested on completion and practical completion will not be awarded unless
the facility meets the requirements set out in 1.06 above. The facility shall also be tested
prior to the end of the defects liability period. Should any of the test results fail to meet the
requirements of 1.06, the Contractor shall immediately carry out rectification works to the
satisfaction of the Employer. The test regime on the facility is as follows:

Planning Approval
Planning permission is not required for resurfacing the courts.
The Employer is however seeking planning permission for the lighting, court extension and

Base for Shed
To the north of the Padel court, the Contractor shall construct a 7m x 5m concrete plinth on
which to locate a wooden shed. The concrete shall be at least 150mm in thickness,
reinforced and placed onto a consolidated stone base. There shall be a duct and cable
within the base so that a power supply can be located into the proposed wooden shed. The
base is to be above the level of the surrounding ground.
