into key areas of the pitch if necessary. Reasons for low % can be offered and remedies
offered.

Management
Whistle tone and length should be mastered and demonstrated.
Appropriate use of the voice; enough to communicate the important decisions- rapport.
Carding technique as per L1 course
Reasons for giving the cards will be consistent with the L1 course
Evidence will be seen of the use of ladder of control
The umpire will avoid escalating situations
Signals as per the book, correct and concise, must have authority.
Teamwork judged as being offered and received in some form, probably discussed in prematch chat. Chat at half time important
Advantage and
Flow
A level 1 umpire will show evidence that they are aware that advantage can vary according
to ball position on the pitch, defender or attacker, and will also demonstrate an awareness of
when to whistle or not to whistle. Awareness of control issues must be evident. The Level 1
must be aware that possession is not advantage and control not compromised by advantage.
This may affect a decision to make the match appropriate for coaching or assessment
purposes.
