Role Context
Clúid Housing (Clúid) is a not-for-profit organisation with a vision of a society where
everyone has a great place to live. Clúid achieves this through its mission of
providing quality housing and services which enable residents to create homes and
thriving communities. Clúid has 122 staff to ensure that it has the capacity to meet
this mission. To date Clúid has provided 5,131 properties to low income families and
single people in housing need all over Ireland.
The Technical Officer will carry out building surveys and itemise remedial works that
are required, order these works and monitoring their completion and process
invoices for the client. This post will also assist the work of the Clúid Technical
Managers in their day to day operations to deliver a high quality technical service for
Clúid residents.
The candidate will have construction sector experience and a record of delivering
projects and a good understanding of building pathology. The post calls for first class
technical skills as well as a commitment to excellent customer service.
Role: Technical Officer
Role Overview: To work with Clúid East Technical Manager (East Region) to ensure all
necessary technical services are delivered to a high quality in the homes of Clúid tenants.
This will include but not limited to stock condition surveys, defect diagnosis, providing
technical support to staff, surveys, snagging, and tendering.

Key responsibilities
Stock Condition Survey
 To survey a range of properties according to a predetermined programme
 Verify current stock condition of the properties and identify all necessary attribute
information
 Update management information system (MIS) accordingly
 Validate all asset related data currently held
Surveying
 To undertake a range of surveying duties to the Association’s property stock portfolio
 Carryout a number of Surveys to include Structural Surveys, Condition Surveys, Snag
Lists, Etc., providing comprehensive reports for same
 Update property attribute collection sheets for all properties surveyed in MIS
 Offer advice and support to other regional staff
 Inspect and prepare reports on defects and other property condition issues and
issuing repair works
 Populate data for properties not surveyed based on completed survey data
 Prepare cyclical planned programme and service contracts tenders
Tenders
 Assist in the procurement of Contractors and Professionals alike
 Assist in the procurement and management of the planned programme
 Liaise with Tenants and Contractors on the cyclical planned programme and quality
control
 Management of service contract providers and inspection of work

Provide support to Technical Manager as required
Offer technical advice to other staff
Open book-Inspection of Contractors work
Clerk of works role on new private finance/leasing acquisitions
Assist in the management of the Open Book Repairs Contract

Education / Qualifications

 Minimum of Degree (at level 8 of NFQ) required in Building
Surveying or related area

 Managing Safely in Construction Certification

 Willingness to undertake professional development

 Specialist role related knowledge, especially building surveying &
building pathology

 Knowledge of Health and Safety legislation and compliance within
a construction setting

 Communication skills –verbal and written, report writing,
