Welcome to the 12 edition of the Lead Employer Team (LET) INFO
BRIEF, where we take the opportunity to update you on key issues and
information.
The Team is pleased to announce, Karen Fentem commenced on 9th
November 2015 to the permanent post of Associate Director. In
addition, Zarmina Ali, Zuzana Boys and Nikki Etchells have been
appointed as new team members. Following a period of induction, an
updated quick reference guide to the Lead Employer Team contact
numbers and areas of responsibility will be circulated to you all.

with regards to the Junior Doctors Industrial Action and would
encourage you to read further guidance at the following links and to

The LET communicate regularly with our local BMA and Staff Side
Representatives throughout the year and an opportunity has arisen for
6 Trainee Representative to join the Pennine Lead Employer Joint Local
Negotiating Committee. The JLNC is currently working on reviewing a
number of Lead Employer Policies. The committee is made up of LET
Management Representatives, a BMA Industrial Relations Officer and
10 Trainee Representatives. Please refer to page 5 for additional
information on how to express an interest in the role.

DECEMBER 2015 Pay Arrangements
December Pay Date is 23rd December 2015. ALL travel expenses/locums/waiting list
payments should be sent to payroll by no later than 4th December 2015. Claims received
after the 4th December 2015 will not be processed in the December salaries and will be processed in
January 2016 salaries.

PUBLIC HOLIDAYS/Time off in Lieu
You are reminded if you are rostered to work, undertake emergency “on-call” or “on standby” duty on a
public holiday you will receive a day off in lieu which must be taken at the earliest available opportunity
and in most circumstances should be done so within four weeks of the original public holiday worked.
Where a zero hours day falls on a public holiday, the public holiday is to be taken and the zero hours day
is to be taken at a mutually agreeable time within the rota cycle as agreed by the HEP and the Doctor in
Training.
If it is not possible for a zero hours day to be taken at a mutually agreeable time within the rota then the
issue should be escalated to the LET by either the Host Organisation or the doctor in training.
If you work a locum shift for the Trust on a Public Holiday you are not entitled to receive a day off in lieu.

MANAGING ROTAS AT FEBRUARY CHANGEOVER ROTATION DATE
To ensure Trainees can attend induction at their next Host Organisation placement, it
would be appreciated if local arrangements could be implemented, where practicable, in
line with service arrangements to enable those Trainees who are scheduled to rotate not
to be timetabled to work the night shift before the changeover date.
CORE MEDICAL TRAINEES AND ACADEMIC CLINICAL FELLOWS

INFORMATION - Recruitment 2016
Following the merger of the former Mersey and North Western Deaneries, Health
Education North West (HENW) are progressing single Specialty Schools across
HENW. Applicants will apply to HENW as one Unit of Application (UoA) rather than
choosing Mersey or North Western as individual UoAs. Once applicants have
chosen HENW, they will be able to preference by region/sector/programme in the
usual way, according to the specialty’s usual rotations.

LET JLNC Staff Side Vacancies - 6 Seats
Dear Colleague
As you may be aware the BMA have a Local Negotiating Committee for the Lead Employer Trusts in the North
West that represents all Specialty Registrars across the region. The LNC is the forum in which representatives of
junior doctors in all specialties meet to discuss employment policies and procedures that apply to all ST/CT grade
trainees across the region. The committee has input from myself as one of the BMA's Industrial Relations
Officers in the North West and we meet every 2 months with Management representatives at the Lead
Employer Trust (the Pennine Acute Hospitals NHS Trust) to negotiate regional policies and procedures. This is a
separate committee from the Pennine Acute Trust’s LNC, which represents all the doctor, at all grades, who
work in the 4 hospitals within the Pennine Acute Trust.
We have recently reviewed the constitution of this LNC to ensure that it is more representative of all the ST and
CT doctors across the region and this has resulted in a number of new seats on the committee. The new
constitution provides for an LNC with 10 members across all specialties. As we currently have 4 junior doctor
reps on the committee we are now looking to fill the remaining 6 seats, ideally as follows:
2 x GP Trainees, 1 x Surgery Trainee, 1 x Radiology or Pathology Trainee, 1 x Paediatrics Trainee and
1 x Medicine Trainee
Please note that as the LNC is for the Lead Employer Trust these seats are only available to trainees in the
Specialty Registrar or Core Trainee grades who are employed by the Lead Employer, which is the Pennine Acute
Hospitals NHS Trust.
Junior Doctor members of this committee are expected to attend 6 LNC meetings with Management each
year. The meetings are held at North Manchester General Hospital on Tuesday and Thursday afternoons. In
between meetings LNC members also need to read HR policies and procedures and consult with the trainees
they represent. You will also be expected to complete the BMA's online training modules for LNC members
within 3 months of joining the LNC. If you are not able to fulfil this level of commitment please do not apply.
