GENERAL GUIDELINES FOR UMPIRES As set in the International Rules of Netball Revised 2015 – Section 5.2 Umpires are match officials and as such “wears clothing that is distinct from the teams’ playing uniforms and suitable sports footwear”. At the very least a white top is to be worn by all umpires of all grades. Note: Club playing uniform is not to be worn whilst umpiring. 1 Each match umpire must sign the scorebook to indicate that they have officiated at that match. They must also print their name so they can be identified should any issues require clarification. 2 Match umpires are asked to jointly select Association Best and Fairest Players. Three players, in order from one to three, are selected from all players who participated in the match. Best Player Slips MUST be signed by both umpires. 3 Umpires need to familiarise themselves with registered club uniforms to effectively carry out their duties. GUIDELINES FOR SELECTION OF ASSOCIATION BEST & FAIREST PLAYERS Selection is made from all players who have taken the court during the match. A player who has not played a full game may still be eligible to receive votes. When selecting votes watch the players while play is in the other umpires half, talk to the other umpire at each interval and discuss each player on court and consider their position. THE PLAYER SHOULD: 1 Have a good working knowledge of the rules. 2 Be constructive in their court play. 3 Not place their team at a disadvantage by causing un-necessary penalties. 4 Be aware of their teammates. 5 Play as a member-not an individual. 6 Give their best for the game 7 Display good sportsmanship at all times. 8 Respect other players on court and the umpires. PLAYER ATTRIBUTES TO CONSIDER: 1 Were they constructive, creative and skilful on court? 2 Were they consistent? 3 Did they display good sportsmanship? 4 Were they the most valuable player? 5 Did they show a positive and courteous attitude towards other players and umpires? GUIDELINES FOR SCORERS As set in the International Rules of Netball Revised 2015 – Section 5.3.1. Record any changes to players and/or positions Record goals scored for each team as they occur as well as any unsuccessful shots Keep a record of the centre pass taken by each team Call the centre pass if appealed by an umpire Notify the umpires is a wrong centre pass is indicated Record any official warning, suspension or ordering off. Additional Association points: 1 The host club scorebook shall be the official scorebook for the game and is noted as Scorer 1. The scorers should check at the completion of the game that both scoresheets are the same. 2 The team captains shall be marked with a circled C in both scorebooks. 3 The designated scorers shall be the official scorers for the duration of the game. 4 The record of suspensions and or ordering off is to be noted on the back of both score sheets and at the conclusion of the match endorsed by the appropriate umpire. 5 The 2 scorers shall sit together. 6 Club best players MUST be named on the scoresheets in the space provided. 7 Names of all officials MUST be completed at the bottom of each scoresheet. 8 Any voucher players shall be marked with a V next to their name on the scoresheet once a voucher has been arranged through the Records Officer. GUIDELINES FOR TIMEKEEPERS As set in the International Rules of Netball Revised 2015 – Section 5.3.2 Notify the umpire when there are 30 seconds and 10 seconds remaining before the start of a quarter/half. Commence timing for the start of play at the umpires whistle. Notify the umpires when the time specified for a quarter has finished. Hold time when signalled to do so by the umpire and restart timing when the umpire signals for play to resume Notify the umpire when there is 10 seconds remaining prior to the end of any stoppage for illness/injury or blood. Additional Association Points: 1 There shall be one timekeeper who shall be supplied by the host club and shall not be the scorer. 2 The designated timer shall be the official timer for the duration of the game. 3 The timer shall sit with the Scoring officials for the duration of the game. 4 Digital timers are to be used. 5 A separate digital timer is to be used to time stoppages for injuries. 6 The audible signal of the digital timer shall be the signal for the umpire to blow the whistle to signal the end of the quarter or half. GUIDELINES FOR ASSOCIATION REPRESENTATIVES MENTORING AND/OR ASSESSING UMPIRES A qualified umpire who is representing the Association as a mentor as part of the Coloured Shirt Program or who is assessing umpires against the criteria for accreditation must comply with the following code of behaviour: 1. Feedback is to be constructive and positive at all times. 2. The criteria being used to assess or train the umpire are to be outlined to the trainee early in the process to provide an objective basis for feedback. 3. Feedback should be provided simply and in a way that encourages the trainee to seek additional guidance if required. 4. No smoking is permitted during the game for which mentoring or assessing umpires is occurring. 5. No alcohol is to be consumed during the game for which mentoring or assessing umpires is occurring. GUIDELINES FOR THE SELECTION OF UMPIRES FOR THE FINALS SERIES The person or people assigned the task of selecting umpires for the finals series will do so at their own discretion. The following provides some guiding principles for these people to follow: 1. Where available umpires from Adelaide should be used for the A grade competition. 2. Umpires should be selected from the list of umpire names provided in writing by member clubs where possible. 3. The Level of Accreditation of the umpire should be matched as well as possible to the grade being umpired with the more senior umpires being rostered for the Senior games and the 17&Under games as priorities. 4. If possible, taking into account the experience and qualification of an umpire, the umpire rostered should not be from either of the clubs represented in the game to be umpired (bearing in mind that this is not always possible, and umpires are representing the Association and not their relevant clubs during the final series). 5. A schedule of umpires and their qualifications will be maintained to assist in seeking the support of umpires not nominated by clubs if necessary.
