PROGRAM
The Financial Institutions Commission (“FICOM”) regulates the financial services industries in British Columbia. This
regulation is designed to protect the public against the insolvency of financial institutions, prevent improper market
conduct in the financial services sectors, provide deposit insurance for members of B.C. credit unions and ensure the
solvency of pension funds.
The Credit Union Deposit Insurance Corporation of British Columbia (CUDIC) is a separate entity from FICOM under the
provisions of the Financial Institutions Act (“FIA”). It is a statutory corporation administered by FICOM, responsible for
provision of insurance for deposits and non-equity shares of British Columbia credit unions. CUDIC is accountable to a
Board of Directors and to a Commission, both appointed by the Minister of Finance. Although there has been no Credit
Union failure in British Columbia for the last 20+ years, CUDIC needs to be ready for credit union failure if that should
occur.
JOB OVERVIEW
The Senior Analyst reports to the Executive Director, and plays a critical role in preparation for credit union failure
resolution. The Senior Analyst prepares reports for the Board of Directors and the Financial Institutions Commission,
and also participates in other operational activities of the deposit insurance, especially relating to contingency planning
activities, testing of payout processes and communications planning. The Senior Analyst will also participate in the other
operational activities of the deposit insurance including premium assessment, investment fund management, and
strategic business processes.
ACCOUNTABILITIES
The Senior Analyst under the direction of the Executive Director is responsible for completing assigned tasks and
responsibilities such as:
 Contribute to the development and maintenance of contingency plans to ensure deposit insurance payouts can
be managed effectively in the unlikely event that a payout is required. Maintain and update existing plans as
required;

Manage and maintain a compliance review program to ensure credit unions have the capability to provide the
information required by CUDIC to make payment out of the insurance fund in a systematic and timely manner;

Plan and organize the testing of payout processes and procedures in full simulation exercises with the
participation of the safety-net participants, internal personnel and external service providers;

Contribute to the enhancement of CUDIC’s preparedness capabilities for a credit union failure;

Liaise with representatives from credit unions at both a senior executive and working levels to request
appropriate data for planning purposes;

Works closely with and supports the Executive Director in the developing and managing of internal and external
communications plan about a potential credit union failure to ensure confidence and stability in B.C. financial
sector.

Participate in other operational activities of the deposit insurance including premium assessment, investment
fund management, and the implementation of new and strategic business processes.

Provide authoritative advice with respect to interpretation of the legislative and compliance with critical
components, including B.C. deposit insurance program

Prepare written reports and presentations to senior management, the Commission, the Board of Directors, and
other stakeholders in a professional manner;

Completing special project work as assigned by the Executive Director.
JOB REQUIREMENTS
Education/Experience




Post-Secondary degree in related field (economics, finance, accounting, business, public administration, risk
management). Preference may be given to applicants with post graduate level education;
Five years demonstrated recent experience in financial services and/or financial regulation. Preference may be
given to applicants that have experience working in a credit union or deposit taking institution environment.
Three years’ experience planning, coordinating, and managing complex projects;
Preference may be given to applicants that have experience in risk management methodologies, data mining
techniques and modelling tools.
Knowledge, Skills, Abilities



Excellent written and verbal communication skills are essential, especially the ability to write clear and concise
documentation, reports, briefing notes, etc.
Knowledge in deposit insurance, including knowledge of international standards and best practices in developing
and managing deposit protection programs, is an asset;
Successful completion of security screening requirements of the BC Public Service, which may include a criminal
records check, and/or Criminal Records Review Act check, and/or enhanced security screening checks as
required by the ministry.
