Introduction:
Frank Rybka of Merced County Administrative Services – Purchasing opened up the meeting. Attendees were
required to sign in. The agenda was passed out. Everyone introduced themselves and the companies they
represented. The following BID requirements were reviewed:

Walk-thru of the locations of the existing cameras and new cameras
QUESTIONS SUBMITTED TO DATE:
Question 1:
Is there a drawing?
Answer:
No, that’s why you’re here. This is a three story building. It did have an existing surveillance
system. What we want is cameras placed at least in the positions where the existing cameras are
today and they’re some additional areas that you’re going to use in order to provide the
maximum amount of coverage. We’ll walk-thru and go down to the basement. We’ll walkthru this floor and then the second floor.
Question 2:
Do you have any kind of plans that we can use to start up as a markup?
Answer:
No. However, I have discovered that we have plans for each of the three floors of the library.
We have PDF files available to anyone who is interested. See Pages 6, 7, and 8 below.
Question 3:
We’re going to have to draw it ourselves?
Answer:
Yes.
Question 4:
What about a fire escape plan, floor plan, anything?
Answer:
No.
Answer 5:
You’re going to dictate where you want the new cameras to be at?
Answer:
We’re going to leave that up to you. We’re going to ask that you place cameras in every place
that there’s existing cameras and the additional cameras after you’ve done that will be placed
where you think will give us the maximum amount of coverage.
Question 6:
How many total cameras?
Answer:
Eleven.

Question 7:
Any exiting cameras?
Answer:
No. We’re going to walk thru that so you can see.
Question 8:
The existing cameras can we re-use the cables?
Answer:
If it’s appropriate to the technology that you have.
Question 9:
Is it a free air cable system; is there pipe in place; do you want us to use conduit; do you want
us to meet code?
Answer:
Yes, it has to meet code, absolutely. The space above ceilings is a return air plenum, therefore
plenum rated cable should be used.
Question 10:
You didn’t dictate whether you were interested analogy or IP base system, do you have a
preference?
Answer:
I said digital, does that answer your question? (No it doesn’t). What’s the difference?
(One is going to be going over your network and the other one is just going to be connected as a
straight run back to the DVR.) I don’t believe we’re connected to our network. It’s your
decision. The optimum would be an IP based digital system tied back to a DVR located in the
existing computer distribution room in the basement level adjacent to the Literacy Reading Lab.
Vendor should provide a DVR with enough storage capacity for 72 hours of storage. County
can provide a computer and monitor in the computer room, and vendor should also be able to
install viewing capability to assigned computers on the local network.
Question 11:
Do you request a preference whether it’s a box camera or a dome camera?
Answer:
The scope of work/specifications call for a dome camera.
Question 12:
Do you know if there’re any existing exterior cameras or are they all interior?
Answer:
Not that I’m aware of, I think everything is interior.
Question 13:
Is there any desire for any of the new ones to be exterior?
Answer:
No, we don’t have the funding.
Question 14:
There’s two existing in the main library and you’re adding two on this floor?
Answer:
There’re two in the children’s area that are additional and one here.
Question 15:
Do we submit the bid to this location (referring to the library)?
Answer:
No. This bid must be submitted to Merced County Administrative Services-Purchasing, 2222 M
Street, Room1, (Basement), Merced, CA 95340.

Question 16:
How do you access the viewing, do have a workstation that you watch it on?
Answer:
The scope of work/specifications call for a High resolution monitor (minimum 21”). This will
be placed in a private area for viewing.
Question 17:
How long do you need to store the video?
Answer:
72 hours.
Question 18:
What are some of things you want to cover with the cameras?
Answer:
Back in the stacks due to the books, public safety and employee safety.
Question 19:
Is someone going to be monitoring the system all the time?
Answer:
We’re hoping to; yes.
Question 20:
Do you know where the main chase is between floors?
Answer:
See question/answer 10 above.
Question 21:
I only counted seven cables down there at the location where the head end was. That tells me
there’s only seven existing. Did we count more than seven existing?
Answer:
No.
Question 22:
We can take the liberty of adding additional cameras if we feel it could be better suited?
Answer:
No. The maximum is eleven.
Question 23:
The only freedom we have is whether we put an extra one up here (on the 3rd floor) or use it
downstairs?
Answer:
We’re using your professional opinion on that placement.
Question 24:
Is there any cash transitions?
Answer:
Yes, on the main circulation desk.
Question 25:
Do you require conduit for any of the cabling? (Ceiling, drops between floors,
specific rooms or areas, etc.)
Answer:
In general no. Please see the answers to questions nos. from the pre-bid conference.
Question 26:
Do you require Analog or IP Cameras? Are they to be PTZ (Pan, Tilt and Zoom) or fixed?
What resolution and recording speed do you require?
Answer:
Please see the answer to question no. 10 from the pre-bid conference. The cameras are to be
fixed. The resolution and recording speed are your call based upon the scope of work and the
questions and answers.

Question 27:
When you say Terabyte DVR, how many Terabytes do you require? This is important when
using Analog or IP.
Answer:
You will size your DVR based upon the answers to questions nos. 6, 10 and 17 from the pre-bid
conference.
Question 28:
Will this work be done during normal business hours (8 AM to 5 PM) or is it to be done at
night?
Answer:
Yes, the work will be done between 8:00 am to 5:00 pm, Monday through Friday.
