AGENDA ITEM #9: FY 2018 TRANSPORTATION ALTERNATIVES SET-ASIDE: UPDATE Mike Kimbrel, HRTPO The Transportation Alternatives Program (TAP), established under MAP-21, provided funding for a variety of transportation activities that were previously eligible for funding under separate programs under SAFETEA-LU, including Transportation Enhancements (TE), Recreational Trails, and Safe Routes to School. The TAP required that 50% of the program funds received by the state be sub-allocated to areas based on population, while the other 50% may be obligated to any area of the state. Transportation Management Areas (MPOs having an urban population over 200,000) have the authority to select and award funding from their sub-allocations to projects carried out within their urbanized boundaries through a competitive selection process. The Fixing America’s Surface Transportation (FAST) Act folded the TAP program into the Surface Transportation Block Grant Program (STBGP) as a “Set-aside” capped at $850 million (nationwide) after FY 2017. For FY 2018, the total of TA Set-Aside funds to be allocated by the HRTPO is $1,807,630. In Virginia, District members of the Commonwealth Transportation Board (CTB) are each provided $1 million in TAP funds to allocate to projects in their Districts. HRTPO staff coordinates with VDOT Local Assistance Division (LAD) staff in carrying out the project selection process for Hampton Roads. LAD coordinates the application process and scores proposed projects based on criteria developed in cooperation with Virginia MPOs. Each proposed project is scored by several VDOT staffers individually. The scores from each project evaluator are then combined and divided by the number of evaluators to produce a final average score. MPOs responsible for selecting TAP projects receive the application materials and summary scoring information for each project proposed within the MPO area. More information on TAP, including the Guide to the HRTPO TAP Project Selection Process, may be accessed on the HRTPO website at: http://www.hrtpo.org/page/transportation-alternatives-(ta)-set_aside/ LAD received a total of 18 applications, with a total FY 2018 TAP funding request of $7,717,288 for the Hampton Roads Metropolitan Planning Area (MPA). Brief descriptions of the projects are attached. Projects in the attachment are listed in order as follows: • • Existing Projects – By Priority Ranking, then by Average Score New Projects – By Average Score For existing projects, the Priority Ranking provides an indication of projects that are considered better candidates for additional funding based on progress made to-date. The Priority Ranking ranges from 1, indicating the project should be ready for construction, to 6, indicating the project is in early stages of development. The Transportation Programming Subcommittee (TPS) will meet on March 17, 2017 to review the scored project proposals and recommend a set of TA Set-Aside projects and allocations for consideration by the TTAC in April.
