CCT Programme in Kano State Nigeria

Conditional Cash Transfer
(CCT) Programme
Kano State Nigeria
Experiences from the workshop
• Before: Lack knowledge on design and use of
Impact Evaluation process
• Now: We have learnt the design and various
approaches to Impact Evaluation
• Have understanding of the experimental
/Non-Experimental methods
Putting Knowledge in to Practice
• Kano CCT as a case study
• CCT will commence in Sept 2010
• Intervention: Scholarship for girls in grades 4
,5 and 6 ( lower Basic) from low income
families
• Condition : enrolment and attendance
• Outcome indicator: increase girls attendance
and completion
Impact Evaluation Design
Primary Objective
To evaluate if the CCT increases
girls enrolment
Impact Evaluation Design
• The mean is the
“Gold Standard”
This is Randomization of schools to
benefit from the CCT
Technicalities
1. List of all schools in the target areas
2. Randomise in to Treatment and Control
schools
3. Conduct Baseline survey ;
i. Sensitization of schools and communities
ii. Obtain list of eligible girls from schools
iii. Administer House-hold Surveys to a sample of
eligible girls
iv. Check if the Randomisation is valid
Technicalities
v. Program starts in September 2010
vi. Parents of Girls receive cash transfer
4. Follow up visits to check enrolment and
attendance in treatment and control schools
5. Compare the Difference
How to compare results
• See the difference between the outcomes
with and without the program
Test the counterfactual “effect of the CCT on girls
enrolment and attendance” to determine
changes in the absence of the programme so that
the change can be attributed to the program
Challenges and Solutions
Political program interference
-Parallel incentives programme by LGAs
– Fear of continuity
– Delay in the release of funds
Communicate/share the information with the Local
Government councils and local
communities/stakeholders
Challenges and Solutions
2. Attrition: Migration of families
Not much can be done to stop migration,
however we can make the follow up just
before the migration period
Challenges and Solutions
3. Non-compliance of families/communities
-early marriage,
-schools/parents not willing to cooperate
with the IE etc
Advocacy to communities and local
authorities
Challenges and Solutions
• 4. Spill-over effect : some families from
Control group may send daughters to where
the CCT is implemented
Any suggestions? Please Comment

behaviour)
